(6-0) ANNOUNCEMENTS: 2. PRESENTATIONS AND ACKNOWLEDGEMENTS: Mayor Cobb advised that, going forward, the 2:00 pm meeting would begin with the Council Members providing "shout-outs" or announcing community events recently attended. The Council Members made the following announcements: Council Member Hagen "shouted out" the Living Legends Luncheon held on Thursday, July 30, at Melrose Plaza honoring retired pastors Edward Burton and William Lee, musician Durell Coleman, retired Gainsboro Library director Carla Lewis, and Roanoke Tribune publisher Stan Hale. Council Member Sanchez-Jones "shouted-out" Derek Ruben and the D&G Wonderland Team, who hosted a community event on Saturday, August 1, at McCadden Park. Vice-Mayor McGuire "shouted-out"the emergency responders and Fire-EMS staff that responded to a head-on bicycle accident that recently occurred on the greenway. Council Member Nash "shouted out"the summer graduates of Roanoke City Public Schools and wished them the best in their future endeavors. Council Member Volosin "shouted-out" all poll workers and the City Registrar for all their hard work in preparation of Election Day which is Tuesday, August 4, and announced that Valley Metro buses are fare free that day. Mayor Cobb "shouted-out" the Talent in the Star Show hosted by Total Action for Progress (TAP) and noted that it was the last show of that kind; Greg Addison's Fashion/Hair Show "Emerald City", which was a phenomenal show; and the City of Roanoke as a Top Employer for Interns for the past four years. Proclamation declaring Saturday, August 8, 2026, as the Commonwealth Day of Play. Mayor Cobb presented the proclamation to Valerie Brown, Executive Director, Greater Williamson Road Area Business Association; and Liz Sturgill and William Dixon, board members in attendance. 3. HEARING OF CITIZENS UPON PUBLIC MATTERS: The City Council sets this time as a priority for citizens to be heard. All matters will be referred to the City Manager for response, recommendation or report to the Council, as she may deem appropriate. Kate Kastner, appeared before the Council representing PedalSafe Roanoke and spoke with regard to cleanliness of bike lanes in the City. John McIntosh appeared before the Council and spoke with regard to House Bill 594 in connection with affordable housing, complained about the lack of assistance by zoning staff and requested that his project be allowed to proceed. District Director Freeda Cathcart appeared before the Council and spoke with regard to an email sent to a City employee in connection with the Blue Ridge Soil and Water Conservation District and funding received by the City of Roanoke. E. Duane Howard appeared before the Council and spoke with regard to the parking study the Council was briefed on and commented that parking was difficult in the downtown market area and there were two vehicles in the downtown area selling items on the street, taking away from the vendors. 4. CONSENT AGENDA: (APPROVED 6-0) C-1. Request for a public hearing to be held on Monday, August 17, 2026, at 7:00 p.m., or as soon as thereafter as the matter may be heard, to consider a request for a drainage easement across City-owned property located at 1210 Amherst Street, SW, bearing Tax Map Number 1330301. RECOMMENDED ACTION: Concurred in the request. C-2. A communication from the City Clerk advising of the resignation of Benjamin Woods as member of the Roanoke Civic Center Commission, effective August 1, 2026. (6-0) COMMENTS OF THE CITY MANAGER. The City Manager offered the following comments: Preparations are well underway for the upcoming youth sports season. Youth soccer registration is strong, with 59 teams registered across multiple age divisions, and the season is scheduled to kick off on August 22, providing recreational opportunities for hundreds of young athletes throughout the community. Interest in youth flag football has also been impressive, with 125 participants currently registered—enough to form approximately 11 to 13 teams, including two girls' teams in the 13U division. The flag football season is expected to begin the week of August 24. Installation of new security doors in the Municipal North Lobby will begin on August 4 as part of ongoing efforts to enhance building safety and security. To minimize disruptions to daily operations, the contractor will perform the work overnight. Once installation is complete, employees will access the secured areas using their City identification badge, while visitors will require an employee escort. The doors will automatically release during an emergency to ensure safe and unrestricted egress from the building. 