City Manager shall determine, in his discretion, to consider a request of Keystone
Community Center, Inc., for tax exemption of real property located at 101 17th
Street, S. E.
RECOMMENDED ACTION: Concurred in the request.
C -3 A communication from the City Attorney requesting that Council schedule
a public hearing to be held on Monday, November 16, 2020, at 7:00 p.m., or as
soon thereafter as the matter may be heard, or such later date and time as the
City Manager shall determine, in his discretion, for renewal of lease of space
within the Berglund Center Annex to Sinclair Television Stations, LLC, d /b /a
WSET -TV for local broadcast purposes.
RECOMMENDED ACTION: Concurred in the request.
C -4 A communication from Council Member Bestpitch, Chair, City Council
Legislative Committee, requesting that Council schedule a public hearing to be
held on Monday, November 16, 2020, at 7:00 p.m., or as soon thereafter as the
matter may be heard, or such later date and time as the City Manager shall
determine, in his discretion, to hear the views of citizens with regard to
amendments to the City Charter in connection with the change in election date
from May to November.
RECOMMENDED ACTION: Concurred in the request.
C -5 Reports of qualification of the Honorable Vivian Sanchez -Jones as an
Interim Council Member of the Council of the City of Roanoke, Virginia, to fill the
unexpired term of office of Djuna L. Osborne ending December 31, 2022; and

three -year term of office commencing October 1, 2020 and ending

COMMENTS OF THE CITY MANAGER.
The City Manager encouraged those citizens who have not voted to
cast their vote on November 3, 2020.

11. MOTIONS AND MISCELLANEOUS BUSINESS:
a. Inquiries and /or comments by the Mayor and Members of City Council.
Vice -Mayor Cobb advised he would be in attendance at the
November 16 public hearings virtually and was highly concerned
about the increase in local COVID -19 cases.
Council Member White -Boyd expressed concern and need for an
alternative plan for staff and those who support the City Council, if
meetings would be held virtually for City Council members.
Council Member Davis advised of challenges if meetings were to be
held virtually; expressed support in closing the Council Chambers to
the public at this time and for her colleagues who choose to stay
home due to personal apprehensions and reasons.
Council Member Price acknowledged Tiffany Bradbury for her
attendance and media orchestration during City Council meetings;
and also expressed concern about upcoming public hearings and
agreed that public hearings should be held virtually.
The City Attorney stated that outside of a State of Emergency,
Council Members could only participate electronically for two
meetings; however, during the State of Emergency, there was no
limit on how Council Members could participate in Council meetings
remotely and would not count against their two permitted absences.
Council Member Bestpitch stated if it was acceptable for City Council
members to participate in City Council meetings remotely, staff must
also be permitted to participate electronically.
Mayor Lea clarified that those City Council members who choose to
participate electronically, may do so; however, must consider the
well -being of staff who work diligently in preparation and
culmination of each meeting.

The City Manager asked all Council members to follow the City of
Roanoke established protocol and to observe the COVID -19 Travel
Advisory.
Vice -Mayor Cobb enthusiastically reported that an estimated 27,200
citizens voted early in the current Election; thanked the General
Registrar and staff for their efforts during this time; commended all
candidates for their hard work during the campaign season;
expressed concern with regard to the uptick of gun violence in the
City and commended the Task Force to Reduce Gun Violence for
their persistence and dedication to address the swell of gun violence
and advised that the Task Force will make recommendations to City
Council on November 16, 2020.

Appointed Mitchell Alexander (Citizen) as a member of the City of Roanoke
Finance Board to replace Kenneth Cronin for a two -year term of office
ending June 30, 2022.
Appointed James Foutz -Vega and Erika Bergen as members of the Human
Services Advisory Board to fill the unexpired terms of office of Andrew
Kohler and Vivian Sanchez -Jones ending November 30, 2023 and
November 30, 2021, respectively.
Appointed Amanda Marko to replace John Rottenborn for a three -year term
of office ending June 30, 2023 and Jason Morgan to fill the unexpired term
of Craig Gill - Walker ending June 30, 2021, as members of the Mill Mountain
Advisory Board.

