The Council of the City of Roanoke is seeking applications for the following
current vacancies and /or upcoming expirations of terms of office:
Architectural Review Board — one vacancy
Building and Fire Board of Appeals — one vacancy
Human Services Advisory Board — one vacancy
Roanoke Public Library Board — two vacancies

The Mayor's Annual State of the City Address on Thursday, August 29,

available online at www .roanokeva.gov /citizenoftheyear, in the City Clerk's
Office or at each City Library branch. Deadline for receipt of nominations
is Wednesday, August 28, 2019.

3. HEARING OF CITIZENS UPON PUBLIC MATTERS:
City Council sets this time as a priority for citizens to be heard. All matters will be
referred to the City Manager for response, recommendation or report to Council,
as he may deem appropriate.
Catherine Koebel, 2625 Longview Avenue, S. W., appeared before the
Council regarding comments by Police Chief Tim Jones during Gun
Violence Task Force meeting which was on August 12, 2019.
4. CONSENT AGENDA:

All matters listed under the Consent Agenda are considered routine by the
Members of City Council and will be enacted by one motion. There will be no
separate discussion of the items. If discussion is desired, the item will be
removed from the Consent Agenda and considered separately.
C -1 Minutes of the regular meeting of City Council held on Monday, July 15,
2019, and recessed meeting on Monday, July 29, 2019.
RECOMMENDED ACTION: Dispensed with the reading of the minutes
and approved as recorded.
C -2 A communication from the City Manager requesting that Council authorize
the City Clerk to advertise a public hearing on Monday, September 16, 2019, at
7:00 p.m., or as soon thereafter as the matter may be reached, or such other
date and time as deemed appropriate by the City Manager, regarding the
proposed conveyance of approximately .370 acres of City -owned property
located at 23 Centre Avenue, N. W., to the Roanoke Higher Education Authority.
RECOMMENDED ACTION: Concurred in the request.

C -3 A communication from the City Attorney requesting that Council convene
in a Closed Meeting for consultation with legal counsel and hear briefings by staff
members or consultants pertaining to actual litigation, where such consultation or
briefing in open meeting would adversely affect the negotiating or litigating
posture of the public body, pursuant to Section 2.2 -3711 (A)(7), Code of Virginia
(1950), as amended.
RECOMMENDED ACTION: Concurred in the request.
C -4 A communication from the City Clerk advising of the resignation of
Benjamin S. Crawford as a member of the Roanoke Arts Commission, effective
immediately.
RECOMMENDED ACTION: Accepted the resignation and received and
filed the communication.
C -5 A communication from the City Clerk advising of the resignation of Anne
Beckett as a member of the Architectural Review Board, effective immediately.
RECOMMENDED ACTION: Accepted the resignation and received and
filed the communication.
C -6 A communication from the City Clerk advising of the resignation of
Douglas Jackson as a member of the Roanoke Public Library Board, effective
immediately.

the unexpired term of Antwyne Calloway ending March 31, 2022;

The City Manager offered the following comments:
Registration for the Fall 2019 Green Academy is Open
• This popular series begins on Wednesday, Sept. 11, and runs
through Wednesday, Oct. 9. Sessions meet at Fishburn Park
Elementary, located at 3057 Colonial Avenue SW, in the library.
• The evening begins at 5:30 p.m. with a light meal, followed by
presentations from local subject- matter experts discussing a
variety of green initiatives in the Roanoke Valley.
• Topics will include energy efficiency, renewable energy,
alternative transportation, water and air quality, local food,
recycling, and more.
• This is a free event. The class fills up quickly, so sign up today.

New School Zone Speed Limit is in Effect
• Effective Aug. 15, the speed limit decreased from 25 mph to 15
mph in certain neighborhood school zones in the City.
• The 15 mph speed limit reduction will only apply during the times
scheduled for school flasher operations, 30 minutes before and
after established school start and end times.
• To ensure drivers are aware of this change, Roanoke Police will
increase its enforcement of the new speed limit during the first
weeks of the new school year.
• A list of schools and streets affected by the new speed limit is
available on the Roanoke City Public Schools website.
Reminder: Roanoke's Prepareathon
• The public is invited to attend on Saturday, August 31 from 10:00
a.m. to 2:00 p.m. at Advance Auto Parts Atrium, inside Center in
the Square.
• The event is designed to help citizens take an active role in
protecting themselves and their community from disasters
• Topics will include local flood hazards, why being prepared is
important, and actions you can take at home, at school, at work,
and at play to be ready.
• The event is free and open to the public.

