2. PRESENTATIONS AND ACKNOWLEDGEMENTS:
A proclamation declaring October 2022 as Casa Latina Month.
Council Member Sanchez-Jones read and presented the proclamation to
representatives from Casa Latina.
3. HEARING OF CITIZENS UPON PUBLIC MATTERS:
City Council sets this time as a priority for citizens to be heard. All matters will be
referred to the City Manager for response, recommendation or report to Council, as he
may deem appropriate. Barbara Duerk, 2607 Rosalind Avenue, S.W., appeared before
the Council to recognize Freeda Cathcart as a Cox Conserves Hero Award finalist.
Freeda Cathcart, 2516 Sweet Briar Avenue, S. W., appeared before the Council to
advise of her status as a Cox Conserves Hero Award finalist for the Virginia Soil and
Conservation District. Dr. Tina Bhandari, 5234 Airport Road, N.W., appeared before the
Council to advise of a group of adults with intellectual disabilities who are not being
considered for jobs. Lissette Alexandre, 2222 Mount Pleasant Boulevard, appeared
before the Council to complain about her recyclables not being picked up.
4. CONSENT AGENDA: APPROVED (7-0)
All matters listed under the Consent Agenda are considered to be routine by the
Members of City Council and will be enacted by one motion. There will be no separate
discussion of the items. If discussion is desired, the item will be removed from the
Consent Agenda and considered separately.
C-1. Minutes of the regular meeting of City Council held on Tuesday, September 6,
2022.
RECOMMENDED ACTION: Dispensed with the reading of the minutes and
approved as recorded.
C-2. A communication from the City Clerk advising of the resignation of Duriel Wood
as a member of the Roanoke Neighborhood Advocates, effective immediately.
RECOMMENDED ACTION: Accepted the resignation and received and filed the
communication.

William Brent Robertson, Director of Finance, by position, to replace Amelia
Merchant as an Ex-Officio member of the Hotel Roanoke Conference Center

community in the Roanoke Valley and beyond;partnering
with 27 local, state, -national, and international
organizations to provide services tailored to supporting the
community by offering information, education, and
support;
WHEREAS, the mission of Casa Latina Roanoke Valley is to help
members of the Latino community achieve their goals
through education, cultural activities, community building,
and direct access to essential services to meet critical
needs;
WHEREAS, Casa Latina Roanoke Valley provides resources and
programs to contribute to the well-being of native Spanish-
speakers through workshops and classes for youth and
adults;and
WHEREAS, the Casa Latina team is comprised of teachers, students,
professionals, homemakers, and community leaders who
give the community a brighter future.
NOW, THEREFORE, I, Sherman P. Lea, Sr., Mayor of the City of
Roanoke, Virginia, commend Casa Latina Roanoke Valley for the diverse
contributions to the vitality of our community, and do hereby proclaim the

INFIN rE POSSOUTES
The mission of No Bounds is to embrace inclusivity, dignify
r diversity, and understand equitable opportunities through
the world of people with intellectual challenges. In this
effort, we hope to build culturally responsible communities
one day at a time. Our program addresses not only the
needs of the students, but of their families, peers, and
potential employers.
The No Bounds at ECPI program has recently been
recognized as a Special Olympics Unified Champion School,
the first college and university level program to be so
recognized in Virginia. Several No Bounders participated in
the quadrennial USA Games this past summer in Orlando
Florida, bringing home not only medals for their athletic
achievements, but memories and friendships.

The No Bounds program presently serves 8 Roanoke citizens
along with 10 others from the Roanoke Valley region. Even
r
this small number, however, strains the resources that ECPI
is able to provide free of charge and the work of volunteers.
We have over 100 Roanoke citizens on a waiting list to be
accepted in the program, and over 200 others from
neighboring communities. Funding is needed to not only
continue the work of No Bounds, but also to expand its
services so many more young adults with intellectual
challenges can be afforded the opportunity to become
productive members of the community through much-
needed educational and vocational instruction.

