(6-0) COMMENTS OF THE CITY MANAGER. The City Manager offered the following comments: The Energy Team, in the Department of Social Services has assisted over 3,000 residents in the city and approved over $1.4 million. The assistance has provided vulnerable residents with safety and well being. Police Chief Booth and HAT Case Manager, Matt Crookshank, will participate in a panel discussion this Wednesday, February 5, 2025, in Richmond at the Virginia Association of Chiefs of Police Conference. The topic of the panel will be HAT's partnership with the Police Department in homeless service outreach efforts. City Community Resource Officers Dickerson and Underwood will also be participating on the panel. CITY ATTORNEY: None 8. REPORTS OF COMMITTEES: NONE 9. UNFINISHED BUSINESS: NONE 10. INTRODUCTION AND CONSIDERATION OF ORDINANCES AND RESOLUTIONS: 1. Adopted Resolution No. 43139-020325 appointing Christopher T. Link to fill the unexpired term of Natasha N. Saunders-Cotton as School Board Trustee on the Roanoke City School Board for a term commencing July 1, 2023, and ending June 30, 2026. (5-0, Council Member Sanchez-Jones abstained from the vote) 11. MOTIONS AND MISCELLANEOUS BUSINESS: Inquiries and/or comments by the Mayor and Members of City Council. Council Member Volosin announced the Lunar New Year Celebration hosted by Local Colors to be held at the Taubman Museum of Art on Tuesday, February 4, from 12:00 pm - 2:00 pm; commented on the success of the Virginia Municipal League's Legislative Day in Richmond, Virginia, in which Council Members Nash, McGuire and Volosin attended; and announced new leadership at the Roanoke Valley-Alleghany Regional Commission with The Honorable Lori Smith from Franklin County as Chair and himself as Vice-Chair. Vice-Mayor McGuire advised that he was the new Chair of the City's Legislative Committee and would soon begin work on next year's legislative priorities; and highlighted the housing development project in southeast Roanoke. Spencer, City Attorney Re: City Code Amendments regarding Chapter 20, Motor Vehicles and Traffic, Article IV, Stopping. Standing and Parking, Section 20-93,Impoundment authorized and Section 20-94, Officer's report of removal; notice to owner if impounding, Code of the City of Roanoke (1979), as amended. The City Attorney's Office has been working with the Sheriffs Office regarding the above Code Amendments, and below is a brief outline of each proposed Code Amendment Section 20-93,Impoundment authorized. Any motor vehicle, trailer or semitrailer, or parts thereof may be removed by or under the direction of the chief of police, under the direction of the sheriff, or codes compliance administrator for safekeeping to a storage area... Section 20-94, Officer's report of removal; notice to owner of impounding. (a) The officer, deputy., or codes compliance inspector removing or causing the removal of any vehicle under the preceding section shall immediately make a written report thereof to the chief of police, sheriff, or codes compliance administrator setting forth the date, time and place of, and the reason for such removal, the location of the facility in which the vehicle is being held, and the license number of the motor vehicle removed. (b) As promptly as possible after the removal of any such vehicle, unless the same has been sooner released, the chief of police, sheriff, or codes compliance administrator shall notify in writing the owner of record of such vehicle, if known, that such vehicle has been impounded. An amendment to Chapter 20 (Motor Vehicles and Traffic) is proposed in order to allow the Sheriffs Office to impound motor vehicles,trailers or semitrailers,or parts that are left unattended on a public highway or other public property and constitutes a traffic hazard or is illegally parked pursuant to this Chapter. A copy of the proposed ordinances amending the City Code are attached to this Memo. If City Council has no concerns, this matter will be placed on City Council's February 18, 2025 agenda for consideration and adoption. BE IT ORDAINED by the Council of the City of Roanoke as follows: 1. Chapter 20,Motor Vehicles and Traffic,Article IV, Stopping, Standing, and Parking, Section 20-93, Impoundment authorized and Section 20-94, Officer's report of removal; notice to owner of impounding, Code of the City of Roanoke (1979) as amended, are hereby amended and reordained to read and provide as follows: Sec. 20-93. -Impoundment authorized. (a) Any motor vehicle, trailer or semitrailer, or parts thereof may be removed by or under the direction of the chief of police, under the direction of the sheriff, or codes compliance administrator for safekeeping to a storage area if: (1) It is left unattended on a public highway or other public property and constitutes a traffic hazard; (2) It is illegally parked; (3) It is left unattended for more than ten (10) days either on public property or on private property without the permission of the property owner, lessee, or occupant; or (4) It is immobilized on a public roadway by weather conditions or other emergency situation. (b) This section, shall not authorize removal of motor vehicles, trailers, semitrailers, or parts thereof from private property without the written request of the owner, lessee, or occupant of the premises. The