Council meetings are offered with closed captioning for the deaf or hard of hearing. 1. CALL TO ORDER - ROLL CALL. Mayor Cobb was absent. The Invocation was delivered by The Reverend Terry Kemp, Children's Pastor and Ministries Director, Fort Chiswell Church of God. The Pledge of Allegiance to the Flag of the United States of America was led by Vice-Mayor S. Terry McGuire. Welcome ANNOUNCEMENTS: 2. PRESENTATIONS AND ACKNOWLEDGEMENTS: None. Vice-Mayor McGuire advised that, going forward, the 2:00 pm meeting would begin with the Council Members providing "shout-outs" or announcing community events recently attended. The Council Members made the following announcements: Council Member Nash "shouted out" all teachers, staff and students returning to school and the All American Music Festival that took place on August 7, in Elmwood Park featuring hip hop artists K Camp, Jacquees, Pluto, Flippa T and V.I.C., and the Something in the Mountains Music Festival in Elmwood Park on August 8 featuring hip hop artist Da Baby. Council Member Volosin "shouted out" the Festival of India which was held on August 15, in Elmwood Park, celebrating Indian culture, traditions, and independence. Council Member Powers "shouted-out"the Festival of India and the Roanoke Police Department, who graduated 12 recruits as officers, and reminded everyone to be mindful of school buses and to please stop when the bus stop sign is out. Council Member Hagen "shouted out" the Neighborhood Services National Night Out activities held at Eureka Park on August 4, and complimented the band that performed made of City of Roanoke employees. Council Member Sanchez-Jones "shouted out"the Roanoke City Public Schools, Back to School Extravaganza, as well as Valerie Brown, the Commonwealth Games and thanked all the people who donated school supplies. She also "shouted-out" the City Manager for including her page in the weekly report. Vice-Mayor McGuire advised that he attended National Night Out events at Lincoln Terrace, Morningside Manor and Eureka Park, as well as the Red Shoulder Hawk Release event hosted by the Southwest Virginia Wildlife Center in Morningside Park on August 14. 3. HEARING OF CITIZENS UPON PUBLIC MATTERS: The City Council sets this time as a priority for citizens to be heard. All matters will be referred to the City Manager for response, recommendation or report to the Council, as she may deem appropriate. Debra Carter appeared before the Council and spoke regarding PedalSafe Roanoke and connectivity between the greenway system and north-west Roanoke, asking Council to prioritize connections. 4. CONSENT AGENDA: (APPROVED 5-0) C-1. Minutes of the regular meetings of City Council held on Monday, July 6, 2026, and on Monday, July 20, 2026. RECOMMENDED ACTION: Dispensed with the reading of the minutes and approved as recorded. C-2. A communication from the City Attorney requesting that City Council convene in a closed meeting to discuss or consider the acquisition of real property for a public purpose, and of the disposition of publicly held real property, in the Southeast area of the City, where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the public body, pursuant to Section 2.2-3711(A)(3), Code of Virginia, (1950), as amended. RECOMMENDED ACTION: Concurred in the request. C-3. A communication from the City Attorney requesting that City Council convene in a closed meeting to consult with legal counsel regarding a specific legal matter requiring the provision of legal advice by the City Attorney regarding potential liability associated with a City owned infrastructure, pursuant to Section 2.2-3711 (A)(8), Code of Virginia, (1950), as amended. RECOMMENDED ACTION: Concurred in the request. C-4. Reports of qualifications of the following individuals: Robin Harbin as a member of the Roanoke Valley Resource Authority to replace Jeffrey Powell for a term of ending December 31, 2026; Allegra Black as a member of the Court Community Corrections Program Regional Community Criminal Justice Board to replace John Varney for a three-year term of office commencing July 1, 2026 and ending June 30, 2029; Acquenatta Harris as a member of the Roanoke Valley Juvenile Detention Center Commission for a term of office ending June 30, 2028; Acquenatta Harris as an ex-officio member, by position, of the Defined Contribution Board; Acquenatta Harris as an ex-officio member, by position, of the City of Roanoke Finance Board; and Acquenatta Harris as an ex-officio member, by position, of the Board of Trustees, City of Roanoke Pension Plan. Adopted Resolution No. 43456-081726. (6-0) COMMENTS OF THE CITY MANAGER. The City Manager shared the following comments: The completed ACFR is now before you for your review. The report will be formally presented at the Audit Committee meeting by our external auditors in September, who will walk through the audit results and provide additional detail regarding the financial statements and audit findings. As you are aware, the ACFR is being