recognized participants of the OnBoard RO Program.
Recognition of the Culinary Arts Boot Camp — irginia Western Community
College, Roanoke Higher Education Center, Ci y of Roanoke, Hotel Roanoke,
RCPS.
Josh Johnson, Youth Development Special st, Roanoke City Public
Schools and Brian Wells, General Manager, Hotel Roanoke recognized the
Culinary Arts Boot Camp Program and participants spoke on behalf of the
program.
3. HEARING OF CITIZENS UPON PUBLIC MATTERS:
City Council sets this time as a priority for citizens to I;e heard. All matters will be
referred to the City Manager for response, recommendation or report to Council, as he
may deem appropriate.

Council in support of the Climate Action Plan being added to the City's
2040 Comprehensive Plan and grant opportunities.
Leon Vinci, 1912 Arden Road, S. W., appearled before the Council in
support of the Climate Action Plan.
Darnell Wood, 102 Briarcliff Drive, Moneta, Virginia, appeared before the
Council to urge the Council to make a decision with regard to the
Washington Park pool relocation.
Ricardo Stovall, 1719 Ashbury Drive, Roan ke County, appeared before
the Council insupport of the Washington Park pool relocation.
Justin Miller, 3409 Kenwick Trail, S. W., appeared before the Council in
support of saving the Washington Park Caretaker's Cottage.
Nadirah Wright, 2409 Borad Street, N. W., appeared before the Council in
support of saving the Washington Park Ca etaker's Cottage.
Alison Blanton, 1701 Arlington Road, S.W., appeared before the Council
and requested a new direction on the relocation of the Washington Park
pool.
Mike Pulice, 1715 Bluemont Avenue, S. W., appeared before the Council
and expressed that the City of Roanoke failed to recognize the importance
of Washington Park as a historic designation and the Caretaker's Cottage
should be protected.
Dyke Wood, 812 Grayson Avenue, N. W., ap eared before the Council in

Monica Rokicki, 411 Day Avenue, S. W., ap ,eared before the Council in

Council and expressed concern with regar to homelessness, spiritual
warfare and asked for a day of fasting and rayer.

RECOMMENDED ACTION: Authorized the scheduling and advertising of

WHEREAS, Dr. Verletta White became the Superintendent of Roanoke City
Public Schools on July 1, 2020, an active, ent usiastic and respected leader and
proponent of public education;
WHEREAS, Dr. White's leadership reflects a deep and abiding commitment to
educational equity and a desire for all students'to graduate with a diploma and a
resume rich with skills and experiences;
WHEREAS, Dr. White is the Virginia Assocjiation of School Superintendents
2024 Virginia Superintendent of the Year;
WHEREAS, Dr. White is Virginia's Region 6 Siruperintendent of the Year;
WHEREAS, Dr. White is the Virginia PTA Superintendent Power Partner of the
Year;
WHEREAS, Dr. White is one of five Superintendents to Watch in 2023 by
education publication K-12 Dive;
WHEREAS, Dr. White is a Roanoke NAA P Youth Council Impactors of
Excellence Award recipient and a Perneller Ch bb-Wilson Award recipient of the
Roanoke Chapter of the Southern Christian Lea ership Conference;
WHEREAS, Dr. White introduced Advance ent Via Individual Determination
(AVID) in Roanoke City Public Schools, to cl se the opportunity gap in college
acceptance and graduation rates among divere and underrepresented students;

WHEREAS, Dr. White created the Roanok City Public Schools Equity in
Action Plan, which will more than double Care r and Technical Education student
seat capacity in Roanoke City Public Schools;
WHEREAS, Dr. White is establishing the B oker T. Washington Community
Empowerment and Education Center for RC S and Roanoke families in the
former administration building while centralizing the division's administration
WHEREAS, Dr. White serves on the board and advisory councils for many
local, regional, and state organizations, inc uding the Virginia Tech Carilion
School of Medicine, United Way of Roano e Valley, Community Foundation
Serving Western Virginia, Western Virginia 'ublic Education Consortium, Blue