Legacy Partners LLC, appealing a decision of the Architectural Review
Board at its meeting on June 13, 2019, denying an amended Certificate of
Appropriateness to replace stamped metal roof on main roof with
architectural shingles, replace standing seam roof on wrap- around porch
and roll rubber roof on rear porch with standing seam roof at 801 Marshall
Avenue, S. W.. which is not consistent with the H -2, Historic
Neighborhood Overlay District Guidelines. (Matter postponed until
Monday, September 16, 2019, at 7:00 p.m.)

Subject: Request to Schedule a Public Hearing to Consider Sale of a
Portion of City -Owned Property Located at 23 Centre Avenue,
N.W.
Background:
The Roanoke Higher Education Authority (Authority) has requested that the City
of Roanoke convey an approximately .370 portion of property (Property) located
at 23 Centre Avenue, N.W., (Official Tax Map No. 201 3016) (City Parcel) to the
Authority for the development of a landscaped pedestrian plaza /courtyard and
related improvements on the Property for use by the Authority. The City Parcel,
of which the Property is a part, is currently used as a paid short -term public
parking lot by Park Roanoke.
City staff has prepared a proposed Contract for Purchase and Sale of Real
Property to convey the Property to the Authority under certain terms and
conditions of pre and post - closing performance by the Authority.
Under Section 15.2-1800, et seq., Code of Virginia (1950), as amended, prior to
conveying City -owned property the City is required to give prior public notice,
conduct a public hearing, and adopt an ordinance by City Council.
Recommended Action:
Authorize the City Clerk to schedule and advertise a public hearing on the
proposed conveyance of approximately .370 acres of City -owned property
located at 23 Centre Avenue, N.W., to be held on September 16, 2019 at 7:00
p.m., or as soon as the matter may be reached, or such other date and time as
deemed appropriate by the City Manager.

