The Pledge of Allegiance to the Flag of the United States of America was led by Mayor Sherman P. Lea, Sr. Welcome. CERTIFICATION OF CLOSED MEETING. (6-0) ANNOUNCEMENTS: 2. PRESENTATIONS AND ACKNOWLEDGEMENTS: A proclamation declaring April 2024 as National Healthy Homes Month. Mayor Lea read and presented the proclamation to Katie Kennedy, Lead Safe Program Manager. 3. HEARING OF CITIZENS UPON PUBLIC MATTERS: City Council sets this time as a priority for citizens to be heard. All matters will be referred to the City Manager for response, recommendation or report to Council, as he may deem appropriate. Freeda Cathcart, 2516 Sweetbrier Avenue, S. W., appeared before the Council and spoke with regard to how to improve governance and community engagement. 4. CONSENT AGENDA: APPROVED (6-0) All matters listed under the Consent Agenda are considered to be routine by the Members of City Council and will be enacted by one motion. There will be no separate discussion of the items. If discussion is desired, the item will be removed from the Consent Agenda and considered separately. C-1. Minutes of the regular meeting of City Council held on Tuesday, February 20, 2024. RECOMMENDED ACTION: Dispensed with the reading of the minutes and approved as recorded. C-2. A communication from the City Clerk advising of the resignation of Auraliz Quintana as a member of the Equity and Empowerment Advisory Board, effective immediately. RECOMMENDED ACTION: Accepted the resignation and received and filed the communication. C-3. Acquisition of Real Property Rights for the Aviation DriveNalley View Blvd Pedestrian Improvements. Adopted Ordinance No. 42903-040124. (6-0) B. Adoption of Tax Year 2024 Personal Property Tax Relief Act (PPTRA) Percentage. Adopted Resolution No. 42904-040124. (6-0) COMMENTS OF THE CITY MANAGER. The City Manager shared the following comments: The City of Roanoke was selected as a finalist by the All-America City Award for three projects associated with the Star City Strong Recovery and Resiliency Advisory Panel, the formation of the Equity and Empowerment Advisory Board and community inclusion programs which, included the Leadership College and My Roanoke City Academy. Announced Governing Magazine highlighted multiple City of Roanoke projects with the cover titled "Roanoke's Rejuvenation". In response to the recent pedestrian fatality on Avenham Avenue, the crosswalk signs will be repainted, traffic lights will be replaced with LED lights and ADA ramps will be installed. Council Members Sanchez-Jones and White-Boyd inquired about other sections of the City where there were flow of traffic concerns. Mr. Cowell advised that traffic evaluations were performed regularly, but would look into specific concerns. Mayor Lea thanked the City Manager for the swift response of the Transportation, Police Departments and RESET Team with regard to the tragedy. 2. CITY ATTORNEY: None. 8. Inquiries and/or comments by the Mayor and Members of City Council. Council Member White-Boyd commended the City Manager for the beautiful flowers in the Henrietta Lacks Plaza. Vice-Mayor Cobb announced the Daisy Art Parade will be held on April 13 on Norfolk Avenue behind the Taubman Museum of Art at 12:00 p.m.; the Wasena Bridge Bonanza hosted by the Wasena Neighborhood Forum will be held on April 13, at 11:00 a.m., on Main Street; and advised of the regional cooperation for the new skate park located under the Wasena Bridge. 2. Vacancies on certain authorities, boards, commissions and committees appointed by Council. Appointed Chad Scott as a member of the Virginia Western Community College Local Advisory Board to fill the unexpired term of John R. Francis, Jr., ending June 30, 2026. Support for Council members Consider the help of internships from local college and universities to support council members by doing independent research for the council member to verify the staffs presentation and to research public concerns about the proposals. Collaboration with other government bodies Roanoke City didn't reach out to the Blue Ridge Soil and Water Conservation Board and staff for collaboration in the initial development of the flood resilience planning. The directors and staff have important information that can assist the City in flood resiliency as well as state and federal funding that we are aware of from our government partners (DEQ, Department of Forestry, Department of Recreation and Conservation, Department of Agriculture). Please do a current inventory of the recent loss of many acres of tree canopy that were clearcut due to development (such as the Colonial Ave woodlands and Peters Creek woodlands that have recently been destroyed). There also needs to be an inventory of endangered woodlands (such as the the Oak Crest woodlands and 0 Brandon woodlands). The loss of tree canopy negatively affects the City's flood resiliency and this needs to be included in future planning to mitigate flooding and the heat island effect. And thank you for allowing me to share with you our report on one of my favorite topics --- all things Williamson Road. Albeit April 1st, April Fool's Day --- there has to be something there somewhere! The first question always asked is: Why is Williamson Road important? The