CALL TO ORDER:
Present: Council Members Nicolas Hagen, S. Terry McGuire, Phazhon T.

Absent: Council Member Vivian Sanchez-Jones-1.
The Mayor declared the existence of a uorum.
Officers Present:"Valmarie H. Turner, City Manager; Timothy R. Spencer, City

The Invocation was delivered by Mayor Joseph L. Cobb.
The Pledge of Allegiance to the Flag of the United States of America was led by
Mayor Cobb.
ORGANIZATIONAL MEETING: .
Resolution Establishing a Meeting Schedule of City Council: The Mayor
advised that the .first meeting of Council in January is considered to be the
Organizational Meeting at which time the Council will adopt a resolution establishing the
days, times, and places:of regular meetings to be held by Council during the ensuing
months.

Council Member Volosin offered the fo lowing resolution:
(#43333-010525) A RESOLUTION a tablishing a meeting schedule for City
Council commencing January 1, 2026, and terminating December 31, 2026.
Council Member Volosin moved the adoption of the resolution. The motion
seconded by Council Member Nash and adop ed by the following vote:
Ayes: Council Members Hagen, Mc uire, Nash, Volosin, Powers, and Mayor
Cobb-6.
Nays: None-O.
PRESENTATIONS AND ACKNOWLEDGEM NTS:
Mayor Cobb advised that, going forwa d, the 2:00 pm meeting would begin with
the Council Members providing "shout-outs" r announcing community events recently
attended. The Council Members made the foil wing announcements:
Council Member Powers "shouted-out" the City department's for their hard work
in 2025 and exclaimed she was looking forwar to 2026 to accomplish great things.
Council Member Volosin congratul ted the Roanoke Regional Airport
Commission and Executive Director Mike St wart on the launch of the new nonstop
flight from Roanoke to Dallas, Texas beginning in June, and acknowledged the one-
year anniversary of the Council Members.
Council Member Nash "shouted-out" the NAACP Roanoke Branch for their
Jubilee Day event held on January 1 in w ich he was the keynote speaker. He
explained that Jubilee Day celebrates the d y the Emancipation Proclamation was
signed.
Vice-Mayor McGuire "shouted-out" the ity workers who keep the City running
over the holidays, as well as the city's health clinic. He also welcomed city students
back to school on January 5.
Council Member Hagen "shouted-out" all employees who worked over the
holidays, such as Fire-EMS and the Police dep rtment.
Mayor Cobb "shouted-out" the most recent Fire-EMS graduating class, a group
of folks who walked to Mill Mountain Star for a ihoto and encouraged all citizens to take
care of one another.

Recognition of City Employees with 30, 35 and 40 years of Service: Mayor
Cobb and Vice-Mayor McGuire recognized tenured employees and presented City gifts.
HEARING OF CITIZENS UPON PUBLIC MA TERS:.
The Mayor advised that City Council s is this time as a priority for citizens to be
heard. All matters will be referred to the City Manager for response, recommendation or
report to Council, as she may deem appropriate.
Airka Ortiz, appeared before the Council and voiced concerns with government
processes and the lack of assistance.
Jeremy Thomas, appeared before the ouncil and voiced concerns with the city's
parking situation and opposition of the propos d casino.
CONSENT AGENDA
The Mayor advised that all matters isted under the Consent Agenda were
considered to be routine by the Members o Council and would be enacted by one
motion in the form, or forms, listed on the onsent Agenda, and if discussion were
desired, the item would be removed from the Consent Agenda and considered
separately.
Personnel Matter: A communication fr m Mayor Joseph L. Cobb requesting that
City Council convene in a closed meeting to d scuss the selection of a City Attorney for
a term beginning March 1, 2026, pursuant to ection 2.2-3711 (A)(1), Code of Virginia,
(1950), as amended.
Contract Obligations: A communicati n from the City Attorney requesting that
City Council convene in a closed meeting to consult with legal counsel regarding a
certain legal matter requiring the provision of legal advice by the City Attorney
concerning contract obligations involving a City-owned facility in the Central part of the
City of Roanoke, pursuant to Section 2.2-3711 (A)(8) Code of Virginia, (1950), as
amended.
Award of Public Contract: A communication from the City Attorney requesting
that City Council convene in a closed meeting o discuss the award of a public contract
involving the expenditure of public funds, inclu ing interviews of bidders or offerors, and
discussion of the terms or scope of such contr ct, where discussion in an open session
would adversely affect the bargaining position r negotiating strategy of the public body,
pursuant to Section 2.2-3711 (A)(29), Code of irginia, (1950), as amended.

