Planning and Special Projects
Try Transit Week—September 14—18, 2026
Try Transit Week is an annual event in Virginia, organized by the Virginia Department of Rail and Public
Transportation (DRPT). In 2026, it took place from September 14-18.Valley Metro was a participant, as were
other transit agencies throughout the state.Through the ConnectingVA app, DRPT held Try Transit Week
regional/local contests to encourage the public to ride transit and to record their transit trips in the
ConnectingVA app for chances to win local transit prizes. This year as part of the statewide celebration,Valley
Metro will be offering one 31-day pass or a MetroFLX 5-ride pack as a prize.
TPAC Meeting Update
On August 13, 2026,TPAC held a virtual meeting via Zoom Meeting. New member introductions, bus shelters,
bus stops, transit ridership updates, and follow-up items were the primary topics discussed. Staff also
responded to questions from TPAC members. GRTC Director Karen Michalski-Karney was present for the
meeting. Minutes from the August 13, 2026, meeting is included in the GRTC Board Packet.
Art by Bus Event
The 2026 Art by Bus project will be celebrated on September 30, 2026 at the Third Street Station passenger
waiting area. The event will begin at 10:30am.The official release of the chapbook The Bus Goes on Green: From
Atom to Atmosphere by local poet Chanlee Luu, our 2026 Writer by Bus, and the newly wrapped bus,
showcasing Lucinda Rowe's artwork Stronger Together, a mural from the Walls that Unite in Grandin Village.
Walmart Bus Shelter/Stop
The Walmart transit stop and shelter officially opened on August 24, 2026.This important project has been a
nearly two-decade old endeavor, and the completion of this bus stop improvement has been well received by
transit staff and passengers. To date, there have been no safety or service-related incidents at the new location.
Ridership at the new location has increased slightly.

2. GRTC Updates
o a. Stops/shelters
• Walmart at Valley View—New Shelters are up! Route 11 (end) and Route 12 stop
• Aug 21, 10am- Celebration event! Just got an email a few hours ago
• IN SERVICE Aug 24!
• Has been posted on FaceBook
• All are welcome to join
• Everyone is very excited about this update - important to riders
o b. Routes/schedules
• Intersection of Riverland and Garden City Boulevard is open. The bus route is back in
service.
• Riverland Road is still closed- for about 300 days (since April),until around Feb/
Mar if all goes as planned.
• Wasena Bridge closure is wrapping up
• Bus 61, 62 have extensive detour due to this -has been this way for—2 years
• Once the bridge reopens these will go back to prior routes
• Apperson is open but so tight it creates issues -Route 91/92 related detour
• Question about updates on construction on Belleview by Roanoke Memorial Hospital
-Route 51
• William tried to find info from the hospital about updates on construction, but
hasn't yet
• Ron noted they will try to find out more from Carilion ahead of the next
TPAC meeting
• Question about a detour for Route 45 in Vinton where it comes up aside or behind
Carilion instead of usual location- not a big deal, but wondering about timeline for
this
• Ron-yes, detouring around hotel construction
• TPAC Vinton representative spoke to Nathan McClone (?) and understands
there is a$3 million grant to make Vinton pedestrian-friendly, so 2 streets will
lower speeds
o c. Ridership reports
• Ridership reports from February -July 2026
• Fixed Route Ridership is mostly higher
• Star Line Trolley Ridership was lower Feb-May, a bit higher Jun-Jul
• William provided an overview of what MetroFlex is - from Mon-Sun late night and
Sundays -has become quite popular, especially on Sundays
• Has been in operation for 3 years
• If you see a RADAR bus dring the week day, that is the STAR service - para
transit
• RADAR bus after 8:45pm or on Sunday, that is MetroFlex; same fare as
regular bus
• MetroFlex and RADAR
o You do need exact change for the fare because they do not have fare
boxes