Mission:
To influence change positively and effectively in the lives of youth by providing guidance in life skills and

%, productive life. These opportunities will promote character development in youth through the sound advice,
coaching, and guidance of his or her life in a positive manner through individual or group mentoring to aid in
recidivism reduction through an evidence based mentoring approach that focuses on rapport building by
understanding the mentee, as well as the family dynamic to affect change.

By providing youth with consistent, caring mentors,they will learn life skills and develop core values through
exposure of different opportunities, life coaching, and programs within the community,by providing them with

Goals/Purpose:
To help youth build character and life skills through 1:1 mentoring/advice, coaching, role modeling, and group
mentoring.

`►, Mentors will be part of a team that takes responsibility for a child. Mentors spend time being positive adult
leadership figures to the youth mentees. Mentors invest their time in listening,building trust, establishing a
relationship, supporting, and guiding the mentees during individual/group sessions.
Program Guidelines:
The pairs will meet for 9-12 hours each week(36-48 hours a month) for 6-9 months. In addition to the bi-
weekly meetings, mentors and mentees must attend a training session, a program kick-off, several interactive
%W staff meetings, and training sessions that will prepare them and supervisory meetings and annual continued
W education hours.
v The meetings will take place at school,home, and in the community for mentors to establish rapport and build a
strong foundation with their mentee over the period allotted to work with them.

Mentors and mentees must complete written applications and mentors must complete a criminal background
check and central registry information check through the department of social services.

HISTORY AND EXPERIENCE OF THE PROVIDER:
!rI Fields of Hope and Dreams Services, LLC started in August 2020. The company was created by two owners
1d who have a diverse background in working in the community with children who have behavioral diagnoses
since 1999. One of the owners was a State Director of a clinical program which provided services of Intensive
Home, Therapeutic Day Treatment, and Mental Health Skills building. The company was established because
V we saw a need to reduce recidivism in youth within the community and create a program so that they can learn
%0 how to take an introspective look at their behaviors and see the need for change within themselves, and after
%0 this combine the mentoring work to help them transcend from negative to positive behaviors. In doing this, we
%0 develop an Individualized Mentee Plan(IMP) that will work on specific behaviors and goals to assist the
V mentee with achieving optimal academic and behavioral success. Each mentee's plan is developed as a
`/ collaborative effort with the individual, guardian, and or case manager to address all problems related to why
v the mentee is in the program.
v In our program the individual/individuals will participate in individual and/or group mentoring to learn social
skills, anger management, conflict resolution, appropriate behavior at home, school, and the community,
%0 improve focus skills, appropriate verbalization, and impulse control as appropriate to address the mentee plan.
W Parents are coached by the mentors to be active participants in the mentee's progress. Mentees are referred by
ti/ the Court system, Department of Juvenile Justice, Local CSA, and parent referrals.
`f Our direct care professionals are all individuals who either have a 4-year degree and experience or an associate
W degree with experience working with children with multiple behavioral concerns. Criminal background checks
W are performed as part of the employee process, in keeping with the code of Virginia Section 22.1-296.1, all staff
W meet the criteria set forth in the regulations and have no convictions that are identified as barrier crimes,
%0 including any offense involving the sexual molestation or physical abuses or rape of a child,nor crime of moral
turpitude.None of our staff are currently the subject of any pending criminal charges involving a felony or any
offense involving sexual molestation or physical or sexual abuse or rape of a child, nor a crime of moral
�1► turpitude. Fields of Hope and Dreams will not knowingly employ an unauthorized alien as defined in the
r Federal Immigration Reform and Control Act of 1986.
W All mentee staff are required to provide written consent and personal information necessary to obtain a search
V of the registry of founded complaints of child abuse and neglect, maintained by the Virginia Department of
`A social services. They are required to submit competed disclosure statements stating whether they have been
V convicted of or are currently the subject of a pending charge of any offense.