Legal Standards for Financing of Schools: A communication from the City
Attorney requesting that City Council convene in a closed meeting to consult with legal
counsel regarding a certain legal matter requiring the provision of legal advice by
outside legal counsel involving the legal stand rds for financing of the schools, pursuant
to Section 2.2-3711 (A)(8), Code of Virginia, (1 50), as amended.
Public Hearing Request: Authorize th scheduling of a public hearing to be held
on Tuesday, January 20, 2026, at 7:00 pm, or at such time as the matter may be heard,
or at such other date and time as determine by the City Manager, to receive public
comment regarding the proposed lease of a portion of City-owned property in the
Center in the Square Parking Garage, locate at 11 Campbell Avenue, SE, Roanoke,
Virginia, to The Orvis Company, Inc., for re ail space in the Center in the Square
Parking Garage.
Council Committee Assignments: A communication from Mayor Joseph L.
Cobb recommending certain committee assign ents for the Members of City Council.
Budget Calendar: Adoption of the Cal ndar of Events for Budget Development

amended. The motion seconded by Counc I Member Powers and adopted by the

November 2025 Budget and Actual Revenue and Expenditure Report
Acquenatta Jackson-Harris, Deputy Di ector of Finance, delivered the City's
preliminary budget report for November 202 She briefed Council on the following
topics:
• Revenue Summary for November 2025
o Local Taxes
o Non-Local Taxes
• Prepared Food and Beverages Revenue for 2024 and 2025
• Expenditure Summary for November 2025
o Temporary Employee Wages

Following brief comments and questions from City Council, Mayor Cobb thanked
Ms. Jackson-Harris for her excellent presentation.
ITEMS RECOMMENDED FOR ACTION:
VSTOP Grant: The City Manage' submitted a written communication
recommending acceptance and appropriation for the VSTOP Grant.
Council Member Nash offered the following ordinance:
(#43334-010526) AN ORDINANCE authorizing the acceptance of the 2026
VSTOP Grant made to the City of ROanokq. by the Virginia Department of Criminal
Justice Services, authorizing execution of anYI required documentation on behalf of the
City, appropriating funds detailed more ful infra, and dispensing with the second
reading of this ordinance by title.
Council Member Nash moved the doption of the resolution. The motion
seconded by Council Member Hagen and ado ted by the following vote:
Ayes: Council Members Hagen, McGt.Le, Nash, Volosin, Powers, and Mayor
Cobb-6.
Nays: None-0.
COMMENTS OF CITY MANAGER:
In response to multiple tragic DUI acci•ents in 2025, Community Engagement
launched the "DUI Campaign: Drive Sober, -oanoke" initiative. Ahead of the holiday
season, two testimonial videos were release. featuring Roanoke mothers who lost
daughters to drunk driving, one produced in English with Spanish subtitles and the other
in Spanish with English subtitles. The emotion:I messaging highlighted the dangers of
impaired driving during a time associated ith increased alcohol use. While DUI
prevention messaging was also shared in th- spring and fall, this holiday campaign
generated the greatest level of attention and engagement. Within 24 hours, the videos
received a combined 60,000 views across Fa ebook and Instagram, reflecting strong
engagement and broad community impact.

Beyond the numbers, this campaign mI attered because it was rooted in real loss
within our community. Working with Council Member Sanchez-Jones, staff intentionally
centered the voices of Roanoke mothers, r cognizing that personal stories resonate
more deeply than statistics and make the consequences of impaired driving real.
Producing the videos in both English and Spanish was a deliberate choice to ensure the
message was accessible, inclusive, and culturally respectful. The strong early
engagement shows that people stopped, listened, and shared, demonstrating the power
of authentic, community-driven messaging. ost importantly, the campaign avoided
shaming and instead focused on empathy, accountability, and the lasting impact a
single decision can have on families, reinforc ng the importance of prevention during a
high-risk season.
CITY ATTORNEY:
BRIEFING:
Urban Center Partial Real Estate Tax Exem stion Pro•ram
David Collins, Deputy City Attorney, b iefed City Council on the Urban Center
Partial Real Estate Tax Exemption Progra , which aims to encourage large-scale
development in urban center—zoned district within rehabilitation, conservation, or
redevelopment areas.
The proposal requires applicants to su.mit an application to the Director of Real
Estate Valuation for an initial development site consisting of no less than 100 acres. The
developer would be required to invest a mini urn of $50 million in the initial site. This
investment could be funded.by the developer r by other property owners within the site
and must be achieved within seven years of th application's approval.
Once the investment threshold is met parcels within the site would become
eligible for a partial tax exemption. Property o i ners would then have 15 years to apply
for the exemption for development projects. N lw construction must be completed within
three years, while renovation projects must be ompleted within two years.
After completion, the property would eceive a tax exemption based on the
increase in assessed value, provided the post- mprovement value is at least 60 percent
greater than the pre-improvement value. The a emption would remain with the property
for 15 years, regardless of ownership.
The program is intended to promote de Ielopment in challenging areas and bring
vacant or underutilized land back into productive use. If Council has no concerns, the
ordinance will be placed on the January 20 agenda for adoption.
Mr. Collins introduced Kelvin Bratton Director of Real Estate Valuation, who.
joined him in answering questions. Following Council discussion, Mayor Cobb thanked
Mr. Collins for his informative presentation.