o There are single ride passes you can purchase to use at the 3rd st
station customer service center
o Ron: someone came last week and bought 20 tickets -works late and 1
uber ride = $23 for him so MetroFlex is a great opportunity for him
• You can get a MetroFelx Ride from anywhere in Roanoke City, Vinton,
Salem, or w/in 3/4 of a mile of a regular bus route
o e. Follow-up items
• You may have seen on FaceBook or on the website- William made more of an effort
to advertise the meeting and provide options for people to join in the future
• Other communications notes:
• Put info about TPAC on the website for people to have access to it(charter,
meeting schedule, meeting link or method to get it,meeting minutes (or link
to GRTC minute))
• App, VMGO has push notifications to get push notifications or alerts of
various things
o Very important for weather alerts like snow routes, etc.
3. TPAC Members -Questions/Comments
o One member has used MetroFlex- sometimes he is the only one in the MetroFlex van at the
time. Recently switched to biking - easier for him,but interested in ways to improve
efficiency for MetroFlex.
o Also interested in the plans noted in the Transit Strategic Plan to provide MetroFlex as an
option in the early mornings as well—what is the status of this?
• William- some of the surveys TSP was based on were hospital workers -this was a
big request
• Ron-need to have info included in planning docs,to have enough drivers, vehicles,
++; not all items noted as planned for 2026 will be able to happen in 2026, but may
be something Valley Metro can plan towards in 2028-ish
o We're still in the shorterm planning,right?
• Yes,that's right(Ron)
• Ron: and sometimes depending on funding longterm some goals may move to short
term and vice versa
• Ron: RADAR is for anyone with disabilities and using RADAR service buses,
drivers, staff, and system for MetroFLX is useful because they already know a lot
about areas of the city and best places to wait with good lighting, etc.
• Ron: when you call and schedule a ride with MetroFLX,they'll group rides by people
riding at the same time around the same place;might pick up many people from the
hospital, from the mall around 9pm,rides for Sunday morning to church. Best to
schedule at least 24 hrs in advance, but you can book up to 2 weeks out, and there are
some subscription services you an use for regular reocurring rides you need. Their
system keeps track of all the rides and provides data.
• RADAR=public ADA service
• STAR service is ADA free service for pre-certified individuals
• RADAR is investigating technology for accepting payments beyond cash
• There's a website you can book your rides on too
• Ron:yes and they have a new app out

• Note: See the app called"CTS Trip Portal" on the MetroFLX
webpage (scroll down to the bottom where it says, "Download the
Trip Portal app.")
o Questions about Transit Strategic Plan(TSP)
■ What is the current ETA for early morning MetroFLX-TSP -
Improvements -Page 159?
• Timing not addresses specifically, some reference to this earlier
that this may not happen in 2026 and may move to more around
2028.
• Additional notes: Still in the planning document phase -no
commitment for this yet; still doing studies to see what businesses/
locations/needs are there, similar to MetroFLX to not have empty
buses
• Comment from Alison with Regional Commission: The Regional
commission is working with RADAR to analyze services b/c they
also provide regional services
• There was a survey before about needs for ... MetroFlx morning
service. What else does VM need to work on this? What other data
is VM looking for?
o Ron: Wanting to hear from more than those who are riding
the bus, also looking into what people need who are NOT
currently riding; see where those trips originate and where
they go -that ebbs and flows of ridership match; think there
is a pretty good service of 8 MetroFLX buses, don't have a
lot of turn downs except peak times like 11pm on some
weeknights and Sunday mornings - finding out where those
are to better meet
■ What is the status of Mobile Ticketing(goal FY26) and New Fare Boxes
(goal FY27) -Page 153 of TSP
• Ron: Looking into these- doing studies, a lot of people very
dependent on cash and others who want to use their phone -want
to respond to both needs for riders.
o Looking at technology to get here.
o New options VM is preparing for:
• Refillable cards (refill online or at kiosk/station)
• Mobile phone app payment option
o When you put in new fare boxes to collect the fare via
mobile phone app payment, it relies on a wireless
infrastructure, real time info about where hot spots are for
cell services to ensure mobile ticketing will work(reliable
coverage) -have identified these
• Note: but perhaps are still identifying more?
o ETA- getting really good AVL (?) info back from the
buses

