HomeMy WebLinkAboutGVPC Minutes 05.16.23Roanoke City Gun Violence Commission/ Community Stakeholders Meeting Meeting Minutes 5-16-23 530pm, Roanoke Higher Education Center Room 618 Commissioners Present: Elliot Major, Tim Harvey, Decca Knight, Stacey Sheppard, Joe Cobb, Nicole Ross, Eric Anderson, Shakira Williams Commissioners Absent: Kathy Cohen Topic (Agenda Item) Notes from Discussion Roll Call See roll call above Quorum present Approval of Minutes from March. 2023 Motion: Tim 2nd: Nicole Motion passes Old Business Review of the Presentation and work recently with City Council (collaboration meeting) During that time recommendations were presented by the Commission to City Council • All awards over $5,000 four awards must be sought (or solicited) this will aid the competitive process and follow the best practices procedures (Laura Carini) • This will come back to council in June- the recommendations and policies that were submitted were tabled for June meeting • The Commission continues to recommend consistency in commissions amongst the City work and needs A funding committee is recommended for proposals and reporting to council. A form and application was shared with the Commission. This committee will establish and hold the timeline for the processes for the applications. This includes grantee proposals, orientations and reviews. • Points were raised regarding distributing the grading matrix, and, scoring ahead of time to applicants. Another point was raised regarding the composition of the committee, if outside commission members would also make up the team for the funding committee. Infrastructure Committees were also discussed: i. Community/Neighborhood Engagement ii. Grants/Sustainability/Funding iii. Research iv. Prevention/Intervention/Response Discussion took place regarding each of the committees. Outcomes expected and, who could be part of the committees and the collaboration that could occur across City and Non -Profit sectors. Elliot will make the chart and help with the measurable outcomes, charts etc. New Business Roanoke Police Department Report Data: See handout Commissioners noted the commendable work to RPD for the cleared by arrest cases. This is a large increase and, should be commended. Commissioners reviewed the data. Largest concentration is in NW (continued issues). Request for Crime Analyst to review cities similar to us, to see the rate of increase and, if the rate is similar or worse that cities like Roanoke. Chris Roberts Gang Intervention Report: New staff coming soon. One intern starting soon. Case load primarily comes from courts and court docket (Angie O’Brien) Jeffrey Powell City Services; Star City Safe Initiative Report (see handout) Report from Libraries, snapshot, Funded by Star City Safe fund Reset also receives court appointments, also funded by Star City Safe fund Parks and Rec- snapshot, some funded by Star City Safe Chris Roberts- work funded by Star City Safe Human Resources, Internships, cohort, 2x a year 6-10 weeks Partnerships with the YMCA- youth are provided opportunities with these programs Working to improve relationships with the Black Student Alliance @ Hollins University Working to put Baseball back in NW Working to build resiliency with the RPA Challenges are listed in the handout (alternative suspension, classroom re -entry processes, etc., create more job opportunities for 16 and up, mental health, strong with truancy, additional services with teens with those who are not in the juvenile justice system, strengthen the families, teen pregnancy, etc) RESET Update: No update Lloyd is out of the office Updates from micro-grants Hill Street Baptist: Lucy Addison Mental Health Barber Shop Review Talent in the Star Review; Funding Questions were called back to review; namely the $3,000.00 voted recommendation payment Angie O’Brien stated that the recommendation was voted and asked for payment sent but, the City did not see it directly impacting gun violence and relating it to the event work. Laura Carini mentioned that it did not meet the ARPA requirements per the guidelines Suggestions were made to ensure that ARPA guidelines are published ahead of time. Conversation was had as to the marketing and the tone and voice of the event itself and, doing a better job communicating that to our community to ensure they understand what the event or information is about.
