NOTICE:
Council meetings will be televised live and replayed on RVTV Channel 3 on Thursdays at
7:00 p.m., and Saturdays from 10:00 a.m. to 5:00 p.m.; and video streamed through
Facebook Live at facebook.com/RoanokeVa. Council meetings are offered with closed
captioning for the deaf or hard of hearing.
1. CALL TO ORDER - ROLL CALL. Vice-Mayor Cobb and Council Member Moon
Reynolds were absent.
2. PURPOSE OF SPECIAL MEETING.
The purpose of this meeting is for City Council to consider the adoption of an
ordinance increasing the salaries of the Mayor and Members of City Council to
the maximum allowed by State law, in accordance with Section 15.2-1414.6,
Code of Virginia (1950), as amended; and convene in Closed Meeting to consult
with legal counsel on a personnel matter requiring the advice of legal counsel,
pursuant to Section 2.2-3711 (A)(7), Code of Virginia (1950), as amended.
3. ITEMS FOR ACTON:
1. Adoption of an ordinance increasing the salaries of the Mayor and
Members of City Council to the maximum allowed by State law, in
accordance with Section 15.2-1414.6, Code of Virginia (1950), as
amended.
Adopted Ordinance No. 42960, on first reading. (4-1, Council
Member White-Boyd voted no)
2. Request of the City Attorney to convene in Closed Meeting pursuant to
Section 2.2-3711 (A)(7), Code of Virginia (1950), as amended, to consult
with legal counsel on a personnel matter requiring the advice of legal
counsel.

Pursuant to Section 10, Meetings of Council Generally, of the Roanoke City Charter, I
call for a Special Meeting of Roanoke City Council for Friday, June 28, 2024, at
9:00 a.m. The Special Meeting will be held in the Council Chamber, Room 450, Noel C.
Taylor Municipal Building, 215 Church Avenue, S. W., Roanoke, Virginia. The purpose
of this Special Meeting is for City Council to consider the adoption of an ordinance
increasing the salaries of the Mayor and Members of City Council to the maximum

Dear Mayor Lea and Members of Council:
Due to being out of town on a family vacation, I regret my inability to attend this Special
Called Meeting regarding the proposed ordinance to increase the salaries of the Mayor
and City Council Members to the maximum allowable under State law, as per Section
15.2-1414.6 of the Code of Virginia (1950), as amended; and therefore, would
respectfully ask that the following statement be read into the record:
Given the current budget constraints and tax burden faced by our
residents, and primarily, the absence of substantial citizen input regarding
such a significant salary increase for future Mayors and Council Members,
I believe this matter should not be deliberated at this time. While I am not
opposed to discussing such an adjustment, I strongly feel it should occur
after thorough consultation with the new appointed City Manager and City
staff, which will allow ample time to consider the financial implications and
funding sources.
Therefore, I respectfully urge that this matter be deferred to a future Council meeting for
further consideration.