Section 1.0
Supervision of Mentors
V Oversight and supervision are the hallmarks of our program in that it assures excellence in the provision of
treatment care to our mentees. Our Master's Level Chief Executive Officer manages all aspects of our program
%0 and provides direct supervision and training to our mentor staff. Periodically we will provide in service staff
%/ trainings that focus on the topics recognizing childhood sexual abuse, trauma, confidentiality, and self-care and
compassion fatigue. Clinical review of progress notes occurs daily to ensure content and IMP adherence., and
the Chief Executive Officer signs off on the note when satisfied that the care provided is accurately and
clinically documented. The officers carefully work with each mentee with all aspects of other documentation
``I including IMP development and monitoring of monthly reports. The Executive Officers are available
r throughout the day to answer questions and provide guidance. Having clinical oversight and approval of
v progress notes daily goes above and beyond mentoring requirements, but it has always been our best practice as
it allows for timely interventions and helps with guidance and growth for the mentors.

Description of Fields of Hope and Dreams Mentoring Program:
_ • Fields of Hope and Dreams utilizes two models of support to enhance and assist the youth in our
program. One of those models is a Casey Life Skills Program, and the other is an EQUIP program that is
geared towards middle and high school mentees but can also be utilized for elementary age mentees.
1d • Casey Life Skills, if the mentee' goals are in line with attending school, acquiring new friends, living on
V your own, owning a vehicle, rearing a family, travelling the country, or getting a career that you can
`/ thrive in, then Casey Life Skills helps the mentee and mentor create an Individualized Mentee plan for
V overcoming the obstacles that can present challenges to achieving these dreams.
V • The mentor will have the mentee to take the Casey Life Skills assessment online or by manual paper
h copy. It takes about 30 minutes to complete the assessment,then the results will be generated. Then the
mentor will review assessment results and send these results to the Chief Executive Officer for review.
V After this, the mentor will sit down with the mentee to help them figure out where you excel and what
areas of life, they may need more assistance in when it comes to daily living skills.
v • EQUIP is specifically designed for older middle and high school students. It utilizes a 3-part
v intervention method for working with anti-social or behaviorally disordered adolescents. The approach
%0 includes training in moral judgment, anger management/correction of thinking errors, and pro-social
skills. Mentees involved in the EQUIP program participate in two types of group sessions. The first
V group sessions called the "EQUIP"-MEETING"whereby the group leader teaches a specific a skill to
the participants. The second group session, "Mutual-Help Meetings", allows the leader to coach the
�► participating in mentees as they use the skills, they are learning to help each other. The EQUIP program
V received the 1998 Reclaiming Children and Youth Spotlight on Excellence award. EQUIP program is
V widely used in the United States.
• These prosocial,positive peer driven models reinforce the concept that society also generally rewards
positive behavior on an extrinsic level. One not only works towards personal goals for the sense of well-
being that comes from the process and the resulting achievement, but also because of the tangible
,.r rewards that result from hard work. In this context, level/reinforcement systems are effective tools for
carrying out the interventions of Cognitive-Behavioral Therapy(CBT)based curriculum. They provide
quantifiable mechanism for measuring progress related to both short-term and long-term individual,
V
V
r group, and program goals. They allow desired behaviors to be appropriately reinforced and undesirable
%0behaviors to have appropriate consequences.
• Within the CBT approach to the treatment milieu, we use both solution focus and strength-based
perspective modalities to reinforce desired behaviors related to a mentee's Individualized Mentee Plan
1MM (IMP). The solution focused approach helps the mentees to understand how they can get their needs met
%0 in a way that advances their well-being without interfering with the needs of others or the needs of the
V community they live in. The strength-based perspective begins at the initial session with the mentor/life
skills trainer as they take an inventory based on dialogue of what the mentee does well and continues
V throughout treatment as the mentor continually reinforces those strengths and identifies and builds upon
new ones as they emerge.
�► • CBT,by its very nature, offers the framework that requires cultural sensitivity. We teach our mentors
within the framework to "begin where the mentee is."This encompasses an approach that not only
V considers the unique cultural and socio-economic perspective of the mentee and their family,but also
V their interpretation of that heritage on a much more personalize level.
• When the mentee enters our program, they are learning to interact more appropriately with peers and
V adults. They are also learning survival skills and daily living skills in life. For example, these skills
include introducing yourself, learning how to ask for assistance in an appropriate manner, and
V developing ways to control your anger.
y • As they become more oriented to the mentoring program this stage will focus on developing better peer
V interactions while also role playing how they conduct themselves in situations that make them
V uncomfortable where they would normally resort to anger but will choose a more appropriate option
with their peer and other authority figures. Problem solving, anger management, community
responsibility, increased impulse control, and appropriate peer relations are all strengthened as time
V continues within the program.
• After becoming oriented to the program, the level of accountability is more intense with their social and
v daily living skills. Throughout the program the mentee is expected to learn better ways of living and
V becoming a productive person within the society as well as how to control his/her emotions and display
positive daily living skills within his or her community. During this level of intensity, we ask that the
V mentees positive behavior demonstrate itself across all community settings, encompassed with avoiding
V conflicts with others, engaging appropriately with employers and other authority figures around the
V community.
V • When a mentee is getting close to discharge from the program mentee should be able to demonstrate all
y levels of daily living skills in making appropriate decisions by thinking critically. There should be
minimal to no behavioral challenges across community setting and they should be able to provide their
V basic needs to function at a high level in school,home, and the community. Although planning for
�✓ closing begins at the intake, the mentor will communicate monthly with service providers and case
`I managers through the monthly report how the progress has been so when it is time to discharge the
V mentee, the appropriate documentation can be referred to that supports this transition.
V
• Our mentors are trained by the Chief Executive Officer and supervised by him in multiple interventions
V to enhance the mentee's ability to learn,practice and consistently use appropriate skills to be successful
in their school, home, and in the community. The daily living skills that are taught include but are not
`.I limited to; interpersonal skills, social skills, daily living skills, empathy development, anger
V management, impulse control, self-regulation, appropriate self-expression, problem-solving, conflict
resolution, focusing, improving attention, and accepting instruction. On a regular basis weekly mentors
V are working with the mentee on self-expression, self-awareness, how to communicate appropriately,
self-esteem building, and coping skills, and other character-building groups.
• The mentees serviced in the program are typically challenged by a history of either neglect, family
dysfunction, abuse, or some sort of trauma that has caused them issues with social skills, daily living
Ir skills, anger management, etc. The philosophy of Fields of Hope and Dreams is providing youth with
v/ consistent, caring mentors, they will learn life skills and develop core values through exposure of
W different opportunities, life coaching, and programs within the community,by providing them with a
safe, nurturing, and supportive environment in which they can develop all tools needed for success in
life.

