The Pledge of Allegiance to the Flag of the United States of America was led by Mayor Joseph L. Cobb. Welcome Certification of Closed Meeting. (6-0) ANNOUNCEMENTS: 2. PRESENTATIONS AND ACKNOWLEDGEMENTS: Mayor Cobb advised that, going forward, the 2:00 pm meeting would begin with the Council Members providing "shout-outs" or announcing community events recently attended. The Council Members made the following announcements: Council Member Sanchez-Jones recognized Battalion Chief Doug Rorrer on his recent retirement after 34 years of service. Vice-Mayor McGuire acknowledged the community visioning walk in the 11th Street Neighborhood Center on Saturday, February 21, for a tour of the 11th Street neighborhood center and asked for input on how the area should change and grow. Also,thanks for the reminder to wear purple and green for Women's History Month recognition. Council Member Nash offered condolences to the family of Mrs. Kimberly Sue Lee,who was tragically shot over the weekend. He also acknowledged all those who have family members in the military during this volatile time in our nation. Council Member Volosin acknowledged the Virginia Asian Advisory Board's visit to Roanoke on Saturday, February 28 at the South Roanoke Library. Council Member Powers "shouted-out"Women's History Month and acknowledged Laura Carini's appointment as the City's first female City Attorney. She also recognized the City Libraries for the many events and programs they host. Mayor Cobb "shouted-out" the Young Docs Gala held at the Holiday Inn on February 28th. This event was in recognition of young African Americans from Roanoke who are interested in a career in medicine. Also, thanks to Marian Ware and Cheryl Mosely who hosted this year's event. Dr. Diana Cejas was awarded the Henrietta Lacks Legacy Award. Proclamation declaring March 2026 as American Red Cross Month. Mayor Cobb read and presented the proclamation to Sandra Pratt, Board Vice- Chair, Local Chapter of the American Red Cross. Proclamation declaring March 2026 as Women's History Month. The City Manager introduced the recipients and Council Members Powers and Sanchez-Jones read and presented the proclamations to Natasha Dudley, Dr. Brenda Hale, Kat Paschal, (liana Sepulveda, Isabel Thornton, Laura Carini and Sharon Ponce. 3. HEARING OF CITIZENS UPON PUBLIC MATTERS: The City Council sets this time as a priority for citizens to be heard. All matters will be referred to the City Manager for response, recommendation or report to the Council, as she may deem appropriate. 1. Owen McGuire, appeared before the Council and spoke in opposition to the deed amendment for the Fishburn Cottage and requested an investigation of the Van Blaricoms that purchased the building. 4. CONSENT AGENDA: APPROVED (6-0) C-1. Minutes of the regular meetings of City Council held on Tuesday, January 20, 2026, Monday, February 2, 2026, and Tuesday, February 17, 2026. RECOMMENDED ACTION: Dispensed with the reading of the minutes and approved as recorded. C-2. A communication from the City Clerk advising of the resignation of Jatniel Rodriguez as a member of the Roanoke Neighborhood Advocates, effective immediately. Adoption of the 2025 Roanoke Valley - Alleghany Regional Hazard Mitigation Plan which includes the City of Roanoke. Adopted Resolution No. 43359-030226. (6-0) b. Acceptance and Appropriation of VBR Sports and USA Cycling Event Proceeds. Adopted Ordinance No. 43360-030226. (6-0) c. Acceptance and Appropriation of the Operation Ceasefire Supplemental Grant. Adopted Ordinance No. 43362-030226. (6-0) COMMENTS OF THE CITY MANAGER. The City Manager offered the following comments: Public Works' Stormwater Utility will begin two downtown drainage improvement projects this spring to address recurring street ponding during heavy rain. • 1st Street Downtown project, is the first, additional stormwater inlets along 1st Street Southwest, between Luck Avenue and Kirk Avenue. These improvements will increase system capacity and improve runoff removal during heavy rainfall. • A second project will take place on Kirk Avenue, between Jefferson Street and Market Street. This project will add three new stormwater inlets to further enhance downtown drainage during major rain events. • Project scheduling has been carefully planned to avoid impacts to Martin's St. Patrick's Day event and to ensure completion before the Blue Ridge Marathon in April. • Together, these projects provide targeted, near-term improvements to downtown stormwater management while continuing to support local businesses and major community events. Last week, staff