PRESENTATIONS AND ACKNOWLEDGEMENTS: Recognition of Roanoke City Police Department Staff. Chief Booth recognized Officers Sloan, Gilliam and Camper (not in attendance, recovering at home) for their heroic efforts during an active shooter incident at Melrose Towers where, unfortunately, Officer Camper was injured. The Interim City Manager recognized Chief Booth as the newly elected President of the Virginia Association of Chiefs of Police. 3. HEARING OF CITIZENS UPON PUBLIC MATTERS: City Council sets this time as a priority for citizens to be heard. All matters will be referred to the City Manager for response, recommendation or report to Council, as he may deem appropriate. Martin Trussell, 2027 Hardy Road, appeared before the Council and spoke with regard to Telesafe Group and bicycle safety and asked the Council to create safer bike lanes. Brian McConnell, 32 Elm Avenue, S. W., #302, appeared before the Council and announced the launch of a civic project involving the Massachusetts Institute of Technology (MIT). Freeda Cathcart, 2516 Sweetbrier Avenue, S. W., appeared before the Council and spoke with regard to the lack of grant writers in the city and collaborations for funding for climate change. 4. CONSENT AGENDA: APPROVED (7-0) All matters listed under the Consent Agenda are considered to be routine by the Members of City Council and will be enacted by one motion. The Interim City Manager offered the following comments. Parks and Recreation Master Plan Update A consultant team will be in Roanoke conducting intensive engagement from Wednesday, September 25, 2024, to Friday, September 27, 2024. During the visit, consultants will interview the city leadership, conduct four small focus group conversations and host two large public community meetings. City Council and City management will be contacted to schedule time for interviews. An online survey will be available through Monday, September 30, 2024; and a statistically valid city-wide survey will be mailed directly to a demographically representative sample of residents during September. Public Meetings will be held on Wednesday, September 25, 6:00 p.m. to 7:30 p.m., Belmont Library and on Thursday, September 26, 6:00 p.m. to 7:30 p.m., EnVision Center. Wasena Bridge Update Archer Western has installed the steel rebar for the first set of"Y" piers and anticipated concrete placement for the "Y" piers is scheduled for the week of September 2, installation of deep piles for Pier 3 is planned for the week of September 9, 2024. Third Street Station Valley Metro will be implementing a new designated smoking area policy on Tuesday, September 3, 2024; with designated smoking areas outside the station, and additional cigarette collectors along the railings. Fishburn Perk Coffee Shop The owners of the Fishburn Perk Coffee Shop have informed City staff that they have received construction permits and have begun work on the cottage. Recognition of Carol Corbin Carol Corbin, Communications Manager, was recognized for her exceptional work on the State of the City Address. Ms. Corbin put in countless hours to ensure the address not only captured the spirit of the community, but clearly communicated the important changes and initiatives of the City of Roanoke. This includes advocating for our students,families, and staff with policymakers. Each year, the General Assembly considers numerous issues of importance to students and to the school employees who deliver the promise of a high-quality public education. The Priorities presented here are the Board's primary areas of legislative focus and advocacy. RCPS also publishes Position Papers that provide local context and recommendations on select topics. We urge legislators to contact the School Board or Superintendent whenever local data and insight may inform efforts in Richmond. • Local Control—Teaching and learning are complex processes. Public education is a national priority and a state responsibility, but it is ultimately a local function. The Roanoke City School Board urges elected representatives to facilitate innovation and responsiveness to unique community needs by supporting local School Board authority. • School Safety& Security—Threats against schools are terrifying for communities and require the coordinated response of school leaders and law enforcement to rapidly determine the credibility of any threats. Because most threats are made by electronic means, Internet Companies doing business in Virginia must be responsive to law enforcement to reduce the trauma of fear and the negative impact of lost instructional time when investigations are unnecessarily delayed waiting for records. • Commitment to Serving All Students— RCPS' core beliefs include putting students first, celebrating diversity,valuing high-quality instruction, and valuing our community. RCPS urges legislators to share in this commitment to improving outcomes for all students, understanding the diverse families that make up our community, and the efforts necessary to optimize individual student's educational experience. • Governance and Budget—RCPS concurs with concurs with one of the primary findings of the JLARC Report on Virginia's K-12 Funding Formula, regarding the Local Composite Index (LCI)that, "despite being 50 years old, LCI formula remains a reasonable measure of local ability to pay." Further, RCPS strongly supports many JLARC recommendations, specifically: 1) elimination of the support staff cap on positions; 2) calculation of salary and other cost assumptions using the division average rather than the linear weighted average; and 3) Adjust SOQ formula to remove cap on non-personnel costs assumptions to account for facility staff costs. • Employee Compensation—RCPS appreciates the efforts of the General Assembly this biennium to persist in making necessary investments in K-12 employee compensation this biennium. However, the harsh reality is that Roanoke City teachers strarting out in the sion today have related to the teach e0 less r shorbuyig agenbut power than new teachers did 15 yearsgo There are many factors compensation remains chief among them. • Assessment&Accountability Modernization—The two-year flexibility on "through year growth assessments" enacted by the 2024 General Assembly was most appreciated and creates a window of opportunity. RCPS started the year with 12 teacher vacancies. (Note that RCPS had to add 14 new classroom positions due to enrollment at the secondary level and enrollment of English learner(EL)students and associated Standards of Quality staffing requirements.) • Keeping Employee Compensation Competitive. RCPS gave an average 3.5% raise across all positions for 2024-25. • We offer generous health benefits. During budget development, the projected year-over-year increase for 2025 was 8.5%. We anticipate positions previously funded out of IDEA Federal grant funding, but now being moved to the General Fund because the grant amount has not increased on pace with inflation and personnel costs,to be higher than anticipated. We are working to analyze this impact and whether any budgetary adjustments will be necessary. • Added personnel needs based on student enrollment—class size at one elementary school requires an additional teacher at 4th grade. We will continue to analyze this,as enrollment tends to continue to change over the first weeks of school. • The state changed the staffing ratios for English Learner students in a way that could potentially require 26 additional teachers. This drastic amount of change has been put on hold by the state, but RCPS still needed to add seven more EL teachers this year based on enrollment. This grant will allow the Victim Witness Assistance Program to continue to provide comprehensive information and direct services to crime victims and witnesses in accordance with the Virginia Crime Victim and Witness Rights Act. The Victim Witness Program will operate with one full-time coordinator and two full-time assistants for the Circuit Court, as well as one full-time assistant for the Juvenile and Domestic Relations District Court and one full-time assistant for the General District Court. Background: In February, 2017. the City of Roanoke Treasurer's Office entered into an agreement with the Commonwealth of Virginia Department of Motor Vehicles to be a License Agent called a DMV Select Office. This agreement is on an annual basis from July 1 — June 30 of each year. The agreement is signed by the City Treasurer, the (Interim) City Manager, and the Commissioner of DMV. The transactions that can be processed by the Roanoke City DMV Select are specifically authorized by DMV and any additional authorized transactions or duties to be assigned to the DMV Select Office will be identified in writing. The City Treasurer receives compensation monthly at a rate of 4.5% up to the first $500,000 in gross transactions and 5.00% over $500,000. This rate schedule starts over at each July 1. The monthly compensation fees are split with the City receiving 20% and the City Treasurer receiving 80%. Considerations: City Council action is needed to accept and appropriate funds received for reimbursement to the City of Roanoke Treasurer for being a License Agency of DMV ("DMV Select").