Group Mentoring/Life Skills for Mentees

Group life skills teaching consists of the mentor educating two or more mentees on a group topic that is
designed to fit the need of the group in working through behavioral concerns and/or social emotional
concerns. This group is designed for mentor and mentees to come together to address a shared health or
%0 social issue through mutual support. In this group it is discussed by the mentor that what is discussed in
the group stays within the group and releases of information are signed by the parents' allowing
permission for their child to be a part of these group sessions with the mentor and other mentees to work
together to address social, behavioral, and emotional concerns, etc. to become better individuals. The
V benefit of having groups like this is it provides a place and opportunity where mentees can discuss
strengths,weaknesses, successes, and struggles in a group setting as well as engage with in other in
therapeutic recreation sessions to increase positive social behaviors.
`I Parenting Groups
Parenting groups for families promote positive parenting skills,psycho education,medication education,
consistency, and cooperative relationships with schools. Fields of Hope and Dreams can provide these
groups monthly to educate parents on how to work with their child therapeutically in the home to
W achieve the desired outcome for the mentee of positive living, appropriate social skills, effective
`I problem solving, and achieving optimal academic and behavioral success in the school,home, and in the
community. The benefit of the parent groups is that they provide a place where parents can discuss their
struggles in parenting openly with working professionals and gather sound advice that can help put them
on the right track to becoming a better parent and support for their child in and out of the home.

