W., appeared before the Council and spoke with regard to commuter service from Roanoke to Blacksburg, Virginia and expressed support of venture cycling from Oregon to Yorktown Battlefield. Cathy Carter, 343 McDowell Avenue, N. W., appeared before the Council and spoke with regard to the Friends of Washington Park progress report. 4. The Interim City Manager offered the following comments: Virginia Municipal League 2024 VML Innovation Award In the Category of PUBLIC SAFETY, The City of Roanoke won a Virginia Municipal League 2024 VML Innovation Award for Lock in Safety, Unlock Hope. Following several years marked by increasing gang-related gun violence, the City of Roanoke increased its focus on policing, intervention, and prevention efforts in the community. Through this multipronged approach, "Lock in Safety, Unlock Hope" was born. The initiative utilized American Rescue Plan funding to purchase 10,000 gun locks to be distributed throughout the community. The locks are located at numerous convenient locations, including all city libraries, the Police Department, the Department of Social Services, and the courthouse, and are distributed by participating non-profit organizations. Locks are also distributed at any community event that the police department, sheriff's department, social services, or the library has been invited to. The "no questions asked" policy has allowed many residents to access a lock without judgment. To support the program, the city also created educational resources on gun safety, including videos on the proper use of gun locks. The videos are conveniently located on the "Lock in Safety, Unlock Hope" website and are available via a QR code for easy access. During the award banquet of the Virginia Municipal League Conference, members of city staff and you, the Council will be there to accept the award. City of Roanoke's Registrar Meeting I have had the pleasure to meet with the City Registrar, Mr. Nicholas Ocampo. Mr. Ocampo is working to get his team trained by Homeland Security. He will also be working with the Roanoke Police Department. The Registrar's team is fully prepared, and Roanoke will have a free and fair election. City of Roanoke's Response to Hurricane Helene Roanoke has been fortunate to experience only minor disruptions from Hurricane Helene, with our Emergency Management Response team addressing issues quickly. While we've been spared from severe damage, we remain deeply aware of the devastation others are facing in nearby communities and states, where lives have been lost and communities uprooted. As we continue our recovery, we are grateful for our city's resilience and stand ready to support those who are suffering from this disaster. On the dais, you will find a prepared document of our efforts here in the city. Later today, this document will be emailed to all directors. Council Follow-up Report The Interim City Manager advised that a follow-up report on items addressed from the last Council meeting held on September 16, 2024, was placed on the dais. Interim City Manager's Round Table Gatherings "Challenges and Change" Over the next month, I will host several Round-Table Gatherings entitled "Challenges and Change." The discussions will focus on what we can do collectively to effect change in areas we need to change. Letters to the downtown business community went out on October 3rd. Snowplow Naming Contest The Office of Communications will be collaborating with Public Works to launch a snowplow naming contest. Starting on Tuesday, October 15, 2024— Friday, November 1, 2024, residents will be able to enter names for the snowplow contest, and the winners will be announced in early December. Carilion Clinic Community Health and Outreach Flu Shot Clinic Roanoke Public Libraries are partnering with Roanoke University and Carilion's Physician Assistant (PA) Program. On Friday, October 4, 2024, at the Elmwood Park Art Walk, partners will be offering services, such as supplies, Covid and Flu vaccines, and HIV testing. Additionally, the program will offer Flu vaccines at the Main Library on Monday, October 7, 2024, from 2:00 p.m. — 4:00 p.m., and at the Melrose Branch Library on Wednesday, October 23, 2024, from 4:00 p.m. — 6:00 p.m. 2. After nearly 18 months of investment and work with you -multiple site visits,a feasibility study,a market study,and numerous community engagement meetings-I am writing to inform you of Artspace's enthusiastic commitment to begin the project process in Roanoke immediately. The project could be completed within 36 months of an award of Low Income Housing Tax Credits,which we intend to apply for in March of 2025 with help from leadership in Roanoke and Virginia. This would be Artspace's first project in Virginia and thereby would become our 23rd "Artspace State". Roanoke would be our 33rd"Artspace City"in the United States. We presently have 59 projects completed and 10 under construction. The value of our portfolio is approximately 1 billion dollars. As you know,we are a non-profit 501(c)(3)community real estate developer and owner. Like our other projects across the United States, we would expect Riverdale Artspace to be a positive catalyst and to have significantly favorable effects on housing,arts and culture,economic development, and improved health, neighborhood and community outcomes. It is our plan to locate a newly constructed building on the north side of the Riverdale site on what is referred to as"Parcel E". The new building's location will create a new"town square"along the north side of Riverdale and establish a nexus of creative activity across from the Southwest Virginia Ballet,nearby to numerous creative studios,with north/south connectivity through the Arches,and with amazing views of Mill Mountain. We expect the Riverdale Artspace Campus will become an anchor presence in this emerging new destination neighborhood in the City of Roanoke. In order to move forward with this transformative project,Artspace needs a total of$800,000 in predevelopment support to cover essential activities including architectural design, funding applications and Artspace staff time to get a target 60-80 unit, mixed-use project to the point of construction. Artspace is thrilled that Ed is willing to be a participant in predevelopment funding by making an early commitment that will make it possible to keep making fast progress. The Roanoke Artspace team will take the lead,with our help, in identifying other necessary sources of predevelopment support. $450,000 of the total will be needed in two phases —$150,000 by November 1 and $300,000 in January to get to a Low Income Housing Tax Credit application in mid-March of 2025. ARTICLE II GOAL AND OBJECTIVE The Goal and Objective of this Memorandum is as follows: To build capacity and improve efficiency by integrating and aligning BORV with the FEC Program. This should enable both parties to help additional low and moderate income residents of the Roanoke Valley. 