person at whose request a motor vehicle, trailer, semitrailer, or part of a motor vehicle, trailer or semitrailer is removed from private property shall indemnify the city against any loss or expense incurred by reason or removal, storage, or sale thereof. (c) Prior to any removal and impoundment by the city under the authority of subsection (a)(3) of this section, the chief of police, sheriff, or codes compliance administrator or their designee shall send notice of such proposed removal to the owner of such automobile at their last known address as shown on the records of the division of motor vehicles. Such notice shall advise that the owner may,within forty-eight(48)hours of receipt of the notice, contact the police department or the civil code enforcement division to request a hearing regarding the proposed removal. If a timely request for hearing is made, the hearing shall be scheduled before an officer appointed by the chief of police or director of planning, building, and development within seventy-two (72) hour. Sec. 20-94. -Officer's report of removal; notice to owner of impounding. (a) The officer, deputy, or codes compliance inspector removing or causing the removal of any vehicle under the preceding section shall immediately make a written report thereof to the chief of police, sheriff, or codes compliance administrator setting forth the date, time and place of, and the reason for such removal, the location of the facility in which the vehicle is being held, and the license number of the motor vehicle removed. Background: The City of Roanoke and Roanoke Fire-EMS are the fiduciary agents for the regional technical rescue team that serves Region 6 of the Commonwealth. The Virginia Department of Emergency Management (VDEM) allocates funds each year to regional technical rescue teams for associated costs and expenses. VDEM has awarded the City of Roanoke funding in the amount of$80,000 from the 2024 State Homeland Security Program Grant. These funds require no local match and will be used to support the activities of the regional technical rescue teams. Coleman, Director Department of Human/Social Services ROA N O K E February 3, 2025 Title: Acceptance and appropriation of the HUD Continuum of Care{CoC) Grant. Award — CoC Planning. Background: The Continuum of Care ("COC") is a group consisting of service providers, neighboring localities, including the City of Roanoke, and homeless/formerly homeless individuals, whose role is to develop a long-term strategic plan and manage a year-round planning effort that addresses the identified needs of homeless individuals and households; the availability and accessibility of existing housing and services; and the opportunities for linkages with mainstream housing and services resources. On September 28, 2023, the U.S. Department of Housing and Urban Development (HUD) released the FY 2023 CoC program competition grant awards. These Continuum of Care (CoC)grants will help end homelessness and provide critically needed support to local programs on the front lines of serving individuals and families experiencing homelessness. The City of Roanoke received $108,972 for CoC Planning activities. The HUD CoC Planning grant will help provide planning, monitoring and evaluation services to the CoC and the Blue Ridge Interagency Council on Homelessness (BRICH), which serves as an advisory agency to the CoC, and provides oversight to the CoC, as required by.HUD. This project will engage the CoC and the BRICH in strategic planning to increase the effectiveness of our coordinated service system. It will increase accountability through adoption of community wide standards, program monitoring, and data collection for reporting progress against objectives and standards in the strategic business plan. This level of oversight will increase our ability to meet HUD's national objectives. The project will provide written reports, monitoring and evaluation of HUD programs and assist in the development of subsequent HUD annual CoC grant applications. The Council of Community Services (CCS) is providing $27,243 cash match and documentation of match will accompany each request for reimbursement. Recommended Action: Accept the HUD Planning grant in the amount of$108,972 and the Council of Community Services cash match in the amount of$27,243. Considerations: The Kinship Support funds will support the City of Roanoke Department of Social Service's ongoing efforts to place children with relatives and fictive kin who are or can become kinship resource parents. Increased placement of abused/neglected children with relatives and/or kinship resource parents decreases the length of time of a foster care episode. It improves overall outcomes for children in foster care. The funds increase the department's ability to support and remove barriers preventing the placement of children with relatives and kinship resources parents. The funds will be used to assist relatives in obtaining household goods such as bedding and furniture, help with transportation to appointments and childcare costs while daycare is being arranged, or any other expense associated with children entering the home of a relative. Recommended Action: Adopt a resolution accepting the Kinship Support Funds from the Virginia Department of Social Services.