Meeting: August 7, 2023
Subject: Request to schedule a public hearing to be held on Monday, August 21,
2023, to consider the sale of 339 Salem Avenue, S. W., also known as
Official Tax Map Number 1010107 — Former HAT Building.
Background:
339 Salem Partners, LLC, a Virginia limited liability company, ("Buyer") has offered to
purchase a parcel of real property owned by the City of Roanoke (City) located at 339 Salem
Avenue, SW, also known as Official Tax Map Number 1010107 ("Property"). The property
consists of approximately 0.22 acres. Buyer has offered a purchase price of$10.00 and will be
required to invest a minimum $8 million to develop a six-story multi-family structure with a first
floor lobby and fitness center. The proposed development will include approximately 80 one
and two-bedroom apartment units reserved for individuals earning between 50% to 60%
Annual Medium Income (AMI). The project is contingent upon receiving a favorable ranking
for Low Income Housing Tax Credit (LIHTC) from Virginia Housing.
A Request For Proposals was issued on February 14, 2023, for 339 Salem Ave, SW, also
known as Tax Map No. 1010107, which is the former Homeless Assistance Team, "HAT"
Building. A public hearing is required for the sale of city-owned property. Subject to City
Council's concurrence with this request, a copy of the proposed Contract for Purchase and
Sale of Real Property will be placed with the City Clerk for review prior to the public
hearing. Pursuant to the requirements of State Code, notice of the public hearing must be
advertised at least seven days prior to the public hearing. The public hearing would occur on
August 21, 2023, or at such later date as the City Manager determines.
Recommended Action:
Authorize the scheduling and advertising of the proposed sale of the Property for a public
hearing on August 21, 2023, at 7:00 p.m., or as soon thereafter as the matter may be heard,
or at such later date and time as the City Manager shall determine, in his discretion.

To: Honorable Mayor and Members of City Council
Meeting: August 7, 2023
Subject: Request to advertise a 30-day public comment period and to schedule a
public hearing to amend the HUD Consolidated Plan.
Background:
City Council approved the 2023 HUD Annual Action Plan update to the five year Consolidated
plan for 2020-2024 on May 15, 2023. The plan provided for $500,000 in CDBG funds for the
development of 42 affordable housing units by Community Housing Partners. Community
Housing Partners informed the city on July 11, 2023, that their application to Virginia Housing
for tax credit funding was not successful and the project would not move forward, so the
funding will not be needed.
Considerations:
Roanoke's Citizen Participation Plan provides for a process where there is a significant
change in funding in the adopted Annual Plan. There will be an advertised 30-day comment
period and a public hearing will be held. Comments may be made by citizens and other
interested stakeholders by phone, email, mail or in person. Interested parties are not required
to give identifying information when submitting comments for Plan amendments.
Recommended Action:
Authorize the City Manager or designee to advertise a 30 day public comment period to begin
on Friday, August 11, 2023 and conclude on September 9, 2023, and to set a date for a public
hearing by City Council on Tuesday, September 5, 2023 at 2:00 p.m., or as soon as the matter

Name and Organization:
The Economic Development Authority of the City of Roanoke, Virginia was organized
pursuant to ordinance adopted by the City Council October 21, 1968. It has been in
continuous operation and has assisted the City's economic development efforts in meeting,
to approve of small issue manufacturing and 501(c)(3) industrial development revenue
bond financings.
Membership:
There are seven(7)members of the EDA which are appointed by Council for four(4)year

The EDA uses the City of Roanoke Economic Development Department's staff and works
in close conjunction with the Director of Economic Development.
The EDA meets the third Wednesday of every month. he meetings are held at 8:00 a.m.
at the City of Roanoke, Department of Economic D velopment, 117 Church Avenue,
Roanoke, Virginia.