Real Estate Reassessment Update
Kelvin Bratton, Director of Real Estat- Valuation, provided an overview of the
FY 2026-2027 General Reassessment R port. Mr. Bratton introduced staff in
attendance consisting of Angela Arnold, Dep ty Director of Real Estate Valuation, and
Sharon Williams, Executive Administrator. His presentation highlighted the following
topics:

Mayor Cobb requested a briefing on PARK Roanoke and city-owned parking
facilities. The City Manager advised that the riefing would be added to the January 20,
Council meeting.

Certification of Closed Meeting: With respect to the Closed Meeting just
concluded, Council Member Nash moved that each Member of City Council certify to
the best of his or her knowledge that: (1) only ublic business matters lawfully exempted
from open meeting requirements under the Vir inia Freedom of Information Act; and (2)
only such public business matters as were ide 1 tified in any motion by which any Closed
Meeting was convened were heard, discussed or considered by City Council. The

Recognition of'Roanoke Public Library Interns: The City Manager and Amber
Lowery, Assistant Director, Roanoke Libraries, recognized the interns from Hollins
University and-each intern shared her experience working at the libraries.

Presentation of.Citizen Centric Reports: The Office of Communications
presented information from the Association of Government Accountants, who hosts an
annual contest for college students and recognized each participant.
Mayor Cobb advised that, going forward, the 2:00 pm meeting would begin with
the Council Members providing "shout-outs" or announcing community events recently
attended. The Council Members made the following announcements:
Council Member Hagen "shouted-out" the grand opening of the Rise Medical
Dispensary and noted the expansion of the business from the City of Salem to the City
of Roanoke.
Council Member Sanchez-Jones "shouted-out" the promotions of the Fire-EMS
staff from EMS Paramedic to Captain.
Vice-Mayor McGuire thanked the Strong Towns Roanoke group and enjoyed
their recent meeting exchanging ideas on how to make Roanoke a better place.
Council Member Nash "shouted-out" the North Carolina A&T Alumni Association,
who hosted a fantastic Martin Luther King, Jr., celebration breakfast on Monday,
January 19.
Council Member Volosin "shouted-outs' the Southern Christian Leadership
Conference (SCLC) for their Martin Luther King, Jr., day celebration and all the
celebrations that occurred over the weekend.
Council Member Powers "shouted-out" the Martin Luther King, Jr., celebration
luncheon hosted by the SCLC on Saturday, January 17; and the Roanoke Police
Department, who on January 9 graduated 6 new officers.
Mayor Cobb commented that it was an honor to serve on committees for both
Governor Spanberger and Lt. Governor Hashnai, and he attended the Inauguration on
Saturday, January 17,' in Richmond, Virginia; and "shouted-out" the Hope and Home
Task Force for the work they are doing in the community and announced the launch of
the Mayor's Book Club, a partnership with the Roanoke Public Libraries, to come and
talk about different subjects and bring your favorite books. He advised that the first
meeting would be held at the downtown Main Library on January 21, at 12:00 pm.

Lisa Thompson appeared before the Council and spoke in opposition to the

current development plan for the Evans Spring property and create a new plan.
Barbara Duerk appeared before the Council and spoke with regard to 2026 being
the best year ever and encouraged all to participate in the Mayor's Bike Ride event.

Sylvia King appeared before the Council on behalf of B.R.A.A.G. to announce their
Transit Equally event on February 4, 2026, at Melrose Plaza honoring Margie Jumper.
Jane Gabrielle appeared before the Council and spoke with regard to the nature art
exhibit on the Fourth Floor of the Municipal Building and the beauty of the Evans Spring
property.
Emily Casey appeared before the Council and spoke with regard to the decrease in
funding to Roanoke City Public Schools.