presented later than originally anticipated. The delay was primarily the result of significant staffing turnover within the Finance Department, along with the implementation of a new financial system. Both of these factors created additional challenges and required significant time and resources from the Finance team to ensure that the financial information was properly prepared and reconciled. I also want to acknowledge that the audit identified several findings. These findings occurred within the context of the challenges the Finance Department has experienced during this transition period. We recognize the importance of addressing these matters, and corrective actions are already underway. Management is working with the Finance team and the appropriate departments to strengthen processes, improve internal controls, and address the recommendations identified through the audit. While there were challenges during the year, completing the audit and presenting the ACFR is an important step forward. Our focus now is on implementing the corrective actions, • strengthening our financial operations, and ensuring that we continue to improve the timeliness and quality of our financial reporting. We appreciate the Council's understanding and continued support as we work through these improvements. I am pleased to welcome and introduce two new city team members. Cathy Stripling, our new Sustainability Manager and Natalie Talis, our new Strategic Projects Manager. Cathy Stripling, most recently served as Executive Director of the Blue Ridge Crossroads Small Business Development Center, where she led center initiatives and funding compliance, provided technical assistance, and collaborated with local and state organizations to support entrepreneurship in Southwest Virginia communities. As it relates to sustainability, Cathy previously served as the Sustainability Program Director at Community Housing Partners, a nonprofit affordable housing organization, with a focus on strategy and implementation to reduce emissions, energy, and water use across more than 100 properties. Cathy has experience building the benchmarking frameworks and impact narratives needed to secure project funding and meet reporting requirements and has presented her sustainability work at state and national conferences. As a Virginia native with deep roots in Southwest Virginia, Cathy has been an active civic leader, serving as Chair of the Town of Pulaski Architectural Review Board, founding Board President of Pulaski on Main, and other local boards and planning committees. Cathy holds a bachelor's degree in Housing, Interior Design and Resource Management from Virginia Tech and is now a new resident in Roanoke. Natalie Talis, MPH, brings more than 15 years of experience leading strategic initiatives, building coalitions, and working alongside residents and communities to solve complex problems. Most recently, she served as Population Health Manager at the City of Alexandria Health Department, where she launched the city's first Healthy Homes Initiative, developed new approaches to Community Health Assessments and Improvement Plans, and provided technical assistance to city agencies, businesses, nonprofits, and faith leaders. During the COVID-19 response, Natalie also served as the Health Department's Public Information Officer, leading communications and community engagement efforts and developing vaccine distribution systems designed to ensure equitable access for all residents. Previously, Natalie served as a Policy Associate with the National Farm to School Network, where she advocated for commonsense child nutrition and agricultural policies, and held communications roles in the private sector. Natalie's work has earned numerous recognitions, including a "40 Under 40" honor from the Alexandria Chamber of Commerce, a Community Champion Award from the Alexandria Redevelopment and Housing Authority, and the Public Service Award from the Alexandria Commission on Aging. She holds a Master of Public Health with a concentration in Health Policy from George Washington University and a Bachelor of Arts in French from John Carroll University. She is a graduate of the University of Virginia's Sorensen Institute Political Leadership Program and is currently completing Virginia Tech's Local Government Management Certificate program. Natalie is relocating to the region with her husband, daughter, and two cats. PUBLIC MATTERS FOLLOW-UP Adam Fajardo, Community Engagement Manager, reported on the following matters from the July 20 and August 3, 2026, meetings: Deer Culling Two residents who spoke before Council at the July 20 meeting expressing concerns about the current deer population. Both speakers received an acknowledgment that their comments were noted. Since that time Deputy Chief Crawley has presented to you at the August 3 meeting explaining why the deer population is growing, how the current culling program works and presented potential alternatives moving forward. Historic