Lea, Sr. Welcome. CERTIFICATION OF CLOSED MEETING. (6-0) ANNOUNCEMENTS: 2. PRESENTATIONS AND ACKNOWLEDGEMENTS: A proclamation declaring June 2024 as Pride Month. Council Member Volosin read and presented the proclamation to Marissa Yi, Vice-President, Roanoke Diversity Center. 3. HEARING OF CITIZENS UPON PUBLIC MATTERS: City Council sets this time as a priority for citizens to be heard. All matters will be referred to the City Manager for response, recommendation or report to Council, as he may deem appropriate. Rafeeq McNamara, 105 Patterson Avenue, N. W., appeared before the Council and spoke with regard to genocide in Gaza, provided statistics, and wanted to bring awareness to the genocide. Freeda Cathcart, 2516 Sweetbrier Avenue, S. W., appeared before the Council and spoke with regard to the 4th Anniversary of the Police Department firing during a peaceful protest, expressed concern with systemic racism in the City and advised that she received no reply to an email sent to City Council. Chris Craft, 1501 Eastgate Avenue, N. E., appeared before the Council and spoke with regard to the non-existence of the Wildwood Civic League according to the State and expressed that the City of Roanoke was going downhill fast. Keely Meadows, 5327 Cooper Street S. W., appeared before the Council and spoke with regard to police brutality getting worse, and the issuance of ceasefire resolution on the Council's agenda for discussion. Emilykate Copenhaver, 2218 Windsor Avenue, S. W., appeared before the Council and spoke with regard to a ceasefire resolution, sending skilled people to Gaza after the ceasefire, and invited the Council to an event on Thursdays, at 5:30 p.m., in the Main Library team room. Christine Troester, 2305 Lyndhurst Street, N. W., appeared before the Council and spoke with regard to playgrounds and the lack of shade, noting that in warmer months the playgrounds were hot and untouchable by 10:00 a.m., and proposed that Council look into shade canopies for the playgrounds. 4. CONSENT AGENDA: All matters listed under the Consent Agenda are considered to be routine by the Members of City Council and will be enacted by one motion. There will be no separate discussion of the items. If discussion is desired, the item will be removed from the Consent Agenda and considered separately. C-1. A communication from the City Manager requesting that Council schedule a public hearing to be held on Monday, June 17, 2024, at 7:00 p.m., or as soon thereafter as the matter may be heard or at such later date and time as the City Manager may determine, for authorization of the restructure of prior debt, issuance of general obligation bonds not to exceed $94,022,405 for qualifying Capital Improvement Projects, and authorization for the utilization of a Bond Anticipation Note (BAN) for project funding. RECOMMENDED ACTION: Concurred in the request. C-2. Reports of qualification of the following individuals: Scott Booth as a non-voting ex-officio member of the Gun Violence Prevention Commission, by position; Mickhal Balbino Clary as a member of the Fair Housing Board for a term of office ending March 31, 2027; Shakira Williams as a member of the Gun Violence Prevention Commission for a three-year term of office, commencing April 1, 2023, and ending March 31, 2026; and Malcolm Quigley as a member of the Visit Virginia's Blue Ridge Board of Directors for a one-year term of office, commencing July 1, 2024, and ending June 30, 2025. Sincerely, ✓AN � r Greg Goodman, Director Of Community Support Services RRHA is Office of the Mayor yoro e���'o CITY OF ROANOKE TO tialliatioll PRIDE MONTH Whereas, Roanoke is a welcoming and compassionate city that embraces. the diversity of our residents, including our LGBTQ+ community in which lesbian, gay, bisexual, transgender, queer and ally citizens have been part of Roanoke's history since its beginning, and a visible community formed here in the 1960s, anchored by the region's first known gay bar, the Trade Winds, which opened on Franklin Road in 1953; Whereas, the first gay liberation organization in the city, the Gay Alliance of the Roanoke Valley (GARV), was founded in 1971 and was followed in 1977 by the Free Alliance for Individual Rights (FAIR) with both organizations advocating against the harassment of gay men by bar owners and law enforcement; Whereas, transgender Roanokers became increasingly visible in the 1970s and a group of trans women attempted in the late 1970s to organize the region's first chapter of Tri-Ess, a pioneering national trans organization; and in late 1978 The Park, which today is the only nightclub that remains from that era, opened to rave reviews; in 1980, lesbians in Roanoke formed their own organization, First Friday, and the annual Roanoke Valley Women's