Due to the recent increase and severity in COVID -19 cases in the City of Roanoke, out of an abundance of caution, the Roanoke City Council has determined that temporary changes are necessary. Roanoke City Council Members will continue to meet in person in City Council Chamber, observing all recommended safety protocols while members of the 1 community wishing to address the City Council during Hearing of Citizens Upon Public Matters are required to participate virtually or via email by contacting the City Clerk's Office at clerk(aD_roanokeva.gov and (540) 853- 2541, by 8:30 a.m., on June 30. CITY COUNCIL ._t PF To: Honorable Mayor and Members of City Council Meeting: June 30, 2021 Subject: Appropriate Funding for the American Rescue Plan Act (ARPA) Background: On March 1 1 , 2021 , the American Rescue Plan Act (ARPA) was signed into law by President Joe Biden establishing the Fiscal Recovery Funds which are intended to provide governments support in their response to the impacts of COVID -19. These Fiscal Recovery Funds build on the support previously provided through the Coronavirus Relief Fund (CRF) of which the City received $17,299,688. The City of Roanoke will be awarded $64,576,671 through the American Rescue Plan Act (ARPA). Half of the allocation, $32,288,335.50, has been received in May of FY 2020 -2021 and the remaining half is expected to be received in May of FY 2021 -2022. Recommendations for use of the ARPA funding are currently being formulated through Phase 2 of the Star City Strong effort and are expected to be brought before City Council in September, 2021. The recommendations will focus on recovery efforts necessary as a result of the COVID -19 pandemic disaster. The ARPA funding eligible use categories include: - Support public health expenditures - Address negative economic impacts caused by the public health emergency - Replace lost public sector revenue - Provide premium pay for essential workers - Invest in water, sewer, and broadband infrastructure ARPA allows for the recognition of revenue loss with calendar 2019 as the base year with an assumed minimum growth rate of 4.1 %. Based on the calculation utilizing allowable revenues, the loss rate for the City of Roanoke is 7.85% for the General Fund. Through December 31, 2020, the city can appropriate $24,633,386 to the General Fund in recognition of this loss. The General Fund revenue loss for calendar year 2021 -2024 must be calculated and appropriated at a later time. Additionally, revenue loss for enterprise funds must be calculated and appropriated at a later time. It has not been determined if fiscal year calculations will be allowed. It is anticipated that in FY 2021 -2022, the revenue loss funds will be appropriated with Council's approval in alignment with the approved recommendations from the Star City Strong initiative. Until such time as Council authorizes such appropriation, the revenue loss funding will be held on the City's balance sheet. A public hearing was held on dune 30, 2021 during a special call meeting to allow for comment by the public. City Council action is required for the acceptance and appropriation of the ARPA funding as well as the appropriation of General Fund revenue loss through December 31, 2020. Recommended Action: Authorize the acceptance of $64,576,671 through the American Rescue Plan Act (ARPA). Appropriate $39,943,285 to the grant fund in an account to be established by the Director of Finance and appropriate $24,633,386 to the General Fund in recognition of allowable revenue loss through December 31, 2020. obert S.