1 ARTICLE HI OBLIGATIONS OF THE PARTIES The parties agree that the following represents their respective obligations under this Memorandum: A. The parties'joint obligations: 1) The parties agree to continue to work together in support of BORV's mission, which includes working collaboratively with each other as well as banks, credit unions, and non-profits to improve the financial stability of low and moderate income Roanoke Valley residents by connecting them to the financial mainstream, in conjunction with free financial wellness workshops. 2) The salary and benefits paid by the City for staff time to accomplish BORV program management and coalition convener duties will be approximately covered by funds raised and transferred to the City by UWRV. These funds will include the City's customary financial contribution to BORV. B. UWRV's obligations: 1) Transfer and or maintain custody of specific items listed in Exhibit A, and maintain all financial records for five (5) years after each fiscal year with respect to amounts received by UWRV and transferred to the City and allow the City, including the Roanoke City Municipal Auditor, and its authorized employees, agents, and representatives access to such records and the right to examine, copy, and or audit such records with respect to amounts transferred to the City and identified in Exhibit B. 2) Transfer all funds to the City which have been raised for the purpose of funding BORV for the 2019-2020 fiscal year, as listed in Exhibit B, by May 15, 2020. The City will invoice UWRV upon final written agreement by both parties. The invoice is payable within thirty(30) days from the date of the invoice. Thereafter, transfer funds associated with the then current version of Exhibit B by April 1 of the fiscal year, as detailed in Article IV. 3) As a 26 U.S.C. 501(c)(3) nonprofit organization, UWRV will serve as the fiscal agent for grant funds, donations and partner sponsorships for BORV and will transfer all such funds to the City in accordance with the procedures outlined in Article IV. 4) Provide BORV Steering Committee meetings support until June 30, 2020 and supporting the transition of these responsibilities to the Financial Stability Specialist beginning July 1, 2020. 1 5) Assist in the onboarding of the Financial Stability Specialist as it relates to BORV programs and management (i.e. Roanoke Valley Saves Week, Bank on Wellness Series, Partner MOU's, governance structure, etc.) from point of hire to June 30,2020. b) Solicit and collect the Partner MOU's and sponsorships in collaboration with the BORV Steering Committee and Financial Stability Specialist (date of execution of this agreement to June 2021). 7) Develop and submit relevant grant applications on behalf of BORV (date of execution of this agreement to June 2020). 8) Exercise fiscal oversight and accountability for BORV Partner MOU's, sponsorships, and grants. 9) Continue to have active UWRV representation on the BORV Steering Committee. C. The City's obligations: 1) Assume the responsibility for program management of BORV and convening of the BORV Coalition as outlined in the current BORV Strategic Plan, and integrate and align BORV with the FEC Program.. This will include at a minimum: a) Assuming staff support role for BORV Steering Committee meetings. b) Assuming staff support role for BORV programs including but not limited to Roanoke Valley Saves Week and Bank on Wellness Series. c) Coordinate with UWRV staff in soliciting and collecting the Partner MOU's and sponsorships in collaboration with the BORV Steering Committee. d) Develop and submit relevant grant applications on behalf of BORV. e) Transfer and or maintain custody of specific items listed in Exhibit A.. f) Provide accounting and oversight for the funding transferred as outlined in Exhibit B. 2) Pay for staff time to oversee and manage the BORV Program and convene the BORV Coalition. The staff salary and benefits will align with the City's pay scale for similar positions. ARTICLE IV FUNDING A. By April 1 of each fiscal year, the parties shall execute a new version of Exhibit B with the then current BORV funding amounts. In the event that the parties fail to amend this Memorandum to incorporate a new Exhibit B by April 1, this Memorandum shall automatically terminate and be of no further force or effect. The City will invoice UWRV upon final written amendment of Exhibit B by both parties. The invoice will be payable within thirty(30) days from the date of the invoice. B. Because the initial term of this agreement commences upon the date of execution and ends on June 30, 2021 (as detailed in Article V), the funds detailed in Exhibit B shall be provided to the City by May 15, 2020, and on that same date a new Exhibit B for Fiscal 3 Year 2020-21 shall be provided to the City in order to execute a new Exhibit B by April 1 as required by Article IV (A) above. ARTICLE V TERM AND TERMINATION This Memorandum outlines the responsibilities of the parties for the initial term, which shall begin on the date of execution of this Memorandum and continue through and including June 30, 2021. Thereafter, this agreement shall continue, without limitation, for one-year periods corresponding to the City's fiscal year (July 1 to June 30). These periods shall continue until either party gives written notice at least sixty(60) days prior to the start of the next fiscal year or