Statutory Authority:§38.2-401 of the Code of Virginia
This Agreement,made effective as of the 1"day of July, ,by the DEPARTMENT
OF FIRE PROGRAMS(the"Agency")and the LOCALITY noted below(the"Receiving
Locality"),governs the distribution and use of the Receiving Locality's annual entitlement
from the Fire Programs Fund("the Fund"),as provided for in§38.2-401 of the Code of
Virginia as amended(the"Statute").
WHEREAS,the Statute in effect as of the date first written above is incorporated herein by
reference;and
WHEREAS,the Receiving Locality is thereunder required to execute a"Fire Programs
Fund Disbursement Agreement"and forward same to the Agency as a condition of receiving

comply with all applicable provisions of the Statute and any Policies&Definitions adopted thereunder,
including the use of such funds and all reporting and audit requirements and(c)it is duly authorized to
execute this Agreement and to perform its obligations hereunder and has taken all necessary action to
authorize such execution and performance.
3. Availability of Funds. It is understood and agreed by the parties hereto that the
AGENCY shall be bound hereunder only to the extent of the funds available or which may hereafter
become available for the purposes of this Agreement. The Recipient shall deposit funds in an interest-
bearing account or normal risk and with a demand restriction,if any,not exceeding 30 calendar days
until they are needed. The Recipient must be able to account for both the principal and the interest
amounts.

4. Merger;Severability;Governing Law. This writing constitutes the entire Agreement
between the parties,supersedes any existing agreement or understanding,oral or written,relative to
the matters contained herein,and may be modified only in a writing executed by all parties hereto.
If any provision of this Agreement is determined to be invalid by a court of competent
jurisdiction,it shall not render the remaining portions of this Agreement void or unenforceable. This
Agreement shall in respects be governed by the laws of the Commonwealth of Virginia.
5. Counterparts. This Agreement may be executed in several counterparts,each of
which shall be an original and all of which together shall constitute but one and the same instrument.
IN WITENESS WHEREOF,the parties hereto have by their duly authorized representatives
executed this Agreement effective as of the date first written above,intending to be bound thereby.

Subject: American Rescue Plan Act Tourism Recovery Program
Background:
The American Rescue Plan Act (ARPA) Tourism Recovery program was established in 2021
by the Virginia General Assembly to provide recovery funds to the Virginia Tourism
Corporation to recover from the devastating effects of COVID-19 on the tourism and hospitality
industry in Virginia. The ARPA Tourism Recovery funds are allocated to the Destination
Marketing Organizations (DMO) of the region. Visit Virginia's Blue Ridge (VBR) is the official
destination marketing/management organization for the region that includes the cities of
Roanoke and Salem, and the counties of Roanoke, Botetourt, and Franklin.
Localities must submit an expenditure plan on how the allocated funds will be spent, which will
include reporting and documentation requirements necessary to meet the federal instructions
related to the appropriate uses of the funds. This plan must be submitted by December 31,
2022, and all funds have to be committed and or expended by December 31, 2023.
The City of Roanoke (City) received an allocation of$440,000 that will be used by VBR to
support marketing, promotion and funding of conventions and events in the City with an
emphasis on the Hotel Roanoke Conference Center.
Recommended Action:
Accept the proposed VBR ARPA Tourism Recovery Program budget and expenditure plan for
the City grant described above and attached, and authorize the City Manager or his designee
to execute any related documents; all such documents to be approved as to form by the City
Attorney.