Subject: Tax Exemption Public Hearing Request on Real Property of
Keystone Community Center, Inc.
Background:
Pursuant to the requirements of the Virginia Code, if the City Council wishes to
consider the application of the Keystone Community Center, Inc. for tax - exempt
status on real property, Council must first conduct a public hearing. Keystone
Community Center, Inc. is a non - stock, non - profit corporation that has applied
for tax exemption of real property located in the City at 101 17t1 Street SE (Tax
Map No. 4210623).
Considerations:
Keystone Community Center, Inc. is a non - profit organization whose purpose is
for the operation of a Christian organization offering after school programs in
bible studies, food preservation, gardening, education, sewing, summer camps,
as well as community events to promote underserved communities in the
Roanoke Valley.
Recommended Action:
This report is to request that a public hearing be authorized and advertised on
the above matter for City Council's regular meeting on Monday, November 16,
2020, at 7:00 p.m., or as soon thereafter as the matter may be heard, or such
later date and time as the City Manager may determine.

Re: Request to schedule a Public Hearing Regarding Lease of Berglund Center Office Space
With Sinclair Television Stations, LLC, dba WSET -TV
Mayor Lea and Members of Council:
Sinclair Television Stations, LLC, dba WSET -TV ( "WSET "), has been leasing a portion of the third floor of the
Annex at Berglund Center since 2006 to use for administrative office space, as well as a studio from which
WSET's local coverage is broadcast. The current lease expires December 31, 2020. WSET desires to continue
leasing this space from the City, and has requested to enter into another lease agreement with the City for an
initial term of three years commencing January 1, 2020, subject to two additional terms of one year each. This
space consists of approximately 1,158.50 square feet, more or less, and would be rented at an initial base rent of
$20,273.75 for the first year of the lease, subject to annual increases thereafter. The remainder of the third floor of
Berglund Center Annex would continue to be used as office space for Berglund Center staff.
Considerations:
Lease of this space will provide an additional revenue source for the Berglund Center. The City of Roanoke
would also receive positive exposure within greater than a one - hundred -mile radius.
A public hearing is required to consider the lease of office space within the Berglund Center.
Recommended Action
Council authorizes the City Clerk to schedule and advertise a public hearing to be held on November 16, 2020, at
7:00 p.m., or as soon thereafter as the matter may be reached, or such other date and time as deemed appropriate
by the City Manager.

A RESOLUTION authorizing the acceptance of the FY21 Bulletproof Vest Partnership
Grant Award made to the City by the United States Department of Justice, and authorizing
execution of any required documentation on behalf of the City.
BE IT RESOLVED by the Council of the City of Roanoke as follows:
1. The City of Roanoke does hereby accept the FY21 Bulletproof Vest Partnership
Grant Award from the United States Department of Justice, in the total amount of $30,564.05
with (i) $21,489.05 going to the Police Department to purchase 55 concealable primary use
bullet resistant vests, and (ii) $9,075 going to the Roanoke City Sheriff's Office to purchase 30
concealable primary use bullet resistant vests. The required 50% in -kind match will be satisfied
through each department's budget, upon the terms, provisions and conditions relating to the
receipt of such grant funds. Such grant is more fully described in the City Council Agenda
Report dated November 2, 2020.
2. The City Manager is hereby authorized to execute, on behalf of the City, any
documents necessary to accept, implement and carry forth the conditions of this grant in a form
approved by the City Attorney.
3. The City Manager is further directed to furnish such additional information as
may be required in connection with the City's acceptance of this grant.

The United States Department of justice is the administering agency for the
Bulletproof Vest Partnership (BVP). The BVP reimburses 50% of the cost of new
bullet resistant vests purchased by law enforcement agencies.
The City of Roanoke has been awarded a total of $30,564.05 in FY 2021
funding. The Police Department was awarded $21,489.05 to purchase 55
concealable primary use bullet resistant vests. The Sheriff's Office was awarded
$9,075 to purchase 30 concealable primary use bullet resistant vests. The
required in -kind match of 50% of bullet resistant vest cost will be satisfied from
the budget of each department.
Recommended Action:
Accept the FY 2021 Bulletproof Vest Partnership Grant Award described above
and authorize the City Manager to execute the grant agreement and any related
documents; all such documents to be approved as to form by the City Attorney.
Adopt the accompanying budget ordinance to appropriate funding and
establish a revenue estimate for the Police Department in the amount of
$21,489.05 and the Sheriff's Office in the amount of $9,075, into accounts to
be established by the Director of Finance in the Grant Fund.

