I. Call to Order, Roll Call— 10:21 a.m.
PRESENT: Chairman S. Terry McGuire, Mayor Joseph L. Cobb, Council Members
Nicolas Hagen, Vivian Sanchez-Jones, Phazhon Nash, Peter Volosin, and Evelyn
Powers,
OFFICERS PRESENT: Valmarie H. Turner, City Manager; Vanessa Bohr, Deputy
City Manager; and Timothy Spencer, City Attorney.
OTHERS PRESENT: Preston Bryant, Legislative Liaison(via Microsoft Teams),
LEGISLATIVE COMMITTEE SECRETARY: Cecelia McCoy, City Clerk, City of
Roanoke.
ABSENT: Mary"Franny"Apel and Deidre Trigg (RCPS Committee Members)
II. Opening Remarks: Chairman S. Terry McGuire
Mr. McGuire welcomed the Committee members, as well as all present to the
meeting.
III. Approval of Minutes:
Board Member Volosin moved that the reading of the minutes be dispensed with and
approved as recorded. The motion was seconded by Board Member Nash, and
adopted by the following vote:
AYES: Board Members Hagen, Sanchez-Jones, Mayor Cobb,Nash, Volosin, Powers,
and Chairman McGuire-7.

NAYS: None-0.
(Committee members Apel and Trigg were absent.)
IV. Discussion of the Legislative Items:
Chairman McGuire welcomed L Preston Bryant, Jr., Senior Vice President at
McGuire Woods Consulting, and the City of Roanoke's Legislative Liaison. He
advised the Committee of upcoming 2026 General Assembly dates.
Mr. Bryant gave an overview of the following:
• Housing
• Public Safety
• Economic Development
• Budget and Funding
• Economic Development
• Transportation
• Environment
• Civil Liberties
• Governance
• Other Items of Interest

V. Upcoming Meetings:
The next Legislative Committee is to be announced.
VI. Other Business:
Chairman McGuire inquired about the prospects of redistricting and update. Mr.
Bryant stated there may be future conversations,but no information at this time.
