Tim Harvey Nicole Ross Stacey Sheppard Rabbi Kathy Cohen (joined late) Others: Tiffany Bradbury Tim Spencer Angie O’Brien 1. Welcome – Tim Spencer, City Attorney a. Overview of Commission purpose b. Quorum with 8 commissioners originally present 2. Roll Call – Angie O’Brien, Chief Strategy Officer, City Manager’s Office a. All members present except for Kathy Cohen who joined later 3. Election of Officers a. Taisha Steele nominated Joe Cobb as Chair i. Roll call - yea by all members present b. Joe Cobb nominated Taisha Steele as Vice-Chair i. Roll call - yea by all members present c. Stacy Sheppard nominated Decca Knight as Secretary i. Roll call - yea by all members present d. Officers serve a 1 year term e. Staggered terms for commissioners with opportunities for reappointment 4. New Business a. Adoption of Bylaws i. Previously sent out to commissioners ii. Tim Harvey notes a change to “Amendments” paragraph: should be VIII not IX iii. Joe Cobb: overview of purpose of bylaws iv. Joe Cobb noted that monthly updates will be given to City Council on the 3rd Monday of each month v. Vote for adoption of bylaws 1. Tim Harvey motion, Stacey Sheppard second 2. Roll call - yea by all members present vi. By-laws will be sent to Taisha Steele for signature b. Establishing Meeting Dates i. Meetings proposed for 2nd Tuesday of each month at 5:45 pm ii. Tim Spencer notes a vote should be called 1. Roll call - yea by all members present iii. City Clerk to put meetings on calendar c. Summary of Purpose, National and Local Context and Work to Date i. Joe Cobb provided an overview of the work done in the past ii. Taisha Steele discussed ACEs iii. Shakira Williams and Nicole Ross discussed youth root causes iv. Elliot Major discussed adults coming out of institutions, economic factors, and conflict resolution v. Stacey Sheppard discussed protective factors and prevention funding cuts vi. Tim Harvey discussed different intents of different racial groups regarding gun control vii. Decca Knight discussed intergenerational trauma ** Kathy Cohen joined meeting viii. Nicole Ross discussed Little Blue Truck initiative ix. Joe Cobb discussed working groups, purpose, and progress to date 1. Safer Neighborhoods 2. Education 3. Gang Activity/Violence and Incarceration Recidivism 4. Rapid Response and City Services 5. Marketing/Communication 5. Announcements a. Angie O’Brien, Chief Strategy Officer, can assist commissioners with meeting schedules, support, etc. b. Dedicated page on the Roanoke City Website to the Commission c. Email available on site so community members can contact the Commission d. Upcoming social media campaign e. Discussion of meeting in person eventually f. Next session May 11th at 5:45 pm g. Commission Working Session – Friday, April 16, 2021 – 10:00 am via Zoom 6. Adjournment