Gainsboro Home Rehab Four residents shared concerns around the City's commitment of ARPA dollars to rehab homes in historic Gainsboro, specifically 23 Gilmer Avenue. Community Engagement followed up with these residents, providing acknowledgment that their comments were noted and indicating that their contact information was provided to City Administration for follow up. The City Manager and members of City Administration met with the Historic Gainsboro Preservation District on July 27. City officials explained that this property was not owner occupied when the grant application was filed, which is a requirement. Therefore, this property does not meet the guidelines for grant funding. Additionally, the property is currently uninhabitable and needs repairs that extend beyond the allocated funding amount, including a new foundation. To bring the home up to code, the anticipated costs are expected to exceed the contracted amount by hundreds of thousands of dollars. The City Manager has instructed the Housing Programs and Policy Officer to coordinate a site visit with the contractor and homeowner's family to conduct a full assessment of costs for the rehab project. Zoning At the August 3 meeting, a resident spoke before Council about how the City's Zoning code would apply to property he owns in SE. Assistant City Manager Youmans' coordinated a review of this request with Planning, Building, and Development, and staff met with the resident on August 11 to explain how the Zoning Code impacts his property. 2. CITY ATTORNEY: None. 3. DIRECTOR OF REAL ESTATE VALUATION: None. 8. REPORTS OF COMMITTEES: 1. Comments on certain Authorities, Boards, Committees and Commissions in which City Council serve as liaisons or appointees. Council Member Volosin commented that at the recent Regional Commission meeting, draft legislative priorities were passed and asked the status of the urban renewal apology. Council Member Powers commented that the RVTV Committee's new contract was in motion to be voted on by Council. 9. UNFINISHED BUSINESS: None. 10. Duane Howard appeared before the Council and spoke in opposition to a municipal casino and asked for a response to a previous inquiry as to vendor parking on the market in the 15-minute parking area. Bridget Kelley Dearing appeared before the Council and spoke regarding flock cameras being removed from the City of Roanoke. Mike Najari appeared before the Council and expressed concern about drug dealers and addicted homeless individuals. Megan Lisle Peterson appeared before the Council and spoke in opposition to flick cameras in the City of Roanoke. District Director Freeda Cathcart appeared before the Council and expressed concern about the Department of Economic Development and not providing appropriate services to the city. Casey Meadows appeared before the Council and expressed opposition to the flock cameras and casino in the City of Roanoke. Joseph Kaseta appeared before the Council and spoke regarding community safety and the lack of response from the Police Department. Archer Berzins appeared before the Council and spoke regarding the vulnerability associated with flock cameras. Background: The Victim Witness Assistance Program has been awarded a twelve month, $316,529 grant (27-O1092VW24)from the Department of Criminal Justice Services (DCJS). This grant will allow the Victim Witness Assistance Program to continue to provide comprehensive information and direct services to crime victims and witnesses in accordance with the Virginia Crime Victim and Witness Rights Act. The Victim Witness Program will operate with one full-time coordinator and two full-time assistants for the Circuit Court, as well as one full-time assistant for the Juvenile and Domestic Relations District Court and one full-time assistant for the General District Court. The Victim Witness Program is coordinated by the Office of the Commonwealth's Attorney. Considerations: The cost to the City for the grant would be $110,020 as a local funding supplement for a total grant budget of$427,858. This local funding supplement is included in the FY 2026-2027 adopted General Fund budget, Local Grant Match account. In addition, the total program budget includes $1,309 in supplemental local funding to support the approved salary for the newly hired Victim Witness staff member. This additional funding will be provided through the Commonwealth's Attorney's Office budget. Background: The Continuum of Care ("CoC") is a coalition of service providers, neighboring localities, including the City of Roanoke, and individuals who are homeless or formerly homeless. Its role is to develop a long-term strategic plan and oversee year-round planning to address the needs of homeless individuals and households, the availability and accessibility of housing and services, and opportunities to connect with mainstream housing and service resources. Considerations: On May 21, 2026, the U.S. Department of Housing and Urban Development (HUD) announced the