Retreats; Whereas, the AIDS crisis hit Roanoke hard with the first local death from AIDS reported in 1983. Gay activist groups such as the Blue Ridge Lambda Alliance (BRLA) and the Roanoke Valley Chapter of the Virginia Gay Alliance (VGA) organized the earliest AIDS advocacy and care work, as did the Metropolitan Community Church of the Blue Ridge. Out of these efforts emerged the Blue Ridge AIDS Support Services (BRASS) and the Roanoke AIDS Project. Today, the Drop-In Center carries on this important work in our community; Whereas, in 1990 a coalition of gay and lesbian groups formed the Alliance of Lesbian and Gay Organizations (ALGO) and in September of that year they put on the city's first Pride festival in Wasena Park; in September 2000, an anti-gay shooting at the Backstreet Café on Salem • Avenue took the life of one person and wounded six others. This hate crime shook the city and opened a new chapter in our LGBTQ+history; Whereas, the twenty-first century has witnessed the emergence of new organizations and initiatives, including the founding of Ladies and Gents of the Blue Ridge Transgender Alliance in 2007, the growth of Roanoke Pride and the Pride in the Park Festival, the formation of Youth SAGA and Prism Foundation supporting LGBTQ youth, the region's first LGBTQ+ community center—the Roanoke Diversity Center—in 2013; the founding of Diversity Camp in 2014, creation of our first uniquely Black LGBTQ organization, the House of Expression, in 2019;and SWVA Pride in 2022; Whereas,Roanoke is a place where the LGBTQ+community can live, love, work and play. Background: The City's Financial Advisor presented information in February regarding the restructuring of outstanding maturities. The 2015 Bonds have a 4/1/2025 maturity in the amount of $3,635,000, consisting of: City New Money $616,400 City Refunding 778,850 Civic Center New Money 50,000 Civic Center Refunding 35,000 Schools New Money 240,000 Schools Refunding 1,680,000 Total Tax-Supported: $3,400,250 Parking 160,000 Stormwater New Money 53,600 Stormwater Refunding $21,150 Total Maturity: $3,635,000 Additionally, refunding a portion of another maturity to bring the amount of tax-supported debt restructured to $3.6 million which includes a refund $200,000 of the 2016 Bonds maturing on 4/1/2025 along with the tax-supported portion of the 2015 Bonds to reach $3.6 million. For the suggested authorization amount shown the full $1,020,000 4/1/2025 maturity of the 2016 Bonds is included to ensure sufficiency of funding and authorization. Included in the upcoming issuance is $3 million for stormwater, $12.8 million for School Projects, and $2 million for Fleet projects. On May 13, 2024, City Council adopted the Capital Improvement Program (CIP) Update for FY 2025-2029. Background: The City of Roanoke engages a group of citizen/social service professionals, the Human Services Advisory Board, to review and make recommendations on funding requests received from various social service agencies during the City's operating budget development process. The Human Services Advisory Board is made up of nine members as follows: Paula Prince, Chair, Jefferson College of Health Sciences William Bestpitch, Citizen Bethaney Lackey, A Tree Planted Bradley Stephens, REACH Ahondryea Brooks, Citizen Susan Reese, Citizen SicLinda Canty-Elliott, WorkZBest The Director of Human/Social Services, Gwendolyn Coleman, serves as ex officio member of the Advisory Board. The City of Roanoke collaborated with the United Way to form a joint Administrative application, and to have the City's Program application available on the United Way's online system. The deadline for submission was January 25. 2024 for both the Administrative application and the Program application. Considerations: Requests from 28 agencies (36 programs) totaling $702,546 were received as indicated in Attachment A. Advisory Board members reviewed the applications online and studied each application to discuss funding allocations. The Board considered the following when reviewing the applications and making funding recommendations: alignment between the application and priorities set by the Human Services BFO team, a fully completed application, clarity and internal consistency of the application, clarity and reasonableness of the proposed agency budget, demonstration of need, the agency's commitment to diversity, equity, and inclusion, and the number of Roanoke City residents served. Agencies were recently notified of tentative allocations and advised they could appeal these recommendations. In total, the Board approved $435,000 in allocations as shown in Attachment A. Performance audits will be conducted by the Council of Community Services to evaluate the effectiveness and efficiency of all funded programs.