• Adopted a resolution authorizing Amendment No. 1 fo the performance agreement with

• Adopted a resolution authorizing the Authority to execute and deliver financing
documents associated with a Note for the Riverdale Project.
MAY—2023
• Adopted a resolution modifying to the terms of its Sries 2019A, Series 2019B, Series
2020, Series 2022, and Series 2023 bonds issued foi the benefit of Virginia Lutheran
Homes
JUNE—2023
• Adopted a resolution approving the issuance of up to 10,500,000 of revenue bonds for
the benefit of Virginia Lutheran Homes, Inc.
The EDA looks forward to continuing its close partnership in economic development with

ROANOKE CITY COUNCIL AGENDA REPORT
To: Honorable Mayor and Members of City Council
Meeting: August 7, 2023
Subject: Acceptance of funding for a Drug Prosecutor.
Background:
Federal funding was made available to the Commonwealth of Virginia to be used for the
development of several Multi-Jurisdictional Special Drug Prosecutors statewide. The positions
were developed to coordinate prosecutorial efforts among independent jurisdictions, reduce
fractional and duplicate prosecutions, enhance the recovery',of criminal assets, and utilize
federal, state and local resources to assure maximum prosecutorial effectiveness and to
provide specialized prosecutorial resources to the regional drug enforcement effort. The
Commonwealth's Attorneys of Craig County, Franklin County, Roanoke County, and the Cities
of Roanoke and Salem applied on October 9, 1987, to the Commonwealth's Attorneys'
Services Council, the State agency responsible for the administration of the grant money, to
fund a Multi-Jurisdictional Special Drug Prosecutor. City Council accepted the Multi-
Jurisdictional Special Drug Prosecutor Grant in April, 1988, and a full-time Special Drug
Prosecutor was hired in July, 1988. Annual re-application for this funding is required.
Considerations:
On April 15, 1994, funding for the Drug Prosecutor's Office was transferred from the
Commonwealth's Attorneys' Services Council to the Compensation Board. The
Compensation Board approved funding for the Drug Prosecutor in the amount of$132,462
effective July 1, 2023, and funding will continue through June 30, 2024. A local match is
required. The local match is $78,321 for a total funding of $210,783. Funding for the local
share is available in the General Fund — Transfer to Grant Fund (account number 01-250-
9310-9535) and City Manager Contingency (01-300-9410-21199).
Recommended Action:
Authorize the application for the Grant and accept funding from the Commonwealth of Virginia
Compensation Board in the amount of$132,462 with the City providing local match funding in
the amount of$78,321. Authorize the City Manager or his designee to execute the requisite
documents to obtain the funding from the Compensation Board. All such documents shall be
reviewed and approved as to form by the City Attorney.
Adopt the accompanying budget ordinance to establish revenue estimates for $132,462 in
state grant funds and $78,321 in local match, to transfer local match funding from the General
Fund Transfer to Grant Fund account, and to appropriate funding totaling $210,783 per
attachment 1 into accounts to be established by the Director iof Finance.