FY 2025 CoC Program competition grant awards. HUD allocates funding during the federal fiscal year after Congress passes the federal budget and appropriations. Grantees typically receive notification of their allocation in the next fiscal year, creating a lag between federal budgeting and grant execution and local spending. These grants support efforts to end homelessness and provide critical funding to local programs serving individuals and families experiencing homelessness. Acceptance of the grant and appropriation of the associated funds require City Council authorization. The Homeless Assistance Team (HAT) street outreach program engages unsheltered individuals and connects them to housing and services. The program helps individuals experiencing homelessness move from the streets to emergency shelter and/or directly into permanent housing. Outreach occurs during "drop-in" hours, at partner agency sites, and in locations not meant for human habitation, including encampments. Through outreach and engagement, staff provide case management services, including agency referrals, security deposits, transportation assistance, and help obtaining identification documents. Background: The Continuum of Care ("CoC") is a coalition of service providers, neighboring localities, including the City of Roanoke, and individuals who are homeless or formerly homeless. The CoC develops long-term strategies and coordinates year-round planning to address the needs of individuals and households experiencing homelessness, assesses the availability and accessibility of housing and services, and connects participants to mainstream housing and service resources. Considerations: On April 27, 2026, the U.S. Department of Housing and Urban Development (HUD) announced the FY 2025 CoC program competition grant awards. HUD allocates funding during the federal fiscal year after Congress passes the federal budget and appropriations. Grantees typically receive notification of their allocation in the next fiscal year, creating a lag between federal budgeting and grant execution and local spending. This grant supports local programs that provide critical services to individuals and families experiencing homelessness and advance efforts to end homelessness. Acceptance of the grant and appropriation of the funds require City Council authorization. The Coordinated Assessment System (CAS) promotes collaboration among CoC HUD-funded projects, faith-based organizations, emergency shelters, domestic violence programs, and the Roanoke City Schools' Homeless Students Program, providing financial assistance to families at risk of homelessness. CAS serves as the community's centralized process for assessing housing needs and connecting households at risk of or experiencing homelessness with available resources. This grant provides funding for the Central Intake hotline, ensuring immediate access to services through a no wrong door approach. Accepting this grant will allow the City to continue coordinating homelessness prevention resources and improving access to assistance for households at risk of homelessness. Background: The Blue Ridge Continuum of Care (CoC) is a collaborative group of service providers, neighboring localities, including the City of Roanoke, and people who are homeless or formerly homeless. The CoC develops long-range strategies and maintains year-round planning efforts to address homelessness, review available housing and services, and connect individuals and households to mainstream housing and service resources. Considerations: On May 21, 2026, the U.S. Department of Housing and Urban Development (HUD) released the FY 2025 CoC Program competition grant awards. HUD allocates funding during the federal fiscal year after Congress passes the federal budget and appropriations. Grantees typically receive notification of their allocation in the next fiscal year, creating a lag between federal budgeting and grant execution and local spending. City Council must authorize acceptance of the grant, designate the City as fiscal agent, and appropriate the funds. The City of Roanoke is the HUD-designated lead entity for the local CoC and receives the planning funds directly from HUD. The City administers the grant on behalf of the CoC and subcontracts planning services to the CoC-designated planning entity, the Council of Community Services. The HUD CoC Planning grant will fund planning, monitoring, and evaluation services for the Blue Ridge CoC and its Governing Board. Through strategic planning, community-wide standards, program monitoring, and data collection, the project will improve the coordinated service system and track progress toward the strategic business plan. Background: In 2005, the Virginia Department of Transportation (VDOT) established comprehensive roadside management regulations that allow local governments, communities, businesses, and individuals to participate in the improvement and management of state-maintained roadsides. Modeled after