The City Manager provided the introduction of the budget briefing. She

PARK Roanoke and City-owned Parking Facilities Update
Brian Mann, Executive Enterprise Administrator, provided City Council an update
on the City's parking facilities. He highlighted several key goals that been met or are in
progress:

Scott Kitts, Senior Operations Manager at PARK Roanoke, and Jamie Cook, PARK
Roanoke Operations Manager.
Mr. Kitts and Mr. Curtis briefed City Council on the new era of parking in

COMMENTS OF CITY MANAGER:
The City Manager offered the following comments:
We are getting ready to hold a ribbon cutting for the long-awaited Wasena Skate
Park and Pump Track. '
The Ribbon Cutting will be held on Friday, January 30th at 2:00 pm. The play
area at Williamson Road Library in Esperanza Plaza will officially open with a ribbon-
cutting ceremony on Friday, February 6, at 10:00 a.m. The opening will highlight
community connectivity and introduce a saf gathering space for families. As a
reminder, this project was made possible through the Safer Communities Grant.
Roanoke Parks & Recreation and City Emergency Management Services have
collaborated to acquire,a Perry Weather Station for Elmwood Park. The on-site weather
station monitors real-time conditions and triggers custom alerts to sirens and mobile
devices, including automatic all-clear notifications, enhancing safety for teams and
ensuring smooth operations during events. Staff from both departments recently met
with Facilities Maintenance to determine the optimal location for installation, which is
scheduled to occur in the coming weeks. The weather station will be connected to direct
power and will not include a solar panel. In addition, Emergency Management has
submitted a grant application for a second Perry Weather Station at River's Edge Park.
The addition of this station will further improve safety for all events and athletic activities
at the park.
The consultant team developing designs for the outdoor community stage at
Gainsboro Library has advanced the initial concept. In coordination with library staff, a
public meeting is scheduled for Wednesday, January 28, at 6:00 p.m. at Gainsboro
Library. Community members will have the opportunity to review renderings of the initial
concept and provide feedback to guide further design development.
HAT is actively preparing for the Winer Point-in-Time Count. An electronic
survey format will be used again this year, with revisions made to improve efficiency
and ensure consistent collection of key data reported to HUD. Registration for survey
volunteers is now open. A training session for student volunteers from Radford
University—Carillon was held on Wednesday, January 14. HAT staff are conducting site
scouting to update location lists for each of thile eight street count teams. The Winter
Point-in-Time Count will take place on the night of Wednesday, January 28, with street
teams conducting the unsheltered count early the following morning, January 29.

Public Matters Follow-Up:
Helen Ferguson, Strategic Projects and Grants Manager, reported on the
following matters from the December 15 and January 5 City Council Meetings:
Greenway Access Follow-Up
Garrett Robinson spoke at the November 17 Council meeting about maintaining
greenway access during the construction of the iley Drive low water bridge.
Mr. Campbell shared the following statement, which has been sent to another
resident, as well. "Thank you for reaching out and for your commitment to the Roanoke
River Greenway. We agree that this bridge is an important connection, and we
understand why maintaining access during construction is a major concern. After a
detailed engineering review, we want to be clar: there is no safe or feasible way to
keep the Greenway open at this location while the bridge is being replaced.
The existing structure must be removed all at once, and the limited right-of-way
leaves no room for a temporary path. Environmental regulations also require the
contractor to work within a cofferdam and keep at least half the river open at all times,
which further restricts available space. Any attempt to keep a pedestrian corridor open
would put users directly beside heavy construction activity and unstable bridge
components. Because; of these constraints, we must choose between keeping the
current bridge area open or replacing it. Unfortunately, we cannot safely do both.
During the anticipated nine-month closure, a signed detour will direct Greenway
users to cross the Wasena Bridge, travel through Highland Park, connect with Franklin
Rd at Walnut, and cross at Reserve to reconnect with the Roanoke River Greenway in
Rivers Edge Park. We recognize the importance of transparency. Public review of the
design and construction plan will occur in February, once required easements are
secured. At that time, the community will be able to see the plans, ask questions, and
share feedback. We appreciate your advocacy for the Greenway and look forward to
working with the community to deliver a safer, more reliable bridge as efficiently as
possible."
Zoning Text Amendment Updates
Anthony Stavola and Owen McGuire requested an update on the study of the
adopted zoning reforms. Mr. Hagen submitted this as a Council Member Initiative.
Report Back:
Ms. O'Brien gave an update to City Council during the 2:00 pm session on
December 15, and the following information comes from her report.