simple answer is — as the heart of Roanoke, as the conduit that connects the City with the County, as a thriving and vital commercial, business and residential area Williamson Road is essential for a strong and healthy region. Williamson Road, at almost 10 miles from end to end is a roadway that is meant to help attract tourists, businesses, jobs and investments to say nothing of its'job as a `connector'. And our Mission as part of that importance is to make the Greater Williamson Road Area the preferred place to live, work and play. Our Goal is to collaborate with organizations that include businesses, property owners, government agencies, civic and cultural organizations, and the greater community at large. Together our plan is to implement plans and programs that will strengthen the economic vitality of our Road. Further, a strong and beautiful and vibrant Williamson Road visually is essential for the region. We plan to present a proposal to the City Economic Development Office talking about such things as planters, hanging baskets, public art and of course our façade grant proposal which I will mention later. With this report, I want to talk about what it is that we want Williamson Road to continue with -- that is, to ensure that the Road be able to maintain its diverse retail, restaurant, and service options which in turn will help to create that appealing community. Four years ago we conducted a survey which we sent to several businesses and residents located in and around the City end of Williamson Road. We did the same on the County end. We are 2 preparing a newer, updated survey for later this year in an effort to help keep ourselves on track as to our priorities and goals and to also keep a focus on what it is that our businesses are looking for from us and for us to produce. Our plan is to consolidate this new report and develop a comprehensive plan as part of our overall Strategic Plan which we will share with all of you. Briefly, what we heard from our first survey: (please note that we all have already heard these comments, but in an effort to continue moving forward and be transparent, I list a few of the top comments): What is most valued on Williamson Road: Its diverse population and unique community and local culture; What changes would make a difference: Increase in economy and job opportunities; reduction in crime; What should be Williamson Road's top priority to achieve these results: Create a safe and secure community; develop a sense of pride in its buildings; Biggest strength: Diverse population and business choices; Biggest challenge: Public safety; Big ticket issues: Littering; as well as Williamson Road's current economy is not currently set to adapt and grow; business owners do not care for their properties and safety; How to improve safety: Address homelessness, stronger police presence, address crime; And, from GWRABA's perspective — these are all areas or topics we have listed in our Strategic Plan. Public and private investments play a huge role in development. The availability of funding for projects such as Façade Grants helps to spur private investment. Several new projects are on the horizon which will have the ability to transform many of the businesses on Williamson Road. Thank you to the City Council, the City Manager, and the Economic Development Office for their support as we work with the Department of Housing and Community Development towards funding for Façade Grant monies for the Road. We also look forward to combining with other opportunities with the City, State, and a few other grant makers for some additional funding to make an even bigger impact on the Road. 4 As we plan for events throughout the year, and in an effort to encourage people to head to Williamson Road to shop, dine and play — in November we are planning a Scavenger Hunt on Williamson Road. This will allow us to highlight several of our businesses beyond just our restaurants. This fun event will include our famous Passports — we have begun talking with outside individuals to make this a collaborative effort. Events like the Scavenger Hunt will allow us to show off our Road and bring shopping traffic our way to support our businesses and contribute directly to the economy of both the business owners individually and the city as a whole. In talking about events, we will be hosting our annual Golf Tournament on Friday, May 10`h, at Hunting Hills Country Club. Events such as our golf tournament will help bring additional revenue into our area that will go directly to help support our façade grant program, beautification efforts, marketing initiatives, and more. As part of our mission, our aim is to market Williamson Road as a destination for everyone. Our goal is to be the resource people 5 look to when they want to know what's good and fun on Williamson Road. As part of our goal, we want to amplify what everyone is doing on Williamson Road, and share that information about events, businesses, news stories, and more. If it's good and happening on Williamson Road, we want everyone to know about it. Our goal is to create initiatives and reasons that will not only bring customers to the road, and ultimately through the doors, but to help the business owners