with Roanoke City
Program Overview:
The American Rescue Plan Act (ARPA) Tourism Recovery program was established by the Virginia General
Assembly to provide recovery funds to the Virginia Tourism Corporation and allocate those funds to
Destination Marketing Organizations (DMO). Visit Virginia's Blue Ridge (VBR) is the official destination
marketing/management organization for the region including the cities of Roanoke and Salem and counties of
Roanoke, Botetourt, and Franklin. Visit VBR is a 501 (c) 6, quasi-government, trade organization that exists to
promote Virginia's Blue Ridge as a unique regional destination with outstanding quality of life, for leisure
tourism, meetings, sports events, recreation and business, and to facilitate the financial and cultural growth of
the community as an exceptional place to live, work and recreate. In short, Visit VBR is responsible for
development and marketing of the VBR regional consumer brand.
This has been a difficult time for all of us but the future holds an immediate opportunity to attract thousands
of new customers from our feeder markets (i.e. Richmond,Virginia Beach, Greensboro, Charlotte, &
Raleigh). We know that there is incredible pent-up demand with a large portion of the population eager to get
out of the house and experience the great outdoors. We know that people will still travel, but they will go
where it is perceived to be safe. Consumers are comfortable taking mini-vacations in the form of day-trips or
one, two, or three-night getaways to the mountains. They will travel to close-by drivable markets with large
open spaces and avoid crowds. Roanoke City in Virginia's Blue Ridge is the ideal destination visitors will be
looking to experience.
Visit VBR will use the allocated American Rescue Plan Act funds for Roanoke City ($440,000) to develop a
marketing plan touting the City's tourism assets. Downtown Roanoke is considered the heart of Virginia's Blue
Ridge creating th.e metro aspect of our Metro Mountain destination. The City of Roanoke has many vibrant
downtown communities that are full of shopping, breweries, restaurants, events and cultural experiences.
These assets along with Roanoke Star/Overlook, Carvin's Cove, the Greenway/Blueways, the farmers' markets,
museums/attractions and Amtrak will all be highlighted throughout these marketing efforts.
Most importantly, the City of Roanoke has the majority of hotel guestrooms in Virginia's Blue Ridge. Visit
VBR's objective with these ARPA funds is to focus on Leisure and Public Relations programs since this will
allow for us to do a more comprehensive and cohesive plan for all of the jurisdictions in VBR. Having said that,
this will allow us to have resources to focus even more on meetings and conventions. Visit Virginia's Blue
Ridge started a grant program in FY21-22 to incentivize Meeting Planners to bring their event to VBR. This has
been very successful! We have already hosted 16 events and spent over$35,000 last fiscal year for meetings
and currently have another 27 events in progress for$100,750 for the following three years. This number only
includes Roanoke City Meetings, mostly at The Hotel Roanoke & Conference Center, and will continue to

increase as we secure more business. These efforts along with advertising and meeting trade shows currently
account for over$280,000.
The key objective for all of Visit Virginia's Blue Ridge (Visit VBR) programs is to stimulate the economy by
increasing visitation, increasing length of stay and, most importantly, generating revenues in Virginia's Blue
Ridge for our government and 1,500+ business partners. Our success is banked on an increase in ALL
consumption tax collections (including lodging, admissions and meals taxes) being restored and generating
jobs,thus, reducing demands on government services. Jobs are essential for bringing hope to our citizens so
that they may provide for their families and bring a full recovery to the Virginia's Blue Ridge region!
Marketing/Advertising Programs:
1) Search Engine Optimization (SEO) -SEO is the process of improving your site to increase its visibility when
people search for products or services related to your VBR in Google and Bing.
2) Google Ad Words- Pay-per-click(PPC) This is where we advertise and pay a fee each time one of the
ads is clicked.
3) Facebook Advertising—Social Media Advertising generating more traffic to the website
4) Facebook Lead Generation—Social Media Advertising that generates leads
5) Instagram Advertising—Social Media Advertising that visually promotes the region
6) Pinterest Advertising—Social Media Advertising that visually promotes the region
7) You-Tube Advertising—The second biggest platform after Google that promotes the region through
video
8) Print Advertising— Focusing on Annual directories and outdoor publications.
9) E-Newsletters—Monthly e-newsletters are sent out to potential visitors that have opted-in to receive
information from Visit VBR. This is sent to 35,000 people monthly and we receive over 220,000
engagements (e-mails opened, clicked through or shared)
10) Bandwango—System that allows Visit VBR to develop packages with our partners and market them
through an app that provides monitoring and a reporting system.
11)Cycling Field Guide and Marketing—Visit VBR is diligently working on defining the region as a cycling
destination. This program would help us define VBR's trail assets, allow us to develop a guide, provide
information on the website and market this guide as a resource for cyclists.
12)Zartico—This is a system that will allow Visit VBR to measure the use of the ARPA recovery funds to
support tourism recovery. The system pulls from STR Reports (lodging reports), Key Data (short term
rental reports), and Google Analytics to provide a big picture on the effectiveness of marketing. In
addition, it will provide heat maps of where visitors are going in VBR and credit card spending
information to see where they are spending money. Not only will it allow VBR to see the effectiveness
of our marketing but it will allow us to directly target our customer both geographically and
demographically for a more strategic marketing plan.
Public Relations Programs:
The Public Relations Program works to complement the marketing efforts through earned, positive media
coverage in key markets. By attending shows and hosting writers and influences in VBR, we establish
connections that produce "third-party" authentic recommendations to encourage travel to VBR.
1) Public Relations Shows (i.e., Public Relations Society of America (PRSA), Mid-Atlantic Tourism Public
Relations Alliance (MATPRA) and Society of American Travel Writers (SATW))
2) Familiarization Tours and Events for Travel Writers and Influencers (including expenses for hosting,