Three Council Member Initiatives have been grouped together to streamline the
process for the Planning Department, making efficient use of both staff time and
community engagement opportunities. Community meetings at libraries starting
January 21.
Research and drafting have already begun and will continue through the end of
this month. A period of public engagement and stakeholder input is underway with a
series of community meetings scheduled during the last two'weeks of January. The
research and input will be collected and staff will deliver briefings to City Council and the
Planning Commission during February and March.
The proposed date for City Council adoption is April 20, 2026, after which staff
will work toward full implementation and communication with residents. More
information about the community meetings can be found on the City's webpage and
residents are invited to learn more and provide feedback at
www.roanokeva.qov/proiects.
Mayor Cobb inquired about the projectioin of the opening of the Roanoke River
Greenway during the construction of the Wiley Drive low bridge.

Mayor Cobb welcomed the Gun Violence Prevention Commission members to
the meeting. He expressed gratitude for City Council's willingness to convene
collaboratively and to discuss prevention framework.
Deputy Chief:Puckett gave a detailed overview of the End of Year Report — 2025
noting that in 2025 there were nine incidents of gun related homicides compared to FY
2024 at 10. By Zones, there were four gun violence incidents in Zone 1 (Southeast);
three gun violence incidents in Zone 2 (Northeast); four gun violence incidents in Zone 3
(Southwest) and 14 gun violence incidents in Zone 4 (Northwest).
Deputy Chief Puckett continued by sharing information regarding aggravated
assaults, suicides, and firearm suicides by location, homicides and aggravated assaults.
He provided the statistics on incident times; in which most occur 6:00 p.m. through
11:00 p.m.
He reported on case statuses of active at 6 and closed by arrest which were 16
cases, clearance ratesof aggravated assaults and homicides involving victims struck by
gunfire, where the case is closed whether by arrest of the victim or whether the
Commonwealth declines prosecution was reported at 72%.
Lastly, Deputy Chief Puckett advised that there was a 51% reduction in gun-
related homicide incidents during most recent two-year period (2024/2025), 19
homicides when compared to prior two-year period (2022/2023), 39 fatal shootings. He
also reported that in 2024, overall police use of force decreased 46% compared to
2024; incidents involving at least one use of force declined 37% from 2023; and no
officer-involved shootings occurred. In 2025, officers resolved volatile situations earlier,
with fewer officers and less force, while maintaining officer and public safety.
Council Member Volosin and Mayor Cobb inquired about drug deal incidents,
types of suicide incidents, and strategies to reduce gun violence in the northwest zone.
Vice-Mayor McGuire commented that the information reported was very helpful
and indicated positive direction of the Police force and City of Roanoke.
Following the;presentation, Chairman Cohen thanked the Police Department for
their continued hard Work and expressed app eciation for their ongoing support. She
stated that we should not take our foot off the gas pedal and emphasized that the Gun
Violence Prevention Commission needed funding to continue its successful efforts.
She also suggested a book that Chief Booth recommended, "Bleeding Out" The
Devastating Consequences of Urban Violence and a Bold New Plan for Peace in the
Streets" that offers approaches, foundational principals, and practical solutions to the
national emergency of urban violence — and challenges readers to demand action.

Chairman Cohen asked each commission member to introduce themselves
which was followed by discussion regarding their respective areas of concern, City
Council members posed questions to commission members for clarification and
understanding. Chairman Cohen gave closing remarks regarding the future direction of
the Gun Violence Prevention Commission.
Mayor Cobb expressed gratitude to the Commission members and advised that
the information presented was very engaging and looked forward to continued
collaboration. He acknowledged the need for continued funding and recognized
Governors Northam and Youngkin, as well as Attorney Generals Herring and Miyares
for their consist support of the City of Roanoke which has been extremely helpful and a
significant source of funding to the Gun Violence Prevention Commission.

Code Amendment (Transient Occupancy Tax)

David Collins, Deputy City Attorney, briefed Council on the proposed code
amendment related to!the Transient Occupancy Tax. The change would bring it in
alignment with current state tax code provisions. Under City Code, the provider
collecting the tax, for example a hotel, is obligated to hold it in a trust for remittance to
the city. With the proliferation of third parties facilitating hotel room rentals, such as
Airbnbs, the General Assembly has made changes to state code to require these third
parties now known as accommodations intermediaries to collect addresses of the
providers, gross receipts and other information including remittance of the tax and send
those in to the locality.
The General Assembly's recent changes removed some of the language that
these platforms were using as an argument that they did not have to comply with the
statute. The new legislation exempts accommodation providers such as hotels from
having to remit the monthly tax and report if the accommodation providers sign an
annual attestation attesting that their room sales are facilitated by an accommodations
intermediary.
The proposed code amendments make several amendments to update the.
language to bring if consist with state code. Adoption of this ordinance will bring
changes to ensure consistency and uniformity with other localities who are similarly
amending their statutes. in the same manner and ensure a more consistent collection of
the tax. Mr. Collins introduced Ryan LaFountain, Commissioner of Revenue, to answer
questions.

