YYze-e-or Secretary ViralII4Wy Ank imiretrico Greater Roanoke Transit Company(GRTC) Board of Directors Meeting Management Update July 20,2026 Planning and Special Projects Vinton STAR User Update The Town of Vinton requested that GRTC staff review the STAR eligible passenger list for any certifications with a Vinton zip code,then compare those certified STAR passengers to a Town of Vinton corporate limits map to verify that all passengers listed with a Vinton zip code are residents of the Town of Vinton.After the review was complete,three passengers were found with addresses outside of the Town of Vinton's corporate limits. Listed below are additional details regarding the three passengers; Passenger#1-Records indicate the passenger has not used the STAR service since being certified. Passenger#2-Records indicate the passenger has not used the STAR service since being certified. Passenger#3-Records indicate the passenger is a frequent user.GRTC staff contacted Passenger#3 to get a better understanding of their transportation needs.GRTC staff will assist Passenger#3 in their efforts to secure alternative transportation such as Roanoke County's Cortran service. Transit Passenger Advisory Committee(TPAC)—New Membership Update The Valley Metro Passenger Advisory Committee (TPAC)was established with staggered two-year terms,with members eligible to serve a maximum of three consecutive terms. Four long-serving committee members arrived at the conclusion of their eligibility period in June 2026. Over the past several months,Valley Metro staff has conducted ongoing recruitment efforts for TPAC vacancies. During the recruitment cycle, GRTC received two eligible applications which have been reviewed by staff and will be presented to the GRTC board for approval.The two eligible applications are included in the GRTC Board Packet. TPAC Meeting Update On June 11,2026,TPAC held a virtual meeting via Zoom Meeting.TPAC membership updates,Transit Strategic Plan updates,transit ridership updates, bus stop accessibility and transit route detours were the primary topics discussed. Staff also responded to questions from TPAC members. Minutes from the June 11,2026, meeting is included in the GRTC Board Packet. This bus stop is in a TPAC member's neighborhood. The bus stops in her community are worse than they were 7 years ago when she started on the committee. Hope would like to know her neighbors and community are safe. Wants to see a commitment from Valley Metro to update these stops for safety and also so they look good and convey a positive statement about the community to those visiting or considering working in the area/city. o VM thinks everyone on the board would agree that safety is a top priority. For this stop and others around the region that need upgrades -they've all been visited, listed, and scored, and ranked based on a few factors and this is what guides the use of the limited funding available for such upgrades. o About this spot on Ogden Road-the bottom one by Tanglewood Mall -as part of county's 419 plan, discussion to move the stop across tracks to county and upgrade plus add sidewalk and other accessibility features. VM hopes to see the county address the sidewalk needs as they do not build sidewalks. • Ogden SB at Leslie did win BRRAG's sorriest bus stop 2026 contest. Sidewalks are needed throughout this neighborhood. In prior meeting highlighted that TPAC members would like the Board to advocate to the city to add sidewalks here since bus riders have to have sidewalks • Example of danger of no sidewalks in this area:to go to Ogden bus stops or to go to Tanglewood or the center with Food Lion, community members from Pebble Creek and ... Wood on County side and others on the City side-walk into street with no sidewalk to get to buses and go shopping, and it's hazardous! We need the proper people to read our notes and prioritize sidewalks. • Note: there are many medical buildings in this area-pain management, med office, 2 other buildings on colonial. • Almost all the stops along Ogden Road and Colonial Avenue are a concern due to the poor condition of stops on these roads and the lack of sidewalks. • Serious concerns about the city and county's lack of response to needs of both abled and disabled people who need walkable routes to the bus stops. • Let's highlight the need for sidewalks again to the GTRC-we need them to help advocate with the city and county to build sidewalks. • Strong frustration expressed by many TPAC members due to lack of sidewalks and needs for improvements. Perhaps BRRAG can also help advocate for these needed improvements to other officials. • VM will notify GRTC and others to highlight these important needs. • TPAC members would also like a commitment of at least 1 GRTC Board Member to attend each TPAC meeting.Vivian Sanchez-Jones was invited and isn't here. You can see progress by viewing the list of shelters built over the past years. • TPAC member suggested for raise money to get a bench with your name on it and donate it to the stop. o Uncertainty about whether this is permitted(i.e. whether a donated bench could be used). b.Routes/Schedules • Garden City service June 15-July 5 has an additional Detour due to construction. Riverland closed 300 days. Typically during detour the bus can go through Garden City but the Intersection will be closed June 15 -July 5. Hoping the detour options will support most people until back to current route on July 5th. Each stop in the blocked area has a sign with a notification and a phone number to call to get ADA accessible ride— allows people to connect to a vehicle to get where they're going • Question: is this information on the VM website with something flashy to make it noticeable? o Yes, on website in maroon color and announcement on FB,VMGo App, screens in buses, at stations with info, and phone#at stops will allow someone to connect to someone for help getting a ride c. Ridership • See additional notes in agenda doc o No other discussion at this point- see additional ridership discussion below. d. Other • TSP Annual Update o VM is working on this year's annual Minor update to the Transit Strategc Plan. This is required every 5 years to document changes from plan that have taken place in the past year. When they do annual minor updates,that takes the place of the 5 year update. Currently not many updates deviating from the