held in the City Council Conference Room, Room 451, Noel C. Taylor Municipal Building,
215 Church Avenue, S. W., Roanoke, Virginia on Monday, June 15 at 1:00 p.m. and
recess for the Stockholder's Meeting in City Council Chamber, Room 450, at 1:30 p.m.
We will reconvene promptly at 1:45 -2:00 p.m. to continue the GRTC Board of
Directors meeting.

Without objection, the reading of the Minutes was dispensed with and
approved.

4. Other Business:
Director Richard "Pete" Peters resigned his position as Director. Prior to
his departure, Director Peters recommended that Adam Cody Sexton,
currently serving as Assistant Town Manager for the Town of Vinton, be
appointed as his successor for the next term of office beginning July 20,
2026.
Director Peters also asked the General Manager to explain how paratransit
service eligibility and service areas are determined, noting that some riders
have expressed confusion regarding service requests and the operating
boundaries within Roanoke County and the City of Roanoke. He further
inquired about how geographic service boundaries are established,
particularly in areas where ZIP codes overlap between jurisdictions.
5. Next Meeting: Monday, July 20, 2026, at 12:30 p.m., in the HR
Learning Center, 215 Church Ave. SW, Suite 310, Third Floor North.

Subject: GRTC Fiscal Year 2026—2027 Operating Budget
Background
The Board of Directors annually appoints a Budget Committee to review the proposed operating budget
for the Greater Roanoke Transit Company(GRTC) and provide a recommendation to the full Board of
Directors.Vivian Sanchez-Jones(Board Vice President), Karen Michalski (Board Member), and Angie
O'Brien (GRTC Assistant Vice-President of Operations)were appointed to the Fiscal Year 2027 Budget
Committee.
The Budget Committee was presented the proposed Fiscal Year 2027 operating budget.The Budget
Committee endorsed the proposed budget in its current form and agreed to recommend it to the full
Board of Directors.The recommended budget is attached and totals$14,550,252.
Recommendation
The Budget Committee recommends that the Board of Directors approve GRTC's Fiscal Year 2026—2027
operating budget.

A Resolution Approving a Fiscal Year 2026-2027 Budget for Greater Roanoke Transit
Company.
WHEREAS, the Greater Roanoke Transit Company (GRTC) Budget Review Committee
has reviewed the General Manager's proposed operating budget for GRTC for fiscal year 2027
(July 1, 2026 to June 30, 2027); and
WHEREAS, the Budget Review Committee has endorsed the recommended budget of
$14,550,252.
THEREFORE, BE IT RESOLVED by the Board of Directors of the Greater Roanoke
Transit Company that the Board of Directors hereby adopts the fiscal year 2026-2027 Budget in
the aggregate amount of$14,550,252, all as set forth in an attachment to the Board Report dated
June 15, 2026, from the GRTC General Manager.

Subject: Board of Directors Meeting Schedule for Fiscal 2027
Background
At its June 16, 2025 meeting, the GRTC Board of Directors approved, by resolution, its meeting schedule
for the 2026 fiscal year. The Board needs to adopt a meeting schedule for the 2027 fiscal year.
Recommendation
The following GRTC Board of Directors meeting schedule is recommended for the 2027 fiscal year:

The June 21, 2027, meeting will be at 1:45 P.M. in the City Council's Conference Room on the fourth floor
of the Noel C. Taylor Municipal Building, 215 Church Ave., SW, Roanoke, Virginia 24011. All other
meetings will be at 12:30 P.M. in the HR Learning Center North, Room 309 on the 3rd floor of the Noel C.
Taylor Municipal Building.

BOARD OF DIRECTORS OF GREATER ROANOKE TRANSIT COMPANY
A RESOLUTION establishing a specific meeting schedule for the Board of Directors of
the Greater Roanoke Transit Company(GRTC).
WHEREAS, at the Board's June 15, 2026, meeting, the GRTC General Manager
recommended that the Board adopt a specific meeting schedule for the 2027 Fiscal Year, which
ends on June 30, 2027, as more fully set forth in the General Manager's report dated June 15,
2026, to this Board.
THEREFORE, BE IT RESOLVED by the Board of Directors of GRTC as follows:
1. That the Board of Directors hereby approves and adopts the specific meeting
schedule that is set forth below. Except for the meeting to be held on June 21, 2027, all meetings
are set to start at 12:30 p.m. and will be held in the HR Learning Center which is located in
Room 309 on the Third Floor North of the Noel C. Taylor Municipal Building, 215 Church
Avenue, S.W., Roanoke, Virginia 24011, unless a different location is designated by the
President or Secretary of the Board. The meeting for Monday, June 21, 2027, will be held at
1:45 p.m. in the City Council Conference Room, Room 451, on the fourth floor of the Noel C.
Taylor Municipal Building, 215 Church Avenue, SW, Roanoke, Virginia 24011. In accordance
with Article III, Section 4 of the GRTC By-Laws, the following meeting dates for the GRTC
Board are approved for the 2027 Fiscal Year:
July 20, 2026 (Monday, 12:30 p.m. —HR Learning Center)
September 21, 2026 (Monday, 12:30 p.m. —HR Learning Center)
November 16, 2026 (Monday, 12:30 p.m. —HR Learning Center)
January 19, 2027 (Tuesday, 12:30 p.m. —HR Learning Center)
March 15, 2027 (Monday, 12:30 p.m. —HR Learning Center)
May 17, 2027 (Monday, 12:30 p.m. —HR Learning Center)
June 21, 2027 (Monday, 1:45 p.m. — City Council Conference Room,
Room 451).

2. The GRTC Board can hold additional meetings on an as-needed basis in
accordance with the GRTC By-Laws.
3. The schedule of meetings for the GRTC Board for subsequent fiscal years may be
set annually by the Board at the June Board meeting, or at any other Board meeting as the Board
may determine to be appropriate.
