HomeMy WebLinkAboutGVPC Work SessionGun Violence Prevention CommissionWork Session Friday, May 14, 2021 Our Purpose •Gather, review and study the issue of gun violence within the City of Roanoke; •Make recommendations to city council for potential actions that the city may take to reduce the epidemic of gun violence within our community and to make recommendations for enhancing existing resources and campaigns; and •Aid the city in making and developing community partnerships to assist in the reduction of gun violence. Agenda •Welcome •Data Update from Roanoke Police Department •Announcement of Gun Violence Prevention and Intervention Mini-Grants •Youth and Gang Violence Community Assessment and Gun Violence Intervention Program Grant Update •Presentation of our Action Plan •Breakout Sessions Gun Violence Prevention and Intervention Mini- Grants $65,000 to local non-profit and faith-based organizations for activities designed for prevention and intervention of gun violence in our community $3,000-5,000 mini grants with focus on youth and young adults with activities to be completed by August 31, 2021 Activities may include: mentoring and sponsoring; education; training (conflict resolution, trauma- informed, youth employment); scholarships; youth employment; programs and events 4 Gun Violence Prevention and Intervention Mini- Grants Eligibility: organizations must be located within the City of Roanoke and be nonprofit—501(c) organizations or other duly organized nonprofits in good standing as of May 1, 2021. Applications must be received by 11:59 pm on May 21, 2021 via online form (https://roanokeva.gov/FormCenter/City-Council- 10/Gun-Violence-Prevention-Intervention-Min- 190)with the upload of a detailed expenditures spreadsheet and an organizational W-9. 5 Youth and Gang Violence Community Assessment •Roanoke is one of seven localities in Virginia to receive funding •Will be conducted during the summer and completed by September 30, 2021 •Focus: hearing the voices of youth and families on realities and assessing the impact of violence and how we can prevent and intervene to reduce violence Gun Violence Intervention Program Grant Eligible to apply for up to $500,000 over two years Hire a Youth and Gang Violence Prevention Coordinator Hire two Street Outreach Employees Gun Violence Intervention Program Grant –Key Initiatives Violence Prevention Curriculum Pilot Programs Basic Trauma and Resiliency Training Conflict Resolution Training for up to 100 credible messengers and trusted community representatives Gun Violence Intervention Program Grant Mentoring Programs Urban Farm Initiatives Youth Employment Opportunities Why Community-Based Violence Intervention Programs Work Potential to deter high risk individuals from engaging in violent acts involving firearms. Help to interrupt and resolve potentially violent and/or deadly disputes before they occur. Connect citizens with opportunities to education, employment, mental health, social, housing, and family services. 10 Action Plan Conversation with Community Partners The presentation of our plan is designed to be interactive to help gauge the following: 1. What are the intersections of effort in our plan and how can we best support the plan going forward 2. What gaps do we see and how can we address them in the plan 3. What else do we need as community partners to support and implement this plan Safer and Healthier Neighborhoods 12 Safer and Healthier Neighborhoods: 1. Interactive Community Story- telling Public Art Project Phase 1 includes a mobile, interactive chalkboard, where people will be able to answer short questions about how they perceive the safety of their neighborhoods. Phase 2 will expand what we learn in Phase 1 through personal interviews. Additional Actions: 2. Rollout of Educational Video featuring “The Little Blue Truck” teaching K-3 values of self-worth, empathy and kindness in building healthy relationships 3. Annual Roanoke Remembers Event –Summer 4. Bridging the Community Gap Walk -December Increase Strong Community Partnerships and Education Top Priority 14 Increase Strong Community Partnerships and Education 1. Positive Impact Pilot Curriculum -Pilot programs were held at the West End Center, Boys and Girls Club, Presbyterian Community Center and were facilitated by Family Service of Roanoke Valley 2. Continue exploration of Violence Prevention Curriculum to pilot in community •3. Basic Trauma Training Community Events –Thursday, June 24 and Tuesday, July 27 •4. Locked Guns Save Kids Letter and Pledge through RCPS Reduce Gang Activity, Violence, and Incarceration Recidivism 16 Reduce Gang Activity, Violence, and Incarceration Recidivism: 17 1. To adopt a Comprehensive Gang Model to include specific strategies to raise awareness of and strategies toward reducing gang activity and violence. •Community Mobilization: Engage community stakeholders to conduct community assessment and activate prevention and intervention strategies •Opportunities Provision: Education, Training and Employment programs to re-direct gang-involved youth and young adults •Social Intervention: Reaching out to gang-involved youth to link with supportive services (conflict resolution, trauma- informed care, youth employment, etc.) Reduce Gang Activity, Violence, and Incarceration Recidivism: 18 1. To adopt a Comprehensive Gang Model to include specific strategies to raise awareness of and strategies toward reducing gang activity and violence. •Organizational Change and Development: Policy and procedures designed to enhance access to services and funding to better address youth and gang violence. •Suppression:Engagement with community partners to increase positive activity in neighborhoods and communities to reduce criminal activity Increase Coordination of City Services and Rapid Response 19 Increase Coordination of City Services and Planning: Top Priority 20 1. Finalize and launch Coordinated Rapid Response effort for extended wrap around support of individuals and families experiencing trauma •2. Work with RESET Grant Community Mitigation and Volunteer Coordinator, and team in 24 -48 hour on-site response for areas experiencing trauma from violence •3. Finalize comprehensive list and brochure of services and resources available to families impacted by trauma, including supportive groups for victims of gun violence •4. Assist FEDUP (Families Experiencing Deliverance Under Prayer) organization to become 501 (c) 3 and continue their efforts of connecting with families experiencing loss due to gun violence •5. Provide financial resources for individuals and families experiencing effects of gun violence (safe housing, memorial expenses, food, mental health support) Increase Community Engagement through Marketing and Communications 21 Increase Community Engagement and Media Partnerships 22 1. To adopt and implement a Marketing and Communications Plan to include prevention and intervention in the community •Finalize Marketing and Communications plan and create an RFP to secure a local marketing agency to develop marketing campaign for violence reduction in the community.