removed shrubbery at the Municipal Building near the 2nd Street entrance as part of our continued efforts to improve both the appearance and functionality of this important civic space. In the coming weeks, crews will level and mulch the beds in preparation for new plantings scheduled for spring. These updates will refresh and modernize the entrance while also improving the visibility of building signage and creating better access to the adjacent lawn area. Overall, these enhancements will result in a cleaner, more welcoming, and more accessible entry point for residents, visitors, and staff. Last month, I shared that the Skatepark ribbon cutting was scheduled for Friday, March 6, 2026, at 1:30 p.m. To ensure that our community partners who helped make this project possible are able to attend, we have made one final adjustment to the date. The ribbon cutting has been rescheduled for the last time and will now take place on Friday, March 13, 2026, at 1:30 p.m. We look forward to celebrating this exciting addition to our community together. 2. Council Member Nash advised that at the most recent meeting of the Roanoke Redevelopment and Housing Authority, Executive Director David Bustamante reported that RRHA no longer received monthly crime reports from the Police Department for the housing properties and the information must be obtained by FOIA request. It is anticipated that only 0.6 acres of the property will be used for operation as a Coffee House Café. Restoration of the Property will also include three to seven parking spaces, including one for disabled patrons. Submitted by: Ross Campbell, PE, Director Department of Public Works ROAN O KE March 2, 2026 Title: Adoption of the 2025 Roanoke Valley -Alleghany Regional Hazard Mitigation Plan which includes the City of Roanoke. Background: The Disaster Mitigation Act of 2000 requires that local governments have a hazard mitigation plan as a prerequisite to receiving federal disaster mitigation funds. The plan must describe the process for identifying hazards, risks and vulnerabilities; identify and prioritize mitigation actions; encourage the development of local mitigation; and provide technical support for those efforts. The City's Stormwater Utility and Emergency Management Divisions supported the development of an updated Regional Hazard Mitigation Plan in conjunction with the Roanoke Valley Alleghany Regional Commission (RVARC) and the Virginia.Department of Emergency Management (VDEM). The plan is a collaborative effort between localities and state agencies that are involved with response to various emergencies and natural disasters. The plan summarizes-historic emergencies that have occurred in our region and assesses potential emergencies for which agencies in the region should be prepared to respond. The plan then identifies various actions and policies that may be implemented to reduce the risk from various emergency situations and/or to be better prepared to respond to such events. The recommended policies and actions in the plan are non-binding but do allow for future application for state and federal funds to support implementation. The updated plan was submitted to VDEM and to the Federal Emergency Management Agency (FEMA) for review and comment and is now ready for local adoption. To be eligiblefor future funding, the governing bodies of each participating jurisdiction must review and approve the portion of the overall plan that affects their jurisdiction. Each locality should adopt those sections relevant to their locality Once the plan has been formally adopted by all localities participating in the plan, it will be resubmitted to VDEM with the respective local resolutions, and VDEM will then forward the plan to FEMA for final approval. The Plan, which is in effect for five years, can be amended by local governments following its adoption and final FEMA approval, thus allowing localities to address immediate concerns and changing circumstances. RVARC and participating localities are working on a tight timeline for local adoption in December 2025 to maintain eligibility for federal funding, particular funding related to Hurricane Helene. Considerations: . Council approval is required for the Regional Hazard Mitigation Plan and such adoption is necessary for the City's eligibility to apply for various FEMA and other related grants, including those for flood mitigation that are currently used to fund City projects/programs. An adopted Regional Hazard Mitigation Plan also supports the City's participation in FEMA's Community Rating System (CRS) program that provides rebates