• At the July GRTC Board meeting they discussed a 5-year capital
plan that included Mobile Ticketing and New Fare Boxes
happening in FY28,which is much later than we were expecting to
see them or than is shown in the plan
o A city representative (Turner)noted that local money might
not be ready on the right timeline and she said what would
happen, and Kevin Price, Director of Valley Metro, said
that VM would delay these improvements until local
funding it's ready
o Riders really want to see these items prioritized—can VM
earmark state and federal funds for this to ensure they
happen and/or do we need to ensure the city prioritizes
funding these?
o How can TPAC members help?Who could we best reach
out to to advocate for funding for this? City Council
members? We really think this would improve the transit
experience overall leading to more usage and more
funding.
• TSP page 157 describes an option to apply for TRIP funding -how did
that go?
• Ron: Yes, VM is applying for some TRIP grants and will receive
some. These funds will help fund Smartway Services, for example
• It sounds like a lot of goals or most goals are being pushed forward. Is the
Valley View stop the only goal that the budget has achieved? What is the
budget being used for?
• Alison with the Regional Commission shared message in chat: I
am happy to discuss the transit funding from our side. We manage
the Transportation Improvement Program (TIP), and that
highlights a lot of the federal funding for Transit that might help
bigger picture. I don't think we've had super granular updates based
on the budget in these meetings, but could be something to
consider to add when there are big changes.

o Parts (gasket example) are raising a lot in transportation—
when COVID happened, a lot of companies slowed down,
now they're starting to speed back up; but some companies
like Amazon+have bought a lot of vans etc of a certain
type and that has changed the demand for parts++ Supply
is less, demand is higher in some cases
• Vivian- Ron,which part went from$25 to $250?
• Ron-part with a Y shape - connector—was $25, now over
$290—issue for transportation industry overall
o Choosing Officers
• William: Do we want to wait for the next meeting? So everyone has some
time to think about it?Or, if everyone feels comfortable right now,
William is happy to nominate a chair who would work with William to
create the agenda and facilitate the next meeting
• Discussion result: all agreed that everyone will read(or re-read the
charter) and we will decide on officers at the next meeting
o What is the best way to include Action/Discussion items in TPAC minutes that
are for GRTC Board to address/discuss?
• Secretary: For example, in the June meetings, I included a list at the end
(after the word `adjourned),but I'm now realizing,they didn't get
included in the official minutes shared with the Board and the Board
appears not to have discussed them-maybe it wasn't clear they were for
the board.
• Discussed: for future-have a Follow Up Items section at the top of the
Minutes. Also, per the Charter these usually come from the Chair to the
Board.
• Valley Metro staff(William)packages all this in the Board's documents
for the meeting.
o For a Bus Drivers Representative on TPAC—what procedure should we follow?
• Who may submit nominations(can TPAC members or public riders
submit nominations, for example?) and how can they do so?
• How does the GRTC Board review nominations and what is their selection
criteria and method?
• Ron-they'll get back to us about what they would look like at the
next meeting and provide some updates
B. Closing:
o Ron- Thank you, Vivian, for joining from the board-that's an important
connection, thank you, and thank you to new TPAC members and for doing
homework before the meeting.
o Events coming up - shared in chat:
• Alison: Try Transit Week is Sep 14-19 - https://rvarc.org/wp-

wanting to share this effort we are doing at our org.

GRTC Board information or action requested prior to next TPAC meeting(October 8,
2026)
• From August 2026:
o (Also from June): We would like to understand the process for nominations
and selection of an Operator Representative for the TPAC. What
procedures should we follow?
• Who may submit nominations (can TPAC members or public riders
submit nominations, for example?) and how can they do so?
• How does the GRTC Board review nominations and what is their selection
criteria and method?
• From June 2026:
o What are the additional methods (besides the Valley Metro website) that are
being used or will be used soon to advertise TPAC meetings to the public, and
to communicate how the public can attend?
• From April 2026
o How is the GRTC board lobbying the city for better sidewalks around bus
stops? Bus stops should be top priority for sidewalk construction, since we
know that people must walk to and from the bus stop.
o What is the GRTC board is doing to recruit more bus drivers?
o Is increasing ridership is something Valley Metro is tasked with doing,or
whether we are content with our current numbers? If increasing ridership is a
goal, we are curious about current plans for publicity and for making ticket
acquisition easier. If it is not a goal,we are curious why not.
• From February 2026:
o What can be done about prioritizing snow clearing at bus stops? Could
Roanoke, Salem, and Vinton please prioritize enforcement of the shoveling
ordinance, particularly at the top 15-20 most used stops?
o TPAC is ready to serve as public feedback. Please use us! We can give
feedback about new designs planned for the bus stop signs to be put up all around
the system.
Valley Metro information or action requested prior to next TPAC meeting(October 8,