Subject: Roanoke Valley Flood Sensor Pilot Project - Receipt of Sensors
Background:
The Commonwealth of Virginia, through the Center for Innovative Technology
(CIT) has formally partnered with the Federal Department of Homeland Security
(DHS) in a flood sensor project. CIT has identified Roanoke as an ideal location
for flood sensors in Virginia, based on the history of flooding throughout the
valley, and the City's existing flood resiliency efforts. The proposed pilot
project is also concurrent with efforts to remember the Flood of 1985 in
Roanoke. The flood sensors would provide real -time, web -based information on
stream flooding conditions that can be used by City staff to evacuate flood
prone homes and pro - actively close roadways. The stream data would also
facilitate the accurate construction of hydraulic models, useful for floodplain
management purposes.
The City of Roanoke will receive up to six flood sensors at no charge, as a
participant in this flood sensor pilot project. Upon project completion, the flood
sensors would be left in place. At that time, flood sensor ownership would
revert to the City of Roanoke. If the City of Roanoke were to purchase the flood
sensors individually, they would cost approximately $5,400 each. Although the
City would not need to purchase these sensors for the pilot project,
expenditures to the City would include ongoing maintenance and data costs, as
detailed below:
Data transmission: $6 monthly fee, per device, for wireless data
transmission
Data service: $500 annually for data service, plus $15 annual fee per
sensor
Maintenance: City personnel time, as needed, to clean gauges and solar
panels of debris
At this time, a single flood sensor is available, to be installed on Peters Creek
near US460, but up to six total sensors may be available from CIT if the initial
implementation is successful.
Considerations:
City Council approval is required to accept the donation of the flood sensors for
the Roanoke Valley Flood Sensor Pilot Project. Data transmission and data
service costs will be paid by the Stormwater Division. Maintenance will be
performed by Stormwater Division employees.
Recommended Action:
Adopt the attached resolution authorizing the City Manager to accept the
donation of the flood sensors from Center for Innovative Technology for the
Roanoke Valley Flood Sensor Pilot Project. Authorize the City Manager to
execute all necessary forms providing for acceptance of the flood sensors,
approved as to form by the City Attorney.

Subject: Rivers Edge Park North Improvements: Architectural and
Engineering Contract for Phases I and II - Authorization of
Additional Amendments to Contract with Lumsden and
Associates, PC.
Background:
For many years, Rivers Edge Park North was an undeveloped but highly valued
property consisting of gravel parking lots, an unplayable greenspace, and
Maher baseball field. In 2015, the City initiated a phased approach to develop
this property to become the region's premier active outdoor space. The first
project in Phase I was the new competition level tennis facility. In 2017, the City
dedicated more than $3M to finish Phase I which includes a primary Magnolia
Esplanade entrance, ornamental fountain, picnic nodes, architectural and
security lighting, two premier Bermuda athletic facilities, top -tier sports
lighting, and access and parking for both the park and the Roanoke River
Greenway trail, all of which were completed in June of this year.
In 2018, the City awarded a contract to Lumsden and Associates, PC (Lumsden)
to provide professional architectural and engineering services for Rivers Edge
Park North Phases I and IL The initial contract with Lumsden for $140,000 for
Phase I was increased through Amendment No. 1 for $26,600 and Amendment
No. 2 for $7,800 for additional work for geotechnical borings, structural design
for an elevated transformer, fully involved as -built utility plans for future park
special event logistics, and various utility details. The contract for Phase I totals
$174,400.
Considerations:
With the completion and success of Phase I, the City is requesting Council
approval to amend the existing contract with Lumsden for Phase II work as
allowed in the original RFP and resulting contract. Phase II work by Lumsden is
anticipated to be $276,000, for a new contract not -to- exceed amount of
$450,400. Council approval is required since the total aggregate increase in the
contract exceeds the twenty five percent (25 %) of the original contract amount.
Phase II will be completed in multiple parts. The City recently received limited
capital funding from 2019 BAN funds that will be used for a new public comfort
facility since the only restroom within the park is located at Maher field which is
a location that is not conducive of serving either current or future park needs.
Phase II also includes the Architect and Engineering (A &E) fees with Lumsden
for the design work for the remainder of the Park improvements for a not to
exceed amount of $200,000. With new and additional capital funds to complete
Rivers Edge North Phase II becoming available to Parks and Recreation in the
FY22 CIP, we anticipate that amendments identified above for a total of
$276,000 will be sufficient to complete the remaining Architectural and
Engineering services.
Funding is available in the project account 08- 620 -9770, Roanoke Parks and
Recreation Master Plan.
Recommended Action:
Authorize the City Manager to execute additional contract amendments as
mentioned above, approved as to form by the City Attorney, to the City's
contract with Lumsden and Associates in an amount not to exceed $276,000.00
for additional Architectural and Engineering Services, including Phase II (A)
Amendment No. 3 for $16,000; Phase II (B) Amendment No. 4 for $60,000, and
Phase II (C) for Amendment No. 5 for $200,000, as set forth above.