that there were so many events taking place this month to honor national and local

Council Member Volosin thanked everyone who worked in the Department of
Public Works on the snow removal over the pat week and "shouted-out" everyone who
assisted with the Point;in-Time count and warming shelters for the homeless population.
Council Member Powers "shouted-out" the Department of Public Works, the City
Manager's Office and I public safety staff who Fall worked together through the recent
snow event and commented that the citizens'were fortunate to live in a City where
everyone cares for each other.
Vice-Mayor McGuire "shouted-out" City' staff, the Department of Public Works
and the Department of Parks and Recreation, who kept the greenways clear and
commented that he was impressed with how neighbors came together to help those
who couldn't clear driveways and sidewalks.
Council Member Sanchez-Jones "shouted-out" the Department of Public Works
and all the City staff that kept things running, and thanked the residents for their
patience.
Council Member Hagen echoed the; sentiments of his colleagues and
commented that he did, not recall a past storm involving snow, ice and bitter cold for so
long.
Mayor Cobb thanked the agencies that created warming shelters for the
homeless, which included Red Cross, Rescue Mission, RAM House, The Least of
These Ministries, Belmont Presbyterian Church and the House of Hope.

The City Manager offered the following comments:
I want to take a m oment to publicly thank)the City staff for their incredible efforts
during Winter Storm Fern. From snow fighters working around the clock, to solid waste,
parks, fire, and emergency management teams keeping our streets safe and
emergency services; operational, every department demonstrated dedication and
resilience. I also want to recognize the Community Engagement and Homeless
Assistance teams for,keping residents informed and supporting vulnerable populations
through warming centers and outreach. Thanks to their coordinated work, critical
services were maintained, emergency access was preserved, and our community came
through this challenging!storm safely.
I'd like to highlight some upcoming Black History.Month programs at Roanoke
Public Libraries. The,Williamson Road Library will host a trivia challenge on February
11„ and the Gainsboro Branch Library will present a program on February 12 about the
Booker T. Washington Birthplace Memorial, featuring newly uncovered historical
photographs. Every Thursday in February, the Main Library will offer movie nights,
including Hidden Figurers, The Great Debaters, The Butler, and Selma. Additionally, the
Gainsboro Branch will host a beginner-friendly African American genealogy workshop
on February 21 to help residents explore their family history. I encourage everyone to
participate and take advantage of these engaging and educational opportunities.
I want to take,a moment to remind everyone that the Williamson Road Library
play area in Esperanza Plaza will officially open with a ribbon-cutting ceremony on
Friday, February 6, at 10:00 a.m. This safe, family-friendly space was made possible
through the Safer Communities Grant and provides a great opportunity for community
connection. I encourage everyone to join us in celebrating this wonderful new addition
to our library.

The Eureka Recreation Center renovation continues on track for a planned
Spring 2026 completion. Interior systems like hleating, cooling, and plumbing are now
substantially complete, allowing the installation of sensitive finishes such as the
hardwood gym floor. The roof-mounted solar array, which will generate clean energy
and help reduce long-term operating costs, has begun installation. Additional interior
features, including basketball goals and a retractable court divider, are now in place,
marking the transition from major construction toil final finishing and commissioning. This
renovation represents an important investment in our community and the City's
sustainability goals.

attended. The Council Members made the following announcements:
Council Member Powers "shouted-out" the Black History Month Program at
St. John's Episcopal Church.
Council Member Volosin "shouted-out'; the Angels of Assisi ribbon cutting
ceremony for its new, upgraded facility on February 10.
Council Member Nash "shouted-out" the Total Action for Progress (TAP) Black
History Month Program and the Angels of Assisi ribbon cutting ceremony on
February 10.
Vice-Mayor McGuire "shouted-out" the Roanoke Neighborhood Awards program
and commented that the City's neighborhood 'groups were an important part of the

Mayor Cobb commented that on January;29, four City firefighters were injured in
a fire on Courtland Avenue, NW..All are home recovering. He wished them well, offered
continued prayers, and thanked firefighters for the work they do in the City.
Proclamation declaring February 2026 as Black History Month and
honoring the Harrison Museum of African-American Culture as a pillar in the
African-American community: Council Member Nash read and presented the
proclamation to Anita Price, former City Council Member, and Charles Price, former
Director, Harrison Museum of African-American Culture.

