ANNOUNCEMENTS:
The Council of the City of Roanoke is seeking applications for the following
current vacancies and /or upcoming expirations of terms of office:
Fair Housing Board — one vacancy
Parks and Recreation Advisory Board — three vacancies
Roanoke Arts Commission — one vacancy
Roanoke Redevelopment and Housing Authority — one vacancy
Towing Advisory Board — one vacancy (Citizen at- large)
Youth Services Citizen Board — one vacancy
Access the City's homepage to complete an online application for the
abovementioned vacancies.
The City Clerk's Office is accepting applications for three upcoming
vacancies on the Roanoke City School Board for three -year terms of office
expiring on June 30, 2021. Three -year terms of office will commence July 1,
2021 and end on June 30, 2024.
Incumbent School Board Trustees are Mark K. Cathey, Laura Day
Rottenborn and Richard "Dick" Willis, Jr. Inasmuch as Mr. Willis will have
served three consecutive terms of office, he is ineligible for reappointment.
Ms. Rottenborn is not seeking reappointment.
Application and information describing the duties and responsibilities of
Trustees of the Roanoke City School Board are available on the City of
Roanoke's web page at www.roanokeva.gov, or may be obtained by
contacting the City Clerk's Office, Room 456, Noel C. Taylor Municipal
Building, 215 Church Avenue, S. W., between the hours of 8:00 a.m. and

1. Acceptance of the 2021 Violence Against Women Act (V -STOP)
Grant from the Virginia Department of Criminal Justice for the
Police Department's existing Domestic Violence Specialist position.

COMMENTS OF THE CITY MANAGER.
The City Manager offered the following comments:
The City will offer monthly Budget Development Webinars
• Through April, we will conduct a series of Zoom webinars to share
information with citizens about its annual Budget Development.
• Webinars will be based upon the content of the presentations to
City Council at their monthly budget briefings.
• Citizens are invited to view the webinars, and will have the
opportunity to ask questions via the Chat feature.
• The January webinar, focusing on the Real Estate Assessment
process, was conducted last Friday, Jan. 29 and recorded, and will
be posted on the City's website with other budget - related materials.
• The City will send MyRoanoke email notifications prior to each
webinar, and post the information on our website homepage.
Equity and Empowerment Advisory Board will meet this week
• Thursday, February 4, at 6:30 p.m.,
• The meeting will be hosted via Zoom and will be recorded and
shared on the Equity and Empowerment webpage.
• Members of the community wishing to address the Board will have
an opportunity to give comments at the Board's quarterly public
hearings; the next public hearings will be held in March.
• The agenda is available on the City's website at
roanokeva.gov /citymanager, select the link in the left column on the
page.

Arts Collaboration will release "We Are Art" Rap Cypher
• Partners for the project include the Roanoke Public Libraries, the
Roanoke Arts Commission, the Grandin Theatre, and the Feeding
Southwest Virginia Community Solutions Center.
• The film will be released on February 5, at 10 a.m. on the Roanoke
Public Libraries Facebook page and YouTube page.
• The project is a celebration of black culture through a staple in the
hip hop culture: rap cyphers, and it honors Black History Month.
• The rap cypher features seven local rappers, and each artist wrote
their own individual parts of the song.
• The goal of this collaboration is to encourage Roanoke community
members to know that the whole city is for all Roanokers.

Council Member Cobb expressed appreciation to the Public Works
Department snow removal crews for an excellent job in clearing
neighborhood streets on Sunday, January 31.
Vice -Mayor White -Boyd announced that on Thursday, February 4, at
6:30 p.m., the City of Roanoke will host its second Equity and
Empowerment Advisory Board Meeting, via Zoom, which will be
recorded and shared on the Equity and Empowerment webpage;
citizens wishing to address the Board will have an opportunity to
give comments at the Board's quarterly public hearing; the next
public hearing will be held in March and will be broadcasted live on
the City's Facebook Page.