until the parties fail to agree to a new Exhibit B as outlined in Article IV. Captions and Headings. The section captions and headings are for convenience and reference purposes only and shall not affect in any way the meaning or interpretation of this Memorandum. Severability. The invalidity, illegality,or unenforceability of any provision of this Memorandum as determined by a court of competent jurisdiction shall in no way affect the validity, legality, or enforceability of any other provision hereof. Governing Law. This Memorandum shall be governed by and construed in accordance with the laws of the Commonwealth of Virginia. Venue. The parties hereto agree that in the event of any litigation arising out of the breach or performance of this contract, such litigation will be instituted in the Circuit Court for the City of Roanoke, Virginia. Drug-free Workplace. During the performance of this MOU, UWRV shall: (1)provide a drug- free workplace for its employees; (2) post in conspicuous places, available to employees and applicants for employment, a statement notifying employees that the unlawful manufacture, sale, distribution, dispensation, possession. or use of a controlled substance or marijuana is prohibited in its workplace and specifying the actions that will be taken against employees for violations of such prohibition; and (3) state in all solicitations or advertisements for employees placed by or on behalf of the UWRV that maintains a drug-free workplace; Equal Employment Opportunity. During the performance of this MOU, UWRV agrees as follows: (I) UWRV will not discriminate against any employee or applicant for employment because of race, religion, color, sex, national origin, age, disability, or any other basis prohibited by state law relating to discrimination in employment, except where there is a bona fide occupational qualification reasonably necessary to the normal operation of UWRV. Background: Carillon Clinic (Carilion) is an academic medical center with a focus that is three-fold: patient care, research, and education. Each year Carilion awards grants to non-profit and government organizations to fund projects that address one or more priorities identified in the Roanoke Valley Community Health Assessment (CHA). The priorities identified in the 2021 Roanoke Valley CHA include access to mental health/behavioral health services, access to substance abuse services, alcohol and drug use, mental health problems (general), poverty/low average household income, affordable/safe housing, transportation/transit system, lack of family/social support systems, access to primary care and COVID-19 impact. The City of Roanoke has been awarded a grant by Carilion to provide funding for the Roanoke Financial Empowerment Center (FEC). The FEC is a project that the City is implementing in conjunction with the Cities for Financial Empowerment (CFE) Fund, Inc., an organization with a mission to help improve the financial stability of low and moderate-income households around the country. The CFE provides funding to embed financial empowerment strategies into local government infrastructures. The City's Transportation Division has applied for this grant for the past five years, resulting in funded campaigns such as "Every Corner is a Crosswalk," "No Need to Speed," and "Keep Each Other Safe." In 2024, the Transportation Division submitted a sixth application to fund a campaign aimed at reducing distracted driving. Distracted driving incidents in Roanoke have increased by over 70% since 2017. In 2022, 455 crashes, nearly 25% of all crashes, were attributed to distractions. Recent polls indicate that distracted motorists are the primary concern for cyclists using shared roads. This campaign aims to reduce crashes and save lives, complementing previous efforts in crosswalk safety, speed reduction, school zone safety, bicycle safety, and youth transportation safety. The City has previously received CFPF funding for the development of our Flood Resilience Plan, as well as for drainage improvements at 1st and Salem Streets and floodplain restoration at the former Ramada Inn property on Franklin Road. Considerations: The City may apply for multiple grants, with a total maximum value of $7,500,000. The Public Works Stormwater Division plans to submit applications for the following projects: 1. Ore Branch Floodplain Restoration (Phase II): This project involves the voluntary acquisition and demolition of two properties,. integrating the land into the broader restoration project at the former Ramada Inn site. 2. Indian Village Floodplain Restoration: In partnership with the Roanoke Redevelopment and Housing Authority, this project will acquire townhomes and land in the floodplain at 2034 Indian Village Lane. Background: The Virginia Department of Transportation (VDOT) Transportation Alternatives (TA) Program provides grant funding for projects that enhance non-driver access to public transportation, including greenways, bicycle, pedestrian, and transit initiatives. These grants require a 20°A) local fund match. The Transportation Division submitted a proposal to VDOT and successfully secured funding for pedestrian improvements along the 9th Street SE corridor, extending from Jamison Avenue to Highland Avenue. The TA funds will be allocated to upgrade a pedestrian signal at 9th Street and Jamison Avenue, enhance ADA ramps, install a new crossing with a refuge island at Elm Avenue, and implement curb extension realignments to accommodate new bus shelters between Elm Avenue and Highland Avenue. The original estimated project cost was $625,000, consisting of $500,000 in TA grant funds and a required local match of$125,000 from the City's annual paving operations budget. The City Council previously accepted and appropriated the $500,000 in TA grant funds, as documented in budget ordinance 42054-051721. City staff conducted three advertisements for this project, with the final advertisement resulting in a low bid of $645.249.85. This bid exceeds the original project budget, necessitating additional City funds for the project's completion. Considerations: The VDOT TA grant funding for this project remains at $500,000.