strategic plan. The strategic plan is redone every 10 years. • Recent service interruptions o See above- Garden City e.Follow-up items • Advertising meetings more widely—Update on this request: o These meetings and other public meetings are announced on the website and working on other methods to advertise. o Planning ahead to manage an online meeting with more attendees if we get public attendees. Page 3 1108 Campbell Ave SE Roanoke,VA 24013 VaItiray P : 540-982-2222/F : 540 982 2703 www.valleymetro.com • Bus operator scheduling/recruitment o Pick in January and then in July—operators pick routes for 6 months at a time,bid on times and days,prioritized by seniority for 6 month assignments o When someone is out sick etc-have open shifts on a board where people can sign up for those o How much overtime are they required to do? ■ All OT is on a volunteer basis o How are the numbers for operators right now? ■ Would like to have 65 or so operators ;have been at 50-55 for past couple years,would like 10 more operators to have all runs filled and a couple people that just cover shifts for people who are out—65 would put us at a nice sweet spot for operators ■ Note that In the transit world, a lot of operators do like some OT for extra $just not required OT, and, so far,VM does not have to require any OT, it's voluntary o Question about Radar shifts ■ Radar shifts are different;talked to Custer who said they are hiring some new operators - still getting new people to come in and doing training,4 hired last month • TPAC member asked if this will also help with MetroFlex?They don't have enough drivers. • Yes,this will help because they share the operator pool w/Metroflex and Star service • Question about ridership goals: Is VM required or asked to try to meet goals for increased ridership at all? o As things change in the community,VM looks at ridership numbers; look at when more riders/less due to changes in employers or other factors; changing shifts at hospitals or other industry, or a bakery increases staff for Christmas orders, etc.; sometimes ridership is economically driven or circumstance driven o Sounds like ridership is not a goal that the board asks VM to do,but they do report on it for understanding and they look at factors that are `people generators' that affect who goes where,when,which lines, etc. Also, some lines vary in number depending on the time of day, for example. o Question about if VM is afraid ridership might drop when the fares goes up? • They are seeing multiple factors that affect people right now, including fuel costs increasing,which can mean that transit passengers increase to save money. VM is keeping an eye on fuel costs and fare increases and ridership to be aware of trends/changes.Not currently afraid there will be major drops in ridership with increased fares. Some people will appreciate the even number of the fares to not have to have use change b/c the fares will be in whole dollar amounts. Fare change announcements are in place ahead of time to give people time to prepare. • Discussion about managing TPAC documents as some members roll off and others join. o There is a gmail account currently owned by Hope. The current bus stop will not change until parking lot construction is done. Once the new stop is done, it will be in operation and temp stop will go away. ■ There may be a small change in the bus routes visiting this stop or nearby and TPAC members wondered if this change will move many people to the other route • The stop by Sears will still be there and it's really close by;the change might affect some riders, and VM will be looking at this, but not anticipating a lot of changes now. ■ What is the timeframe? • No specific timeframe yet; not sure how fast this will move through the Walmart construction plan managed by the regional Walmart. VM will ask and provide an update. • TPAC Membership updates o Discussion about a possible Operator representative • How does the nomination happen,who makes the choice about nomination-is it TPAC or GRTC Board to select the operator rep?TPAC members may have nominations to share if that is appropriate. ■ VM will reach out to the Board to find out what process we should use. Operators outside of TPAC do have several opportunities to talk with management and supervisors and asst directors and directors almost on daily basis when they check in-they walk by offices, in addition to emails,they can get one on one time anytime needed; plus representation by union reps as well. • TPAC members also feel like the operator rep can help explain things and supplement information VM leaders Will share due to operator's information from their experience and understanding of needs of people on their route ■ VM members agreed that operator concerns/perspectives may be different than riders,will be helpful to highlight that to the GRTC Board. 4. (Reference to issues that Blacksburg Transit had) o VM in Roanoke has different providers, different batteries that didn't have the issues with recalls that other providers had; so far the batteries they have have been great, other than winter some drop off in usage; in summer run them for the full 16 hours and have had really good success with the electric buses so far. 5.Next Meeting—August 13 at 6:30 pm 6.Adjourn Additional Notes • From Feb: o What can be done about prioritizing snow clearing at bus stops? Could Roanoke, Salem, and Vinton please prioritize enforcement of the shoveling ordinance, particularly at the top 15-20 most used stops? o TPAC is ready to serve as public feedback. Please use us! We can give feedback about the Valley View Wal Mart Bus Stop redesign. We can also give feedback about the new designs for the bus stop signs to be put up all around the system. • From April o We would like the GRTC board to lobby the city for better sidewalks around bus stops. Bus stops should be top priority for sidewalk construction, since we know that people must walk to and from the bus stop. o We would like to know what the GRTC board is doing to recruit more bus drivers. o We would like to know whether increasing ridership is something Valley Metro is tasked with doing, or whether we are content with our current numbers. If increasing ridership is a goal,we are curious about current plans for publicity and for making ticket acquisition easier. If it is not a goal,we are curious why not.
