Dear Mayor Smith mad Members of Cotmcil:
I mn writing you on behalf of the leadership of Downtown Roanoke
Incorporated to voice our support for a new multi - dimensional
sports and entertainment facility located in the area now occupied by
the aging Victory Stadium. It is clear to the DRI leadership that any
decision to build such a multi - dimensional facility should be based
on sound plmming and research. Once made, the decision should be
implemented as quickly as possible.
Even though the proposed location for this new thcility is outs/de of
the borders of the current downtown special service district, we see
this as an important project for the downtown area as well as the rest
of the City and the region. A new multi - dimensional complex is
likely to draw large munbers of visitors to the heart of our city to
events that would not even consider coming to Roanoke otherwise_
The proposed facility will also provide the first class sports thcility
the children in our city deserve and help attract and retain the young
workers and families that are critically importmat to the future health
and vitality of our city.

NOTICE OF PUBLIC HEARING ON VICTORY STADIUM
The Council of the City of Roanoke will hold a Public Hearing on Monday, January 29, 2001,
at 7:00 p.m., or as soon thereafter as the matter may be heard, in the Council Chamber on the fourth
floor of the Noel C. Taylor Municipal Building, 215 Church Avenue, S.W., Roanoke, Virginia, in
order to receive public input and comment on two options that Roanoke City Council is considering
regarding Victory Stadium. All persons desiring to be heard shall be accorded an opportunity to
present oral comments within such reasonable time limits as may be determined by City Council.
Written comments on the two options will be received by the City Clerk's Office at any time prior
to 5:00 p.m., on Friday, January 26, 2001.
The two options that City Council will consider are as follows:
Option 1:
Maintain half of the existing stadium and add a stage and use the stadium for
sports and concerts. The concepts involving this option consist of the
following:
9,000 seats; primarily 1- sided stadium; 8,000 bench seats and 1,000 telescopic risers;
20,000 seats for amphitheater set up (9,000 permanent bench seats and 11,000
portable chairs or lawn seats);
Soccer, football fields;
New press facilities, East side supports concert functions;
New, state-of-the-art permanent side stage;
Field, stage, support facilities raised above 100 year flood plain;
Telescoping "side stage" seats for sports in Stage House;
Estimated cost $14,470,000
Option 2:
Demolish entire stadium and construct a new stadium and stage for sports and
concert uses. The concepts involving this option consist of the following:
8,000 seats; primarily 1- sided stadium (7,000 permanent chairs and 1,000 telescopic
risers);
19,000 seats for amphitheater set up (8,000 permanent chairs and 11,000 portable
chairs or lawn seating);
Stadium axis rotated to maximize all uses relative to sun angles;
Soccer, football fields

Telescoping "side stage" seats for sports in stage house.
Estimated Cost $17,725,604
