HomeMy WebLinkAboutGVPC Minutes 04.18.23Roanoke City Gun Violence Commission/ Community Stakeholders Meeting Meeting Minutes 4/18/23, at 5:45 pm at CHIP Commissioners Physically Present: Nicole Ross, Joe Cobb, Elliot Major, Decca Knight, Tim Harvey, Shakira Williams Commissioners Remotely Present: Eric Anderson, Stacey Sheppard Commissioners Absent: Kathy Cohen Topic (Agenda Item) Notes from Discussion Roll Call See roll call above Quorum present Motion for virtual participants to participate: First motion: Decca Second motion: Tim Motion passes Dr. Anderson in a conference in FL, Stacey healing from surgery Approval of Minutes from March, 2023 Motion: Tim 2nd: Nicole Motion passes Old Business Review of Gun Violence Prevention Framework City Council: Joe ● Refer to the report and recommendations packet entitled “Gun Violence Prevention Commission Report” ● Introduction of Mr. Powell, who oversees the Star City Safe Initiative ● Joe shared an overview of the event and the individuals involved ○ Joe shared that many individuals and community partners had no idea how comprehensive the work we are doing is ○ Joe recommended that leaders of different initiatives meet on a regular basis for strategic planning ● Tim agreed that meetings between leaders of different initiatives should meet more often ● Chris Roberts stated that the meeting also revealed the areas of need between perspective groups ● Joe stated that a joint meeting had been requested between the council and the commission ○ Proposed time May 1st at 2:00 council meeting: Joe will let us know New Business Election of Officers: 1 year term ● Elliot asks for clarification of roles: Joe covers the roles of the Chair, Vice Chair, and Secretary ● Nomination of Vice Mayor Joe Cobb for Chair by Nicole, second by Stacey, Motion Passes ● Nomination for Kathy Cohen for Vice Chair by Decca, second by Elliot, Motion Passes ● Nomination for Secretary of Stacey Sheppard by Nicole, second by Shakira, Motion Passes Policy for Distribution of Gun Violence Prevention Commission Funds ● Request of consistency for awarding funds across commissions ● See the “Policy for boards and commissions appointed by City Council for distributing grant funds in a competitive and transparent manner” ● Laura Carini gave an overview of the policies ● Goods and services follow city procurement policy not this policy ● Joe has a question about the review process for over $5,000 for a sole source contract ● Nicole asks about new entities who do not have track record; Tim agrees ○ Stacey suggests letters of recommendation ○ Elliot asks about clarifying the letters of recommendation, for instance considering the dollar amount awarded ■ Nicole recommends performance milestones ● Shakira recommends letters of recommendation, commitment, MOUs, etc. ○ If the organization is not successful we can consider continued funding ○ Asks if FedUp is grandfathered in ■ Elliot states that they have a solid track record ● Joe states that we are not currently doing rolling grant cycles ● Joe asks about adding an MOU to the document ● Decca requests that a rubric and matrix be added to the document for the grant review process ● Joe states that the Council of Community Services monitors City of Roanoke Human Services grants as a third party ○ Angie states that the contract with Council of Community Services is $20,000 and perhaps we should include that in our considerations Code amendment ● See Code document ● Laura Carrini covers the additions ● 4-7 are recommended additions ● This is how the Arts Commission and the Human Services Board currently operate Joe states that we are not adopting these documents tonight ● Laura will make additions and hopefully we can bring to council on May 1st Joe stated that another take away from the workshop was that at one time we were having more consistent community partner check ins ● Joe is suggesting an in-person partnership meeting in June Roanoke Police Department Data Report: Joe ● Joe discusses the recent shooting in Grandin ● See report ● YTD we are exactly where we were last year for offenses ● Shakira asks if we can find out which areas are being patrolled regularly ● Joe would like a review of the offender based strategy from RPD ● Tim would like to know the stories behind these incidents ● Joe states that in most cases the shooters know the victims ● Decca asks for data around what is driving the the incidents (DV, gangs, drugs, familial, etc) ● Chris recommends looking at national trends to differentiate the data ● Joe was talking to our sustainability coordinator for the city and will request the root causes from her data ● Jane Gabrielle discusses how the Evan’s Spring area may impact our data ● Chris talks about the Annie E Casey foundation and its data regarding root causes RESET Update – Lloyd Merchant ● See the report Joe was on a call with the State Gang Violence representative ● He affirmed that there was nothing that was going to stop this overnight but that the difference comes in communities who are increasing opportunities and services with youth and families Youth and Gang Violence Prevention Unit Update – Chris Roberts ● Discussed using data to make sure that we are documenting measures of success in incidents that have been prevented CHIP Overview Rachel Hopkins ED overview of CHIPs services ● Families are enrolled from pregnancy through KNDG ● Provide medical, dental, mental health support ● What is home visiting? Once or twice a month a family case manager and nurse visit the home ● Numbers: 355 children, 255 adults on monies funded by grant from the GVPC ● Rachel invites community members to come and see the work Tim asks if there is anything that we can do to “lower the temperature” in our relationship with city council ● Joe states that accountability should fall on the commission and city council collectively Elliot discusses how we (the community) figure out “what we can do now?” ● Building the islands of success ● Looking at this as a public health issue ● What is RPD’s plan, City Council’s plan, or a comprehensive policy ● Where is our communication plan? ● People are filling in the gaps because there is a lack of communication - our goal is to increase communication collaboratively with all agencies working to reduce gun violence in the community Announcements Gun Violence Prevention Commission Meeting, Tuesday, May 23, 2023, 5:30 pm Adjournment 7:17 adjourn