Dear Mayor Lea and Members of City Council,
As the mission of the Roanoke Valley Preservation Foundation is to promote
awareness and stewardship of historic resources in the Roanoke Valley, we
want to express our significant concerns about the proposed demolition of
the historic Evans House/Caretaker's House in Washington Park.We request
that the City explore every option possible to retain this historic house while
also making the necessary improvements to the park.
The Washington Park Caretaker's House is one of the oldest surviving
structures in Roanoke City.Jeremiah Whitten built the ne-story, brick
structure on land first associated with a mill established by Mark Evans in the
mid-18th century and later operated as a dairy by Peyton Terry in the late 19th
century. Following the sale of the property to the City by the Charles Lukens
family in 1922 , the land became a public park for the black community
during the Jim Crow era of segregation. During this time, the brick house
served for approximately 50 years as the Washington Park Caretaker's
House. With attractions such as Dreamland and the Royal Gardens, the park
was a gathering place for Black people throughout southwest Virginia during
this time of segregated public spaces as they came to swim, dance, picnic,
and play recreational sports or watch National Negro League baseball games.
Locally, the park gave Black youth in the neighborhood a place to hang out
with their friends and the caretakers, who lived in the house and took care of
the park, also served as mentors to them. The house is both architecturally
and historically significant as rare surviving tangible evidence of the lives of
Roanoke's earliest settlers, as well as the vibrant black community of
Roanoke during the years of legalized and de facto segregation. It should not
be lost to demolition or neglect.
The RVPF first listed the Evans House in Washington Park on the annual
Endangered Sites list in 1999. We called attention again to the continued
neglect and deteriorating condition of the house by listing it as "eminently
endangered" in 2010, 2019 and 2023. Board members contacted the former
City Manager numerous times about protecting the building and also helped
connect a local restoration contractor with the City staff to discuss
stabilization and much-needed repairs.
If plans move forward to lease the circa 1830 Blackwell House/Caretaker's
Cottage at Fishburn Park-which the RVPF supports provided provisions are
made for its preservation -then the house at Washington Park will be the
last of the five historic structures that were once part of the City park system,
as both Buena Vista and Villa Heights have been sold to private owners and
the City is partnering with Friends of Mountain View to plan for its
restoration. .
The City has the opportunity now to do the right thing with the Evans
House, particularly in a neighborhood and community that has been
treated so poorly in the past and deserves reinvestment. With thoughtful
planning and continued, sufficient investment Washington Park can become
a premier city park that will support the local community of Northeast and
Northwest Roanoke, as well as attract people from the larger city and region.
We encourage the city to find a comprehensive solution to the former landfill
conditions and develop an appropriate and well-deserved park master plan
for this neighborhood. Continued "band-aids"for environmental conditions
and piecemeal location of recreational facilities will not adequately address
community needs. In addition, an updated master plan for Washington Park
should include the entire history—from the earliest days as a large farm to
the years during segregation when it served as a gathering place for Black
people throughout the region.
Please know that the RVPF supports continued improvements to
Washington Park and understands the need far a new swimming pool;
however,we request that the City include the preservation of the Evans
House/Caretaker's House as part of the overall plan for the park.We
recognize the schedule and budget challenges associated with the pool
construction and, if possible, do not want to impede that progress.To this
end,we recommend that the City immediately explore alternative site
scenarios or other locations within the park for the new pool that will not
require the demolition of the historic house.The RVPF is committed to
working with the City and Friends of Washington Park to identify grant
funding to assist with the stabilization and renovation of the Evans House for
adaptive reuse to support current and future park and community activities.
As with so many of Roanoke's historic resources, the Evans House should be
seen as a valuable asset that enriches the future while serving as a tangible
reminder of our rich and collective history.

Subject: Acceptance of the 2024 Virginia Domestic Violence Victim Fund Grant.
Background:
The Department of Criminal Justice Services of the Commonwealth of Virginia has awarded
the Roanoke Police Department $31,588 in grant funding as part of the Virginia Domestic
Violence Victim Fund. There is no local match requirement. The Roanoke Police Department
will use the award to partially fund its existing Sexual Violence Specialist position.
The Sexual Violence Specialist was previously funded as a full-time employee position
through a combination of general funds and grant funds in the absence of alternative grant
funding sources.
The 2024 Virginia Domestic Violence Victim Fund grant is not sufficient to fully cover the
salary and benefits of a full time position. To maintain the position as a full time employee at
current salary and benefit levels, the City of Roanoke will be required to provide an additional
$34,014 in funding to the 2024 Virginia Domestic Violence Victim Fund grant.
The Sexual Violence Specialist is an essential employee who provides services to the victims
of sexual assault. The Sexual Violence Specialist investigates sexual violence offenses,
ensures that victims receive support services throughout their case, and prepares cases for
prosecution. Beyond the services that the employee provides in a grant funded capacity, the
individual also serves as the Hispanic Outreach Coordinator for the Roanoke Police
Department. The Hispanic Outreach Coordinator coordinates community events, assists in
criminal investigations, and works to improve community relations.