FITNESS FOR
Fitness for Good (FFG) is a community -based outreach pilot program modeled off of the GoodGym program in the United
Kingdom (UK). Fitness for Good is designed to reduce social isolation in the aging population (adults aged 65 and older) while
simultaneously increasing activity levels and volunteerism in community members. The program will match recreational walkers,
joggers, and runners (termed 'runners' and 'athletes' for the purpose of this proposal) with older adults (termed 'coaches') in the 24013
zip code, and coordinate times to meet and interact in the home of the older adult. The term 'coach' in this application as it relates to
the elderly participant does not imply nor expect the elderly individual to possess athletic experience or coaching ability. During their
visits, runners may perform small jobs or tasks for the senior with whom they are visiting, in addition to serving as a social support and
a first -alert system for any potential health or social challenges the senior may be facing. If larger jobs are identified during these visits
(i.e., lawn cleanups, small home repairs, or safety /mobility upgrades), a group run can be planned with additional runners and
resources arranged to address these needs.
The program will initially focus on adults age 65 and older in order to address the concern that social isolation detracts from
overall quality of life including behavioral, physical and psychological health (Coyle and Dugan, 2012). The elderly population was also
identified in Carilion Clinic's Community Health Needs Assessment (CHNA) as the second greatest population in the Roanoke Valley
with the greatest unmet needs, only surpassed by those in poverty. Prior research indicates that socially isolated seniors are at
increased risk for falls (Faulkner, Cauley, Zmuda, Griffin, & Nevitt, 2003), re- admission to the hospital (Mistry et al., 2001), development
of cognitive decline and dementia (Fratiglioni, Paillard -Borg, & Winblad, 2004), and all -cause mortality (Holt - Lundstad, Smith, Baker,
Harris, & Stephenson, 2015). Socially isolated seniors are also more likely to make poor behavioral health choices including increased
alcohol and tobacco use as well as have a poor diet (Steptoe, Shankar, Demakakos, & Wardle, 2013).
Fitness for Good will initially focus on recruiting walkers, joggers, and runners as volunteers to address the low activity
participation rates and the negative sequelae that result from that lack of physical activity. According to the CHNA (2018), on any given
day no more than 18% of respondents participated in 30 minutes or more of physical activity. Furthermore, Gallup - Healthways data
suggests most Virginians do not meet minimum guidelines for weekly physical activity (Gallup - Healthways, 2016). Runners will be
recruited from local running groups and fitness facilities, through social media marketing platforms, advertisement in local running
stores, and word of mouth. Novice participants will be recruited from other community gathering locations such as schools, churches,
libraries, and recreational facilities.
Fitness for Good's purpose and target audiences align with Carilion Clinic's mission to improve health in the community it
serves, in our case the 24013 zip code, The 2018 CHNA improvement priorities include, but are not limited to: prioritizing healthy
behaviors and a consequent lack of exercise and physical activity, improve knowledge of community resources, combat a lack of
transportation, and improve coordination of care. Fitness for Good addresses each of these priorities through its focus on improving
physical activity levels in volunteer runners while using these runners to connect older adults to needed community resources using an
organized referral system. This referral system can connect the athletes and the coaches with the multiple resources listed in Carilion
Clinic's Health Improvement Implementation Strategy (2018 -2020) and to the Healthy Roanoke Valley's Pathways HUB.
Fitness for Good will accept referrals from multiple sources including: Local Office on Aging, Healthy Roanoke Valley, Council
for Community Services, local departments of social services, area health departments, Carilion Clinic resources, local emergency
departments, primary care offices serving the intended communities, churches and family members of older adults.
Fitness for Good athletes will undergo a background check and complete a brief training before they are cleared to participate
in the program. Runners will be trained in areas such as boundaries in the volunteer -coach relationship, confidentiality, common issues
in older adults, identifying factors that may necessitate referrals to outside agencies, and safety, A web -based platform will be made
available for runners to communicate any concerns regarding their'coach' to the staff of Fitness for Good, who will make referrals to
health care or community service agencies as appropriate. Such referrals may pertain to the need for medical or in -home assistance,
meals, or utilities for example.
Our program's approach will provide participating older adults with individualized attention in their home, a unique opportunity
that addresses barriers reported by other programs that encourage social interaction in the community. These programs, which host
events outside of seniors' homes, report barriers to reaching the aging population, including infrequent interactions or meetings, a
larger group setting which can be overwhelming to seniors, the requirement that the senior mobilize outside of his /her home and
coordinate personal transportation, and finally, affordability. The Fitness for Good program addresses these barriers to service by
providing individualized time with the older adult, in their own homes, on a regular basis, at no cost, in order to build a sense of
engagement and community while decreasing the risk of the negative health outcomes associated with social isolation (Gallant, 2003).
Most programs aimed at addressing social isolation in the United States focus on removing participants from their homes in order to
bring participants to the community, rather than bringing the `community' to the participants.
Fitness for Good is unique in that there are beneficiaries on three levels. First, the aging participant benefits as he /she
receives undivided individual attention, controls meeting times, does not have to coordinate transportation, and makes no financial
commitment to the program. Second, the runner benefits via an increase in activity level, free run coaching, increased accountability,
and an incentive to exercise, as well as the opportunity to volunteer in a way that will increase their connection to their community. Like
GoodGym, we expect to demonstrate increased physical activity levels among Fitness for Good volunteer runners. Third, the
community benefits as the program promotes volunteerism in the community, reinforces a sense of connection to the community, and
aids in the mission to create a culture of health as an active community. This benefit also addresses the finding in the CHNA that only
27% of those surveyed feel very connected to their community, while 57.1 % feel somewhat connected and 15.8% feel not connected.
These core components of the Fitness for Good program are supportive of the Robert Wood Johnson Foundation (RWJF)
Culture of Health Action Framework by encouraging health as a shared value by prioritizing health, participating in an activity that is
good for others and thereby the community, and building social connections that benefit the community.
Fitness for Good will help us understand how interventions in the person's own environment impact their overall well -being
using measures that include social isolation, quality of life, and health indicators. Fitness for Goodwill use a social isolation measure,
well -being measure, quality of life measure, and self - reported data to evaluate the extent to which the Fitness for Good program
impacts frequency of emergency room visits, hospital readmission rates, and the number of falls for program participants.
Fitness for Good is defining success as GoodGym does: consistent visits with older adults which result in improved well -being
and reduced social isolation of seniors, improved physical activity levels of participants, and wider community involvement.
GoodGym data establishes improved scores for social isolation and life satisfaction for coaches as well as life satisfaction for
runners. Over half of involved runners in GoodGym indicated they otherwise would not have joined a running group and also reported
an increase in average days of monthly physical activity as a direct result of their participation with the GoodGym program. Runners
also reported an increased sense of community. Fitness for Good expects similar results in the targeted community.
Fitness for Good aligns with the RWJF mission of improving the health and healthcare of Americans by applying what
GoodGym has learned during its inception and growth. Fitness for Good has three goals: To improve the activity levels of the
community; to decrease social isolation in seniors; and to increase volunteerism in the community. Once the program has been piloted
in the 24013 area, the program can easily broaden its geographic outreach in the community.
Social isolation is a complicated issue which requires a multifaceted and innovative approach GoodGym has proven to be a
successful, novel approach where individualized attention has been shown to improve the lives of isolated seniors while also increasing
activity levels of participant runners. We can learn from their lean model of practice by ultimately sharing the lessons learned
throughout the process longitudinally to affect change and improvement locally.
Fitness for Good is currently seeking sponsors to support our mission. Sponsorship money will be used to purchase
insurance, background checks for runners, marketing materials, and t- shirts. The goal is to launch the program July 2019. Sponsors
will be acknowledged according to their level of sponsorship. Please refer to the attached sponsorship form.