VDOT's program, the City of Roanoke initiated its BRITE Program to encourage participation by area businesses and organizations. The BRITE program focuses on the 1-581/ Route 220 corridor and is jointly administered by Economic Development and the Transportation Division of Public Works. Considerations: In 2007, Lamar Advertising became the first participant in the City's BRITE program, sponsoring landscaping at the 1-581 Interchange with Orange Avenue. Background: In response to the COVID-19 pandemic, on March 11, 2021, the American Rescue Plan Act of 2021 (ARPA)was enacted into law, authorizing a total of$350 billion, with approximately$130 billion allocated to localities. The City of Roanoke received approximately$65 million in American Rescue Plan Act (ARPA) Coronavirus State and Local Fiscal Recovery Funds (SLFRF). The City followed U.S. Department of the Treasury guidance and obligated the funds by the December 31, 2024, deadline. Over the past four years, Roanoke successfully deployed the majority of its allocation toward infrastructure upgrades, public health interventions, and community support programs following the recommendations made by the Star City Strong Recovery and Resiliency Advisory Panel. However, due to lower-than-anticipated contract costs, scope adjustments, and early project completions, a total of$1,465,416 in savings has been identified. The federally mandated deadline for total expenditure of ARPA funds is set for December 31, 2026, and the City of Roanoke must take action to reallocate unused balances from completed or downscaled projects into high-priority, fully executable initiatives. Reallocating these funds now ensures 100% utilization and prevents any return of critical federal dollars to the U.S. Department of the Treasury. Agencies have been identified with shovel-ready projects and initiatives that match the City's current priorities and will ensure the City of Roanoke successfully spends the funds by October 31, 2026. The City will use an October 31, 2026, deadline to ensure that all appropriate documentation can be filed by the U.S. Department of the Treasury deadline of December 31, 2026. To be eligible for funding, agencies may have requested additional funding from the City Manager's Office and must have previously received ARPA funds. City Departments do not need a previous Memorandum of Understanding to access the additional funds. Considerations: The agencies recommended for funding have been cross-referenced with the list of organizations that previously received ARPA funds to ensure that all the agencies qualify to have amendments to the memorandums of understanding (MOUs) currently in place. The selected agencies also must agree to have not only the funds encumbered but also spent by the deadline listed in the amendment to the MOU. Background: Ms. Gretchen Coleman (requestor) is requesting a drainage easement across property owned by the City of Roanoke (City) and located at 1210 Amherst Street, SW (Tax Map Number 1330301), also known as Virginia Heights Elementary School (Virginia Heights or school). The requestor is seeking to alleviate localized ponding occurring on her property located at 1911 Memorial Avenue, SW (Tax Map Number 1330302), which is situated immediately adjacent to the school. The requestor's property is situated at a lower elevation than the school property, which is located on a higher elevation of land. The localized ponding occurring on the requestor's property is due to the substantial difference in elevation between the properties, which causes rainwater and surface runoff on the school parcel due to the higher elevation, to flow downhill to the requestor's property faster than can be absorbed in its present condition. Storm drainage facilities, to include and not be limited to, drainage channels will need to be installed within the proposed easement on the school parcel to catch storm water runoff before it reaches the requestor's property. The requestor will be responsible for any and all costs associated with the design and creation of the easement, including installation, maintenance and future repair of the drainage improvements, as well as for any equipment installed within the easement. Considerations: Pursuant to Section 15.2-1800, Code of Virginia, City Council is required to hold a public hearing before the adoption of any ordinance authorizing the conveyance of a drainage easement across City-owned property to a third party. Virginia Heights is an active elementary school. Roanoke City Public Schools (RCPS) operates the school and has no objection to the conveyance of a drainage easement across the Virginia Heights parcel to Ms. Coleman. Because the requestor will be responsible for all expenses associated with the easement, City staff and RCPS recommend this easement be conveyed to her at no charge. The proposed private drainage easement will be approximately eleven (11)feet long and ten (10)feet wide, as illustrated in the attached survey.