The Mayor advised that City Council sets this time as a priority for citizens to be

Public Matters Follow-Up:
Kathryn Hedrick, Inclusive Services Manager, reported on the following matters
from the January 20 and February 2, 2026 Council meetings:
Death at Melrose Towers
Debra Carter discussed concern regarding the response to a 911 call where a
resident was later found deceased in his apartment.
Report Back:
The Fire Marshal reached out to Ms. Carter to report that Fire-EMS leadership
has reviewed the incident. Because the original'dispatch was for an unusual odor—not
a wellbeing check—responding firefighters investigated by checking the complainant's
plumbing, running water, and thoroughly assessing the surrounding area.
The odor seemed to dissipate during the,call, and at that time officials observed
no conditions that warranted forced entry into the neighboring apartment. Based on the
information available to crews, established protocol was followed. We appreciate Ms.
Carter's concerns and offer condolences to the family.
Transit Equity Day Community Engagement
Wednesday, February 4, 2026, was Fare Free Day across Valley Metro to
recognize Transit Equity Day. This day is a tribute to Rosa Parks and is intended to
promote the accessibility of public transit and encourage new riders to experience the
convenience of the system.

• Valley Metro saw 5,404 riders during Fare Free Day 2026.
• On a typical.Wednesday, the average ridership is 4,832.
• The average ridership for the seven days prior to Fare Free Day was 3,829.
• Fare Free Day ridership dropped by 296 this year.

Code Amendment to Transient Occupancy Tax: The City Attorney submitted
a written communication recommending amendment of the City Code Article X,
Transient Occupancy Tax, Chapter 32, Taxation, to align with recent changes to the
Code of Virginia.

Legal advertisement of the public hearing was published in Cardinal News on
Thursday, February 5, 2026.
Council Member Hagen offered the following ordinance:
(#43358-021726) AN ORDINANCE authorizing the City Manager, or designee, to
execute a lease agreement with The Orvis Company, Inc. ("Orvis"), for the lease of
approximately 3,000 square feet of retail space within the Center in the Square Parking
Garage, located at 11 Campbell Avenue, S.E., Roanoke, Virginia; and dispensing with
the second reading of this ordinance by title.
Council Member Hagen moved the adoption of the ordinance. The motion
seconded by Council Member Nash.
David Collins, Deputy City Attorney, briefed the City Council on the lease
agreement with Orvis. He explained that this is a renewal of an existing lease. Orvis has
leased space in the Center in the Square Parking Garage for more than 20 years. The
lease is structured in five-year terms. The most recent lease expired at the end of
January, and this agreement renews the lease for another term.
The Mayor inquired if there were persons present who wished to speak on the
matter. There being none, he declared the public hearing closed.

PRESENTATIONS AND ACKNOWLEDGEMENTS:
Mayor Cobb advised that going forward, the 2:00 p.m. meeting would begin with
the Council Members providing "shout-outs" or announcing community events recently
attended. The Council Members made the following announcements:
Council Membe I Sanchez-Jones recognized Fire-EMS Battalion Chief Doug
Rorrer on his recent retirement after 34 years of service.

Vice-Mayor McGuire acknowledged the community visioning walk in the 11th
Street Neighborhood Center on Saturday, February 21, for a tour of the 11th Street
neighborhood center alind asked for input on how the area should change and grow.
Also, he acknowledged the reminder to wear purple and green for the Women's History
Month recognition.
Council Member', Nash offered condolences to the family of Mrs. Kimberly Sue
Lee, who was tragically shot over the weekend. He also acknowledged all those who
have family members in the military during this volatile time in our nation.
Council Member Volosin acknowledged the Virginia Asian Advisory Board's visit
to Roanoke on Saturday, February 28 at the South Roanoke Library.
Council Member Powers "shouted-out" Women's History Month and
acknowledged Laura Carini's appointment as the City's first female City Attorney. She
also recognized the City Libraries for the many events and programs they host.
Mayor Cobb "shouted-out" the Young Docs Gala held at the Holiday Inn on
February 28th. This event was in recognition of young African Americans from Roanoke
who are interested in a career in medicine. Also, he thanked Marian Ware and Cheryl
Mosely who hosted this year's event. Dr. Diana Cejas was awarded the Henrietta Lacks
Legacy Award.
Proclamation declaring March 2026 as American Red Cross Month: Mayor
Cobb read and presented the proclamation to Sandra Pratt, Board Vice-Chair, Local
Chapter of the American Red Cross.
Proclamation declaring March 2026 as Women's History Month: The City
Manager introduced 'the recipients and Council Members Powers and Sanchez-Jones
read and presented the!proclamations to Natasha Dudley, Dr. Brenda Hale, Kat Pascal,
Iliana Sepulveda, Isabel Thornton, Laura Carini and Sharon Ponce.
HEARING OF CITIZENS UPON PUBLIC MATTERS:
The Mayor advised that City Council sets this time as a priority for citizens to be
heard. All matters will be referred to the City Manager for response, recommendation or
report to Council, as she may deem appropriate.
Owen McGuire, appeared before the Council and spoke in opposition to the deed
amendment for the ' Fishburn Cottage and requested an investigation of the Van
Blaricoms that purchased the building.