Appointed Paul Workman as a member (Deputy City Manager Designee) of
the Defined Contribution Board to fill the unexpired term of office of R. B.
Lawhorn ending June 30, 2021; and for a four -year term of office
commencing July 1, 2021 and ending June 30, 2025.
Reappointed Robert S. Cowell, Jr., as a City Employee representative of the
Hotel Roanoke Conference Center Commission for a four -year term of
office commencing April 13, 2021 and ending April 12, 2025.
Appointed Diane Simmons to replace Joshua T. Dietz and Stephen Terry
McGuire to replace Matthew Kelley as members of the Parks and
Recreation Advisory Board for three -year terms of office, each,
commencing April 1, 2021 and ending March 31, 2024; and reappointed
Jerome Stephens for a three -year term of office commencing April 1, 2021
and ending March 31, 2024.
Appointed Kevin Deck as a member of the Roanoke Arts Commission to fill
the unexpired term of office of Lora Katz ending June 30, 2022.

FY 21 General Fund Overview
• The FY21 adopted budget is $298.1 and local taxes comprise
approximately 67.7% of all revenue.
• Through December, total FY 21 revenues have decreased
approximately ($1.13 million) or (1.0 %) compared to the same
period of FY 20 due to an increase in Real Estate, tax off -set by
lower performance of Transient Occupancy and Prepared Food
and Beverage Tax as well as Charges for Services.
• Through December, FY 21 local taxes have increased
approximately $1.5 million or 2.0% compared to the same
period of FY 20.
• Expenditures and obligations through December decreased
approximately ($7.3 million) or (4.7 %) compared to the same
period last year, mainly due to the timing of debt service
payments, transfer to GRTC, transfer to Civic Facilities, transfer
to Capital Projects and transfers to the Grant Fund.

Since October of 2010 it has been my privilege to serve as a Commissioner for the Roanoke
Redevelopment and Housing Authority. Over this last decade, I have been constantly amazed
at the dedication and diligence of the RRHA staff. At their core, every RRHA staff member I
met understands the vital role that housing plays in our society and they approach their job as
an opportunity to serve others. The work of the RRHA is at the foundation of our city, country,
and society. Truly, the staff of RRHA lives the words of Mahatma Ghandi;
"A nation's greatness is measured by how it treats its weakest members."
So, it is with great sadness that I must resign my position on the Board of Commissioners for
the RRHA effective January 25, 2021. Over the last few years, my family obligations and
responsibilities have increased, taking a greater portion of my available time. I had considered
leaving the board a few years ago, but Glenda Goh, the previous RRHA director, was very
concerned about the transition in leadership after her retirement in 2019. Witnessing
Glenda's dedication and concern for RRHA over the years, I was determined to serve through
the transitional period. As 2021 starts, RRHA has an excellent director in David Bustamante,
we have a new administration in Washington, DC, and I believe that RRHA has weathered the
worst of the COVID pandemic. With this in mind, I feel that now is good moment to depart and
for the City Council to bring a new Commissioner onboard at RRHA.
I am thankful for the opportunity to have been part of such a great organization.