on federally backed flood insurance. F l ' 2 City Manager's Report 1111.10= Submitted by: Marc Nelson, Director Department of Economic Development ROANOKE March 2, 2026 Title: Approval of an agreement to modify the deed to the Special Warranty Deed conveying approximately 1.1 acres and improvements for the former Fishburn Park Caretaker's Cottage at 2424 Brambleton Avenue, S.W. Background: The City of Roanoke (city) contracted to sell approximately 1.1 acres of land which includes the former Fishburn Park Caretaker's Cottage located at 2424 Brambleton Ave.,S.W. (Property), the Property being a portion of Tax Map Number 1470301, to Ken and Justin VanBlaricom ("Buyers"). Buyers paid ten dollars ($10.00) and pledged to invest a minimum of $150,000.00 for the Property to restore the building and use it as a Coffee House Café. City Council conducted a public hearing on November 21, 2022, at 7:00 p.m. to consider the proposed transaction. Following receiving comments from the public, the Council voted to approve the sale. On March 6, 2023, City Council approved Amendment No. 1 to the Contract after Buyers informed City staff that additional time was needed to complete the rezoning process and the separation of the parcel from the surrounding park property. This amendment revised the proposed closing date to June 30, 2023. On June 20, 2023; City Council approved Amendment No. 2 to the Contract after Buyers and the City determined that additional time was necessary to further complete the rezoning process. This rezoning preserved approximately 0.5 acres of the 1.1-acre parcel as green space, limited to uses permitted under the Recreation Open Space (ROS) District, with the green space located along Brambleton Avenue. Amendment No. 2 revised the proposed closing date to September 30, 2023. Buyers closed on the purchase of the Property on September 29, 2023, and satisfied their obligation under Section 4(B)(2) of the Contract to commence construction within ninety (90) days of closing. On July 15, 2024, City Council approved an Agreement to the Modify Deed extending the project completion deadline to March 30, 2026. Buyers have now requested an additional Agreement to the Modify Deed in order to meet. certain obligations set forth in Section 4(B)(3) of the Contract, which requires that all design, engineering, demolition, and construction work necessary to complete the project in accordance with the approved plans be substantially completed, and that a final certificate of occupancy be issued by the City of Roanoke Department of Planning, Building, and Development within twelve (12) months of the closing date. Buyers have informed the city that . additional time is needed to meet this obligation. Considerations: Buyers cite three specific reasons for the requested extension: - 1. Fire at Primary Business Location Buyers experienced a fire at.their primary business location, Noke Van Co, which resulted in a total loss and required significant time and resources to address. This unforeseen`event diverted attention and capital away from the Fishbum Park Caretaker's Cottage project and delayed the Buyers' ability to proceed as originally planned. 2. Ongoing Litigation Against the Project (Resolved) Almost immediately after City Council approved the sale, a resident filed a lawsuit alleging that the sale was improper. Although the case was initially dismissed, it remained pending on appeal for over two years. Buyers informed. the city that the existence of the litigation negatively impacted its ability to secure financing for the project. The litigation has since been resolved, removing this barrier to project financing and advancement. 3. Historic Tax Credit Review Process Pursuant to the Contract, Buyers applied for historic tax credits for the Caretaker's Cottage. The historic designation and tax credit process requires review by the Virginia-Department of Historic Resources prior to full construction activities moving forward. Buyers have completed the application process and are currently in the review period. Approval of the historic designation and associated tax credits is expected to support project financing and allow full construction to proceed. Recommended Action: Adopt the attached ordinance authorizing the City Manager, or designee, to execute an Agreement to Modify Deed betweenthe City of Roanoke and Keri and Justin VanBlaricom, substantially similar to the Agreement attached to this Report, with an extended project completion date of March 30, 2027, and make such other amendments as may be necessary to extend the performance period.