Recommended Action:
Accept the 2024 Virginia Domestic Violence Victim Fund grant described above and authorize
the City Manager to execute the grant agreement and any related documents; all such
documents to be approved as to form by the City Attorney.
Adopt the accompanying budget ordinance to establish a revenue estimate in the Grant fund
for State grant funds of$31,588, transfer funding in the amount of$34,014 from the Transfer

Subject: Acceptance of a National Endowment for the Arts (NEA) Our Town Grant
Award.
Background:
In FY23, the City advanced community goals through strategic arts-based investments. These
"Year of the Artist" efforts included artists-in-government residencies and National Endowment
for the Arts (NEA) funded "Art Matters" Grants demonstrating new paths of community
engagement in important issues and opportunities. Many of the projects and artist
conversations have focused on the use of the arts as tools of neighborhood engagement and
revitalization.
As a next step, the City partnered with the Roanoke Cultural Endowment in applying for (and
receiving an offer for) an NEA Our Town grant. The grant requires a 1:1 match.
The funded project, "Arts Connect Neighbors," will provide resources to local artists and arts
organizations to structure arts-based services for neighborhoods. These offerings (up to 50)
will be available in an online and paper catalog that promotes the host of ways the arts can
help connect us across our neighborhoods and foster stronger places. The program will then
pay the artists and arts organizations who have been selected from the catalog by the
neighborhoods to provide the services selected. Because payments will be made directly to
the vendor, the resources can support and encourage activity in less formally organized
neighborhoods.
A sample of services might include:
• An interactive dance performance for a block party
• An acting class on improvisation and collaboration for a neighborhood team or
organization
• A poetry or photography workshop bringing neighbors together to study their place and
create and share art about it.
• A muralist who helps a neighborhood identify a wall and create a design to energize the
street.
Additional funds will be available for neighborhood organizations or teams to undertake "next
step" projects, building upon the introductory successes of their engagements.
Considerations:
The funding recommendation by staff for the project totals $150,000. The NEA grant will
support the project in the amount of$75,000. The grant requires a one-to-one match and
payments will be made on a reimbursable basis. Matching funds in the amount of $75,000 will
come from the city's matching fund.
The funds for this project will be used to hire artists and arts organizations to engage with City
staff, neighborhood stakeholders, property owners and residents in developing early stage art-
based projects, events, actions, artwork, and conversations that help capture and
communicate the potential of neighborhood participation and action.
The expense breakdown is as follows:
Payments to Artists and Arts Organizations $110,000
Training $5,000
Project Fund $20,000
Catalog, Promotion, Marketing, & Documentation $15,000
Recommended Action:
Accept the NEA Grants for Arts Projects Offer#1913872-42 in the amount of$75,000.
Authorize the City Manager to execute any forms required by the NEA in order to accept these
funds, such as documents to be approved by the City Attorney.
Authorize the City Manager or his designee to provide any additional information, execute
such other documents, and to take any necessary actions to obtain, accept, receive,
implement, use, and administer the above Grant.
Adopt the accompanying budget ordinance to establish revenue estimates for $75,000 in
Federal grant funds and $75,000 from the City Match Fund Account (# 35-300-9700-5415)
and appropriate funding totaling $150,000 in accounts to be established in the Grant Fund by
the Director of Finance. The component of this grant to be funded using existing staff, office
space and similar items will remain in the departmental account in which it currently resides.