Below please find an update and a proposal for an expanded Special Service District to be
considered for the Greater Williamson Road Area Business Association ( WRABA). On behalf
of the Board of Directors for WRABA, I respectfully ask that this proposal, along with the
attached map be presented to the City Council for vote when you deem it appropriate to do so.
In 1993, the Roanoke City Council established the Williamson Road Area Special Service
District (SSD) to help pursue endeavors to improve both the economic vitality and to enhance
the quality of life of the Greater Williamson Road Area Business Association corridor and
surrounding areas. As further incentive, the SSD was established to provide added assistance
intended to foster busines recruitment and retention as well as plan for the development and
revitalization of the area. These past 27 years have evidenced WRABA's commitment to the
areas of economic development, City beautification, strategic planning, and public safety.
The events and projects that have been focused on to date by the Williamson Road Area
Business Association are many. Attention has been centered on plans that are now part of the
Williamson Road Neighborhood Plan that was adopted by the City in an effort to work towards
the concept of a "Village Green" for the Road. Street scape improvements that include curb,
gutter, sidewalks with a grass barrier between the walk and the road, less industrial signal mast
arms and more decorative street lighting are all items that have been discussed as needed, and
have begun to dot the road's appearance. These improvements, both in their conceptual
drawings and for some projects, their execution, have helped make the area more desirable for
developers, investors, pedestrians, and shoppers.
In an effort to adequately address the concerns of the Greater Williamson Road Area, a survey
was designed to identify those needs. The responses were clearly one -sided — the business
owners were more interested in starting "small" and wanted WRABA to be more small- and
medium -sized business focused. As a result, WRABA is committed to supporting, and holding,
events to draw traffic to the Williamson Road corridor as a destination.
Socially, WRABA has been involved in several events in the promotion of the Williamson Road
area: the annual Star City Motor Madness event held at the end of May which draws in excess of
75,000 individuals in one day; the annual Greek Fest held in September of each year which
attracts approximately 35,000 people over a three day period; as well as a very successful
Restaurant Week which attracted not only Williamson Road area residents but residents from all
over the City of Roanoke and out -lying areas to come to Williamson Road restaurants to enjoy
lunch and dinner at several ethnic eateries.
WRABA has also held several successful pop -up drive -in movies at the new Fort Knox property
(old Happy's location) which attracted patrons from all over the greater Roanoke and New River
Valley areas. Plans are in place to continue these movie nights as well as to hold vintage flea
markets, festivals, a golf tournament, and stalwarts like Small Business Saturday to name but a
few opportunities open to the area.
The image and reputation of the Williamson Road Area Business Association has continued to
grow stronger more -so over the past sixteen months through its advertising and promotional
efforts utilizing news media outlets, press releases and personal contacts.
As a strong example, and in recognition that Williamson Road is truly a microcosm of the world
with so many international restaurants and businesses, WRABA, in its FY 2021 Work Plan and
its over - arching Strategic Plan is developing additional guidelines to effectuate inroads into the
ethnic communities to build relationships and be responsive to the needs of the greater
community.
Moving forward, WRABA now has the opportunity to extend its SSD footprint and by
association, increase the number of businesses it can help and be a part o£ extending up to the
Berglund Civic Center towards the City, along Hershberger Road to 581, and to the Airport Road
and Towne Square businesses (see attached map). Financially, the tax paid by the businesses
will allow WRABA to not only continue its work but to also increase its reach and effectiveness
working with the area businesses and their concerns.
To this end, the Executive Director of the Williamson Road Area Business Association prepared
a letter outlining what WRABA currently does for its SSD members as well as what it could do
should the property owners wish to be a part of the Special Services District as outlined above.
These letters were mailed to all the affected property owners following the same protocol as was
set forth in 1993 when the Special Services District was first initiated. To date we have not
received any negative responses.
In actuality, WRABA has been providing services outside the current SSD area and is now
looking to formalize that relationship. With this letter, the Williamson Road Area Business
Association is requesting the Roanoke City Council approve the SSD expansion. Approval of
this request will allow for the development of a systematic plan to help the greater Williamson
Road area in a focused, productive manner. Specifically, WRABA will be in an ideal position to
not only work with and for the area businesses but to also encourage property owners and
businesses to reinvest in their own real estate and businesses and thereby help the entire
Williamson Road area become more attractive to prospective clients /customers.

Subject: 2021 Violence Against Women Act: V -STOP Grant
Background:
The Department of Criminal justice Services of the Commonwealth of Virginia has
awarded the Roanoke Police Department $37,591 in grant funding as part of the
Violence Against Women Act (V- STOP). The Roanoke Police Department will use the
award to fund its existing Domestic Violence Specialist position.
The 2021 V -STOP grant funding has been level funded since 2012. To maintain
current salary and benefit levels for the position, the City of Roanoke will be required
to provide a total local match of $24,679.
The Domestic Violence Specialist is tasked with providing services to the victims of
domestic violence. The Domestic Violence Specialist investigates domestic violence
offenses, ensures that victims receive support services throughout their case, prepares
cases for prosecution and directs police department resources towards apprehending
the most dangerous offenders.
Recommended Action:
Accept the 2021 V -STOP Grant described above and authorize the City Manager to
execute the grant agreement and any related documents; all such documents to be
approved as to form by the City Attorney.
Adopt the accompanying budget ordinance to establish a revenue estimate in the Grant
fund for State grant funds of $28,193, transfer funding in the amount of $20,268 from
Transfer to Grant Fund, account 01- 250 -9310 -9535, $4,411 from Local Match Funding
for Grants, account 35- 300 - 9700 -5415, and appropriate total funding of $52,872 for
salary and benefits into accounts to be established by the Director of Finance in the
Grant Fund.