4) Direct Mail Campaign—This program will allow VVBR to send items indicative of the region monthly for
four months to be top of mind when Planners are thinking of where to host their next meeting.
5) Destination International - Economic Impact Calculator—This module in our CRM system provides an
estimated economic impact to help VBR determine if a meeting or sports group is financially worth
going after and provides the final impact of groups that do come to VBR.

This program includes a significant investment in paid marketing campaigns through social media advertising
and Google pay-per-click, two of Visit VBR's most efficient and productive forms of digital marketing. It
leverages powerful tracking and data tools to target and deliver engaging messages to potential visitors in key
drive-markets and demographics who are looking for the type of travel experience Virginia's Blue Ridge can
offer. Additionally, we will incorporate a strategic automated e-mail marketing campaign that connects with a
consumer database of potential travelers and offers relevant content and stories based on their interests in
the region; ultimately helping us to convert them into visitors. You-Tube advertising is key to this plan since it
allows us to provide video content and stories or suggest itineraries that highlight individual industry partners
that might not be able to promote themselves otherwise. This is vital to our role in acting as a Destination
Marketing Organization (DMO) on behalf of our small businesses. In addition, we will build on our
partnerships and look for ways to collaborate to strengthen our message and stretch our overall budget.
Public relations will extend the reach of Visit VBR's message to feeder markets, targeting media and
encouraging them to come experience Virginia's Blue Ridge. This will be done consistently through targeted
media outreach and attending media shows and desk sides in key markets. Additional story angles will be
strategically positioned to produce results even if media are unable to travel to VBR. The following chart
shows the main programs and budget needed to accomplish the proposed key objectives listed above:

exceed 2019 numbers.
MEASURED RESULTS(estimated):
• Drive 1.95 million unique visits to VisitVBR.com
• Exceed 2.6 million social media and video engagements
• Increase occupancy from 56.8% in 2021 to 60%in 2023 with RevPAR higher than $62
• Generate$4.5 million in local lodging tax revenues for Roanoke City
• Provided research and measured results through Zartico. This is a system that will allow Visit VBR to
measure the use of the ARPA recovery funds to support tourism recovery. The system pulls from STR

At a regular meeting of the Council of the City of Roanoke which was held on Thursday,
October 6, 2022, you were reappointed as a member (Student Alternate/Patrick Henry High School)
of the Youth Services Citizen Board for a term of office ending June 30, 2023.
Enclosed you will find a Certificate of your reappointment and two copies of an Oath or Affirmation of
Office form. Below are the next steps:
1. Please take both copies of the form to the Clerk of the Circuit Court of the City of Roanoke
to have the oath administered. It is located on the third floor of the Roanoke City Courts
Facility, 315 Church Avenue, S. W. The Clerk of the Circuit Court office will keep a copy on
file.
2. Please request from the Clerk of Circuit Court to send one copy of the Oath or Affirmation of
Office form to the City Clerk's Office.
The Oath or Affirmation of Office form must be completed prior to serving in the capacity to which
you were reappointed.
Pursuant to Section 2.2-3702,Code of Virginia(1950),as amended, I am enclosing copy of the Virginia
Freedom of Information Act(transmitted via email). The Act requires that you be provided with a copy
within two weeks of your reappointment and each member is required "to read and become familiar
with provisions of the Act."
