DAVENPORT & COMPANY City of Roanoke, Virginia February 3, 2020 I ROANOKE City of Roanoke, Virginia DAVENPORT & COMPANY City cr koanoke, Virginia February 3, 2020 Goals for Just in Time Approach ROANOKE ■ Working with City staff, Davenport and the City instituted a "Just -In- Time" funding approach for its capital needs. This contemplates a 3 -Year interest -only period. In the past, the City has achieved this interest -only period through the issuances of two BANs. The rationale for this approach is as follows: 1. Allows the City to borrow for funds exactly when they are needed which minimizes interest costs; 2. Reduces the pressure on Key Debt Ratios (i.e. Debt Service vs. Expenditures and Debt vs. Full Value); and, 3. Less budgetary (i.e. cash flow) pressure on the General Fund. DAVENPORT & COMPANY City of Roanoke, Virginia February 3, 2020 Budgetary Savings from Just in Time Approach ROANOKE ■ The chart below shows the difference in total debt service achieved so far between the City's Historical Approach and the Just in Time Approach implemented by the City in FY 2018. — The chart below includes the 2018 BAN and 2019 BAN. ■ Due to historically low interest rates, the City took out its 2018 BAN in October 2019. Even though the City fixed the interest rate, it continued the interest -only period as contemplated in the Just in Time approach. February 3, 2020 Davenport Recommended Approach ROANOKE ■ Given the current interest rate environment, the City may wish to consider permanent (i.e. 20 -year fixed rate) financing for its $17.4 million in FY 2020 capital needs in order to lock in the current low cost of capital. — A structured approach to this long -term financing would allow the City to issue interest -only bonds followed by a 20 -year amortization to simulate the BAN approach. — Current fixed rates are considerably lower than the planning estimates and at or below the interest rate on the 2019 BAN. — Although these bonds would not have a draw -down feature, higher short -term interest rates means that the cost of carry is low. DAVENPORT & COMPANY Rationale ■ Opportunity to fix long -term interest rates while at or near historic lows. W W; ffom 10 ROANOKE — This allows the City to mitigate future interest rate risk and lock in current market rates that could be over 2% lower than planning estimates. ■ Not abandoning Just in Time Approach; rather Davenport is recommending that the City take advantage of a unique opportunity given the current rate environment. — This is consistent with the rationale for permanently financing the 2018 BAN ahead of schedule. ■ By combining the FY 2020 CIP financing with a potential refunding, the City can achieve economies of scale in cost of issuance. ■ Allows the City to engage the rating agencies during a period in which it is in full compliance with financial policies and it has a stable management team in place. ■ For FY 2021 - 2024 CIP needs, Davenport suggests an annual evaluation of the BAN approach that has served the City well based on how interest rates evolve. I am here today to address some serious concerns regarding park Roanoke. In December I r3ecieved a parking ticket in front of my door step, I live in hurt park, which many of you are aware of the sheer number of gunshot reports stemming from my neighborhood. I park with my door facing the entrance to my home to ensure my safety and minimize my exposure to the possibility of getting hit by a stray bullet. I then received a parking ticket for parking the wrong way, I then contacted park Roanoke and they responded that they will uphold the ticket and will not dismiss, I then do not hear back form them for a month after requesting to appeal the ticket in court, which leads me to go to their office in person upon my entrance the front desk attendant is very busy watching FOX news, and the manager has to come out to help me. I then receive very rude service from her, to the point that I walked out shaking. I then receive a letter in the mail notifying me that there was a late feed and that payment of the citation was due immediately, I then go to park Roanoke for a second time and find that the same person is watching fox news and the manager was just as rude as the last go around. I ask the city council Why? Is a third - party company allowed to treat the city's residents in that fashion? Why are police officers giving profit to a third -party company? Is the city so indebted to Park Roanoke that you allow them act with such reckless abandon? ATTEST: Acting City Clerk. CITY COUNCIL AGENDA REPORT To: Honorable Mayor and Members of City Council Meeting: February 3, 2020 Subject: Adjustments to VDOT Funding Awards Background: From time to time, the City of Roanoke applies for funding from the Virginia Department of Transportation (VDOT) to plan and construct various transportation projects. In some cases, the city administers these projects and in these cases, VDOT reimburses the city upon completion of work and payment to the city's selected contractor. Expenditure of awarded funds requires acceptance of those funds by City Council, establishment of revenue estimates, and appropriation of those funds into capital accounts for expenditure. When projects are completed under budget, unexpended funds remain in the capital accounts. Because the funding is reimbursable, these unexpended funds are not available to the city for expenditure. As such, revenue estimates need to be decreased. Considerations: Action is proposed on five such accounts as outlined below: Capital Street Paving FYI - Acct No. 08- 530 -9488 • VDOT funds to pave Orange Ave from Gainsboro Road to 10th Street. • Decrease revenue estimate by $171,060 from the $ 365,000 appropriated. Capital Street Paving FYI 9 - Acct No. 08- 530 -9250 • VDOT funds to pave Lafayette from Melrose to Cove. • Decrease revenue estimate by $141,363 from the $475,000 appropriated. Hershberger Road Corridor Improvements - Acct No. 08- 530 -9516 • Sidewalk and landscape improvements near Valley View and the Airport. • Decrease State Grant funds by $483,086 from the $1,996,000 appropriated and transfer unspent local funds back to Contingency account in the amount of $6,033. Local funds in the amount of $40,000 were allocated initially. Virginian Railway Passenger Station - Acct No. 08- 530 -9652 • Transportation Enhancement Project to renovate station. • Funding passed through the City to applicant. • Decrease revenue estimate by $22,557 from $1,105,000 appropriated. O. Winston Link Museum Storage - Acct No. 08- 530 -9848 • Transportation Enhancement Project to perform work inside the O. Winston Link Museum. • Funding passed through the City to applicant. • Decrease revenue estimate by $143,519 from $155,000 appropriated. Recommended Action: Decrease previously established revenue estimates for the identified projects. -M- - - - - -- Robert S.