Ms. Holcomb presented Council an overview of the services of 211 Virginia. It's a
contracted service of the Commonwealth of Virginia administered by the Virginia
Department of Social Services and the Council of Community Services serves as the
sole contractor operatiO g 211 Virginia connecting Virginians to the help they need. The
organization collects'real time data on community needs.

COMMENTS OF THE CITY MANAGER:
The City Manager offered the following comments:
Public Works' Stormwater Utility will begin two downtown drainage improvement
projects this spring to address recurring street ponding during heavy rain.
• 1st Street Downtown project, is the first, additional stormwater inlets along 1st
Street Southwest, between Luck Avenue and Kirk Avenue. These improvements
will increase system capacity and improve runoff removal during heavy rainfall.
• A second project will take place on Kirk Avenue, between Jefferson Street and
Market Street. This project will add three new stormwater inlets to further
enhance downtown drainage during major rain events.
• Project scheduling has been carefully planned to avoid impacts to Martin's St.
Patrick's Day event and to ensure completion before the Blue Ridge Marathon in
April.
• Together, these 'projects provide targeted, near-term improvements to downtown
stormwater management while continuing to support local businesses and major
community events.
Last week, staff removed shrubbery at the Municipal Building near the 2nd Street
entrance as part of our continued efforts to improve both the appearance and
functionality of this important civic space. In the coming weeks, crews will level and
mulch the beds in preparation for new plantings scheduled for spring. These updates
will refresh and modernize the entrance while also improving the visibility of building
signage and creating better access to the adjacent lawn area. Overall, these
enhancements will result in a cleaner, more welcoming, and more accessible entry point
for residents, visitors, and staff.
Last month, I shared that the Skatepark ribbon cutting was scheduled for Friday,
March-6, 2026, at 1:30 p.m. To ensure that our community partners who helped make
this project possible are able to attend, we have made one final adjustment to the date.
The ribbon cutting has been rescheduled for the last time and will now take place on
Friday, March 13, 2026, at 1:30 p.m. We look forward to celebrating this exciting
addition to our community together.

Council Member; Powers "shouted-out" downtown Roanoke and First Citizens
Bank, who hosted the.2026 St. Patrick's Day Parade held on Saturday, March 14.
Council Member Nash "shouted-out" the St. Patrick's Day Parade downtown and
expressed pleasure with the energy of the safe and fun event.

Vice-Mayor McGuire "shouted-out" the festive atmosphere at the recent
Washington Park cleanup event and to the Friends of Mountain View tour on March 4 and

Parks and Recreation
Parks and Recreation is piloting.a noise-reduction program at Shrine Hill pickleball
courts by offering softer, quieter balls and posting instructions for players. The effort
addresses complaints;about pickleball noise while keeping the courts open for play. RVTV
will produce videos to educate the public and promote participation.
SheGov Leads
To mark International Women's Day, the International City/County Management
Association hosted the 2025 SheLeadsGov Virtual Forum on March 5, with more than
1,200 participants nationwide: The event focused on leadership, innovation, and
community impact. In Roanoke, over 100 City employees attended a local session on
communication, self-advocacy, and leading through change. Women make up 38.5% of
the City workforce, including 23 senior leaders. The program helped build leadership skills
and strengthen connections across departments.
Public Matters Follow-Up:
Kathryn Hedrick, Inclusive Services Manager, reported on the following matters
from the February 17 and March 2 City Council Meetings:
School Funding
Seventeen residents, including six students, spoke regarding the proposed
changes to the RCPS 'budget. Each speaker received an acknowledgment of their
comments and gratitudef for their commitment to education.
Washington Park
Five residents spoke on behalf of the Friends of Washington Park, specifically
advocating for the resto iation of the Caretakers Cottage. An inquiry was sent to the City
Attorney regarding an inOrance document submission, and all residents were contacted
regarding their concerns!.
Tree Concern
Dr. Manns is concerned about the impact a neighbor's tree is having on her health.
Her address.and concern were sent to the Code Compliance team, who reported that
there are no code violations on the adjacent property that can be enforced. This update
was sent to Dr. Manns.