Subject: School Board Appropriation Request
Background:
As the result of official Roanoke City School Board action at its August 13, 2019 meeting, the Board
respectfully requested that City Council appropriate funding as outlined in this report.
The 2019 -20 juvenile Detention Home and Child Development Clinics grant award of $1,209,479
constitutes educational services provided at the Roanoke Valley juvenile Detention Home and the
Virginia Department of Health's Roanoke Child Development Clinics. This grant will be reimbursed
by State funds and will end March 31, 2020. This is a continuing program.
The 2019-20 Special Education in Local and Regional jails grant award of $93,072 provides funding
for a special education teacher and administrative support to serve the Roanoke City jail. This
grant will be reimbursed by State funds and will end March 31, 2020. This is a continuing program.
The 2019 -20 School Instructional Technology Virginia Public School Authority grant award of
$726,000 and a local match of $134,800 supports school divisions' efforts to implement the
Standards of Learning Web -based Technology Initiative. This grant will be reimbursed by State
funds and the required local match. This is a continuing program.
Recommended Action:
We recommend that Council concur with this report of the School Board and adopt the attached
budget ordinance to establish revenue estimates and to appropriate funding as outlined.

I am enclosing copy of a Petition for Appeal filed by Spencer Brand regarding a decision
of the Architectural Review Board at its meeting on June 13, 2019, denying an amended
Certificate of Appropriateness to replace stamped metal roof on main roof with
architectural shingles, replace standing seam roof on wrap- around porch and roll rubber
roof on rear porch roof with standing seam roof at 801 Marshall Avenue, S. W., which is
not consistent with the H -2, Historic Neighborhood Overlay District Guidelines. The
Petition was received in the City Clerk's Office on Monday, June 24, 2019.
Section 36.2- 530(c)(5), Certificate of Appropriateness, Code of the City of Roanoke
(1979), as amended, provides that any property owner aggrieved by any decision of the
Architectural Review Board may present to the City Council a petition appealing such
decision, provided such petition is filed within 30 calendar days after the decision is
rendered by the Board. The Council shall schedule a public meeting and render a
decision on the matter within 60 calendar days of receipt of the petition, unless the
property owner and the Agent to Architectural Review Board agree to an extension.
The Council may affirm, reverse or modify the decision of the Architectural Review
Board, in whole or in part, or refer the matter back to the Board.
With the concurrence of City Council, a public meeting will be scheduled for Monday
August 19, 2019, at 7:00 p.m., or as soon thereafter as the matter may be heard, to
render a decision with regard to the Petition for Appeal filed by Mr. Brand.