succeed to the best of their ability. I have contacted Chief Booth's office and we have a planned "Walk About" in the Towne Square area of the Greater Williamson Road on April 30th. These scheduled visits will be to meet our businesses on a friendly basis rather than only when there is something dire happening. We want them to know that we, and the police department are interested and want to hear their thoughts, ideas, and needs. It is hopeful that this is the first of many "Walk Abouts" on and around Williamson Road. We also plan to conduct similar walks on the County end of the Road as well. 6 For the past year, and into the foreseeable future, we have been working closely with Roanoke City's Transportation Office as well as with VDOT and USDOT on crafting, designing and orchestrating a strong transportation plan to make Williamson Road safer, easier to travel and much nicer all the way around. As you know, our goal, within 18 months, is to be able to present with the Roanoke Transportation Office, a grant proposal under Thriving Communities that will be accepted and funded and eventually make our Road what the community needs and wants. Our shared office workspace, The Williamson continues to be hugely successful. We have a waiting list for private offices, and almost daily requests for conference room use as well as use for the available open-air desk spaces. We are in the process of looking for additional funding so that we can consider expanding to add 3-4 additional private offices, a conference room that can hold up to 20 and a podcast space. We will keep you updated as we move forward in this regard. 7 Two years ago we created a video that talked about Williamson Road and how the many businesses on the road supported not only what we were doing, but it also allowed us to brag about their successes. This year we would like to take this to the next level and launch a virtual tour, if you will, that will make it easier to explore Williamson Road from anywhere. The tour will feature a high-resolution, 360-degree panoramic view allowing users to navigate and see the area in greater detail in order to explore local venues, food and shopping options. Believing all good ideas are stolen ideas, so to speak, and building on our Scavenger Hunt event, we are talking about following Downtown Roanoke's lead with their Holiday Gift Guide. We will use a photographer to capture items provided by Williamson Road entrepreneurs. The Gift Guide will make it easier for neighbors, both local and those not so local, to shop and support local for the holidays. This has us pretty excited. And finally --- many would say that the Greater Williamson Road Area Business Association is comprised of a close-knit community — and we are --- our monthly luncheons regularly 8 host 120+ business owners/managers/supporters of Williamson Road --- and we want to continue to grow as many businesses as possible. This past month found us enjoying lunch with 135 of our closest friends. Williamson Road, parts of Orange Avenue, parts of Hershberger even going onto Peter's Creek, and Plantation Road --- all areas and side roads we are excited to work with the City to help grow and prosper. Truly one of our big 2024 goals! We are grateful for our partnership with the City with regards to your support of our work. And with regards to our biggest asset — our membership — our goal is to continue to increase our footprint — we want businesses to be aware of who we are, what we can do to help them — whether it be big or small — to connect businesses into a powerful network. And I am happy to share that over the past year (and we still have 3 more months to go in our year so we're not finished yet) 9 our membership has grown by 35 percent, with the City's business members comprising 55% of that 35 percent. I would be remiss if I didn't acknowledge the support — both financial and otherwise that we have received from the City — this support has allowed us the opportunity to extend our footprint and by association, increase the number of businesses we can help and be part of. Financially this support will allow Williamson Road to not only continue its work but to also increase its reach and effectiveness working with the area businesses and their concerns. Background: The existing pedestrian accommodations, along the Valley View Boulevard corridor, terminate at the intersection near the 4800 block (near Smokey Bones and Chick-Fil-A). This project will extend pedestrian accommodations from this intersection to the Roanoke-Blacksburg Regional airport. The project will also tie into existing pedestrian accommodations along Hershberger Road. The project shall include approximately 1.25 miles of sidewalk, modifications to existing traffic signals, ADA crosswalk improvements, and drainage improvements. In order to construct, operate, and maintain the proposed improvements, the City will need to acquire real property rights from the Roanoke Regional Airport Commission, Shakers Restaurant Corporation, Valley View Investments DE LLC, CBL Valley View Mall OP PropCo, LLC and Chick-Fil-A. City staff computed the effective reimbursement rate using information provided by the Commissioner of the Revenue and trend data.