2. CITY ATTORNEY: None. 3. DIRECTOR OF REAL ESTATE VALUATION: None. 8. Carini City Attorney LMC/arw City Manager's Report Submitted by: Brian Mann Executive Enterprise Administrator ROANOKE KE August 3, 2026 Title: Parking Study Findings and Recommendations —30 minutes_ Background: In 2025, the City of Roanoke issued a Request for Proposals (RFP)to conduct a comprehensive parking study for the Downtown Business District and the River's Edge Business District. Following the City's public procurement and competitive solicitation requirements, the consulting team of Fishbeck and LaBella Associates was selected to perform the study. The purpose of the parking study is to evaluate the current parking system and develop recommendations that will support the City's continued economic growth, improve the customer experience, and enhance the efficiency of parking operations. The study will assess existing parking conditions, utilization, policies, and management practices while identifying opportunities to better serve residents, visitors, businesses, and employees. The study's primary goals include: • Reviewing the overall parking conditions within the Downtown Roanoke and River's Edge districts. • Evaluating Park Roanoke operations and their effectiveness in supporting economic development, customer satisfaction, and employee parking needs. • Assessing operational policies and identifying opportunities to improve customer service while meeting the City's financial and operational objectives. • Examining the overall patron experience, including accessibility, convenience, and ease of use. • Evaluating current parking technologies and identifying opportunities for modernization and improved system management. • Developing long-term planning strategies to ensure the City's parking system continues to meet future transportation, development, and economic needs. The findings and recommendations from the study will provide the City with a strategic framework for managing its parking resources, supporting downtown vitality, and planning for future growth. My name is Kate Kastner, and I'm here for PedalSafe ROA. When you adopted the Safety Action Plan in May, you committed Roanoke to eliminating traffic deaths and serious injuries by 2040. Tonight I want to name one small thing standing between that commitment and safer streets-and offer a solution. The plan calls for protecting people who walk and bike, and the safest bike lanes are physically separated from traffic. But when we ask for protected lanes running in the same direction as vehicular traffic, we keep hearing the same answer: the city can't maintain them, because Stormwater Management has no street sweeper small enough to fit inside these lanes. So the default becomes a painted stripe-or nothing at all. And here's why that matters. A 13-year study of major U.S. cities, from the University of Colorado Denver, found that physically protected lanes reduce deaths and serious injuries for everyone on the street-drivers and pedestrians included-while painted lanes show no safety benefit at all. The painted stripe isn't a cheaper version of safety, the research says it isn't safety at all. PedalSafe ROA has a proposal before the city right now: partner with us to acquire and operate a compact sweeper as a demonstration project. It's time-limited, reversible, and it produces exactly the data the city says it needs. I'm asking Council for three things today: First, immediately accept and advance that demonstration partnership. It commits the city to very little and could unlock a great deal. Second, direct Transportation and Stormwater Management to jointly write a maintenance protocol for protected bike lanes-using the demonstration to capture the real numbers: debris removed, labor hours, and cost per mile. And third, commit that once the demonstration shows these lanes can be maintained, protected design becomes the default for new bike facilities on the High Injury Network-not an exception declined on maintenance grounds. Here's the bottom line. You've already decided Roanoke should be a city where people don't die crossing the street or riding a bike. Let's not let one small street sweeper stand between us and the safer streets you already voted for. Thank you. Background: In 2022, the City of Roanoke received $2,000,000 from the Department of Housing and Urban Development (HUD), Office of Lead Hazard Control and Healthy Homes (OLHCHH). The program takes a comprehensive approach to addressing multiple childhood diseases and injuries in the home by focusing on housing-related hazards in a coordinated manner, rather than on a single hazard at a time. It builds upon HUD's Successful Lead Hazard Control programs to expand efforts to address a variety of high-priority environmental health and safety hazards. In 2023, the City of Roanoke contracted with Renovation Alliance under C23-8192-106, dated March 23, 2023. Renovation Alliance was awarded $457,500 from the $2,000,000 HUD grant to complete required renovation services and maintenance for households participating in the HHPP, ensuring homes are healthy. The City and Renovation Alliance amended the Contract pursuant to Amendment No. 1, dated February 8, 2024, to add performance-related terms, including, but not limited to, monitoring and staffing requirements. The Contract was further amended by Amendment No. 2, dated December 24, 2025, to extend Renovation Alliance's completion deadline from September 30, 2025, to September 30, 2026. Amendment No. 3 was requested on July 6, 2026, to provide sufficient funding for future program activities through the end of the performance period on September 30, 2026. Renovation Alliance's expenses recorded in Oracle total $886,736.67, exceeding the original Healthy Homes Production Grant award of$457,500.00.
