Adjournment. H:'~SCHOOL.9~AGENDA.WPD STATEMENT OF PURPOSE AND PROCEDURE MAYOR DAVID A. BOWERS APRIL 18, 2000 On June 30, 2000, the three year terms ofF. B. Webster Day, Marsha W. Ellison and Sherman P. Lea as Trustees ofthe Roanoke City School Board will expire. The purpose of this meeting is to interview six candidates for the upcoming vacancies. Past actions of Council to comply with the selection process include: (1) At regular meetings of the City Council held on January 18 and February 7, Council announced its intention to elect Trustees to the Roanoke City School Board for terms commencing July 1, 2000. H:\SCHOOL.99~PURPOSE.WPO 1 (2) Advertisements were placed in The Roanoke Times and in The Roanoke Tribune inviting applications for the vacancies. Seven applications were received in the City Clerk's Office prior to the deadline on Friday, March 10 at 5:00 p.m. One application was later withdrawn. (3) On March 20 at 6:00 p.m., Council held a reception with all candidates which was open to the public. (4) On March 20 at 7:00 p.m., Council, as a Committee of the Whole, reviewed and considered all applications. H:~SCHOOL.99~PURPOSE.WPD 2 (5) At 'the regular meeting of City Council on Monday, April 3 at 2:00 p.m., Council voted to interview F. B. Webster Day, Marsha W. Ellison, James P. Beatty, Sherman P. Lea, Gloria P. Manns and William Skeen. (6) A notice was published in The Roanoke Times inviting attendance at a public hearing to be held by City Council on Monday, April 17 at 7:00 p.m., to receive the views of citizens regarding School Board applicants, and further inviting the public to submit proposed questions to the candidates by filing such written questions in the City Clerk's Office by 5:00 p.m., on Thursday, April 13. I am advised by the City Clerk that no questions were submitted. H:~SCHOOL.g9~PU RPOSE.WPD 3 Our selection process provides that Council will publicly interview each candidate separately and out of the presence and hearing of the other candidates. The City Clerk has scheduled the following interviews: 4:30 p.m. 5:00 p.m. F. B. Webster Day Marsha W. Ellison 5:30 p.m. 6:00 p.m. James P. Beatty Sherman P. Lea 6:30 p.m. - Gloria P. Manns 7:00 p.m. William Skeen H:~CHOOL.gg~PU RPOSE.WPD 4 Each candidate will be given the opportunity to make an opening statement of not more than five minutes. Thereafter, Council may ask such questions, as Council, in its discretion, deems advisable. The Council will hold six interviews and each interview will consist of approximately 30 minutes. After each interview has been completed, the candidate may leave the Council Chamber inasmuch as no action will be taken by the Council this evening. All interviews will taped by RVTV Channel 3 to be televised on April 19 at 1:00 p.m., April 21 at 7:00 p.m., and April 22 at 12:00 noon. H:~SCHOOL.99~PURPOSE.WPD 5 On Monday, May 15 at a regular meeting of City Council at 2:00 p.m., or as soon thereafter as the matter may be heard, Council will hold an election to fill the three vacancies on the Roanoke City School Board for terms commencing July 1, 2000 and ending June 30, 2003.