Park, and which bus shelter will be located within the City Right-of-Way upon certain terms and
conditions; and dispensing with the second reading of this Ordinance by title.
BE IT ORDAINED by the Council of the City of Roanoke that:
1. Authorization is hereby granted to GRTC to allow the encroachment of a GRTC
owned bus shelter to be placed in the City's public right-of-way adjacent to City-owned property
located at 502 19th Street, S.E.,bearing Official Tax Map No.4310101,known as Fallon Park. The
encroachment shall be approximately 11 feet in length and 7 feet in width, as more particularly set
forth and described in the City Council Agenda Report dated August 7, 2023.
2. It is agreed by GRTC that in maintaining such encroachment,GRTC and its grantees,
assignees, or successors in interest agree to indemnify and save harmless the City of Roanoke, its
officers, agents, and employees from any and all claims for injuries or damages to persons or
property, including attorney's fees, that may arise by reason of the above-described encroachment.
GRTC agrees that the encroachment shall be removed at any time from the right-of-way upon written
demand of the City of Roanoke, and that such placement and removal of the encroachment shall be
at the sole cost and expense of GRTC. GRTC agrees that it shall be responsible for the installation,
maintenance, operation, cleaning, repair, restoration, of the encroachment, and it shall replace any
damage to the bus shelter, and any damage to the land, caused by the placement and removal of the
encroachment, at GRTC's sole cost and expense.
3. GRTC, its grantees, assigns, or successors in interest, shall, for the duration of this
permit, maintain on file with the City Clerk's Office evidence of insurance coverage for such bus
shelter in an amount not less than $2,000,000 of general liability insurance. The certificate of
insurance must list the City of Roanoke, its officers, agents, and employees as additional insureds,
and an endorsement by the insurance company naming these parties as additional insureds must be
received within thirty(30)days of passage of this ordinance. The certificate of insurance shall state
that such insurance may not be canceled or materially altered without thirty (30) days written
advance notice of such cancellation or alteration being provided to the Risk Management Officer for
the City of Roanoke.
4. The City Clerk shall transmit an attested copy of this Ordinance to the General
Manager for GRTC at 1108 Campbell Avenue, S.E., Roanoke, Virginia, 24013.
5. This Ordinance shall be in full force and effect at such time as a copy, duly signed,
sealed,and acknowledged by GRTC has been admitted to record,at the cost of GRTC,in the Clerk's
Office of the Circuit Court for the City of Roanoke and shall remain in effect only so long as a valid,
current certificate evidencing the insurance required in Paragraph 3 above is on file in the Office of
the City Clerk, or until the City requires the removal of such bus shelter, which may be done in the
sole discretion of the City by sending written notice to GRTC to remove such bus shelter. In the
event this Ordinance is not signed by GRTC and recorded in the Circuit Court Clerk's Office for the
City of Roanoke within 90 days from the adoption of this Ordinance,this Ordinance shall terminate
and be of no further force and effect.
6. Pursuant to Section 12 of the City Charter,the second reading of this Ordinance
by title is hereby dispensed with.

Background:
The Greater Roanoke Transit Company (GRTC) t/a Valley Metro requests an encroachment
permit for the installation of a transit bus shelter which will encroach approximately 11 feet in
length and 7 feet in width into City right of way, located at 502 19TH Street, SE Tax ID:
4310101, facing Dale Avenue approximately 68 feet east of 19th Street, as shown on the
attached plan. GRTC will own and maintain the transit bus shelter.
This transit bus shelter will provide transit service users the option to wait for transit services
under cover and out of the weather elements. The transit shelter will be fully compliant with
Americans with Disability Act (ADA) regulations.
As a condition to being granted the encroachment permit, GRTC will be required to obtain and
maintain liability insurance naming the City of Roanoke as an additional insured and to
indemnify and hold the public harmless against any and all claims against the City of Roanoke
arising out of GRTC's placement of the transit bus shelter into the public right of way.
Recommended Action:
Approve the proposed Ordinance authorizing the encroachment of the transit bus shelter
described above, owned by GRTC, into the public right of way at the location described on the
plan attached to this letter. All necessary documents required for this encroachment are to be
approved as to form by the City Attorney.
